
The Chairman of the Provincial People's Committee emphasized that the province's current disbursement rate is very low. To accelerate quickly and strongly, leaders of units must get involved and fulfill their responsibilities. Heads of communes, wards, and special zones must get involved decisively, avoiding indifference and not being willing to research and learn.
“Currently, there is still a situation where the capital cannot be disbursed and people keep asking to “return or transfer”. In the coming time, if any individual cannot do it, the province will resolutely replace them. We must frankly accept responsibility for each other, without any favoritism or avoidance”, the Chairman of the Provincial People’s Committee affirmed.

According to the report of the Department of Finance, the total public investment capital of Lam Dong in 2025 is 18,600 billion VND. By the end of September 2025, the whole province has disbursed 5,254 billion VND, reaching 28.2% of the plan.
At the meeting, investors discussed difficulties and problems, as well as proposed solutions to speed up disbursement rate in the coming time.

Regarding the progress of capital disbursement, Director of Construction Investment Project Management Board No. 1 Nguyen Thanh Chuong informed that as of October 7, the unit had disbursed 23%. The main reason was due to site clearance. Some contractors lacked capacity.
“For weak contractors, the Board has organized reviews. Currently, some projects have shown initial clear changes. We will be determined in this matter,” Mr. Chuong affirmed.

Director of Construction Investment Project Management Board No. 3 Ha Sy Son said that as of October 10, the unit's disbursement rate was 24.8%. It is expected that by the end of December 2025, the unit will disburse 92%.
“To speed up the progress, we work closely with local authorities where major projects pass through to clear land. The Board requires construction contractors to develop detailed construction plans and schedules to mobilize human and material resources to meet the schedule. Any unit that is slow will be criticized, and if it is too slow, the contract will be terminated,” said Mr. Son.

Regarding the disbursement progress, Director of Gia Nghia Area Construction Investment Project Management Board Vu Ta Vuong said that in 2025, the unit was assigned more than 240 billion VND. By October 7, the unit had only disbursed 9.6%. This capital source mainly serves the site clearance of 2 projects: The relocation and resettlement project for 212 households in the center of Gia Nghia and the Ton Duc Thang Street project.
“The Board has completed all steps, only the specific land price is missing. If the land price determination is completed in November 2025, we will speed up the disbursement of all compensation funds in the GPMB,” Mr. Vuong pledged.

A representative of the Provincial Land Fund Development Center said that the unit is focusing on mobilizing human resources and signing labor contracts to support localities in land acquisition, especially for expressways. However, some projects and units have not yet received extracts of cadastral maps, making it difficult to count.

Regarding the land acquisition work, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai has given clear instructions for expressways in particular, projects and works in general related to the responsibilities of the Land Fund Development Center and localities. Provincial leaders have worked specifically, requiring localities to commit to completing the inventory and determining land prices.
“Up to now, the results of the localities have been very low. This proves that the localities and the Land Fund Development Center have not fulfilled their responsibilities. Because, if the inventory is not done, the land price cannot be established, leading to no basis for compensation and site clearance,” Vice Chairman of the Provincial People’s Committee Nguyen Hong Hai affirmed.

To speed up the progress, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep requested that the Provincial People's Committee Office establish and clearly record the commitments of investors by day and by week. Any unit whose progress is not as committed must have immediate handling measures.
At the meeting, the Vice Chairmen of the Provincial People's Committee requested the Land Fund Development Center to concentrate resources for implementation. If necessary, the Center will invite more qualified personnel from the surveying units of the Ministry of Agriculture and Environment .

Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi affirmed that the coordination between departments, branches and investors is still not tight. Many issues are not discussed diligently to resolve obstacles to the final result.

In the issue of land acquisition and clearance, if all solutions have been implemented but still have not achieved results, localities and units must have strong solutions. Any locality or unit that cannot do it must immediately propose to the Provincial People's Committee.
In the coming time, if any individual cannot do it, the province will resolutely replace that person.

“Ground clearance is all for public investment, serving the people, not for personal gain. So why let the story of site clearance continue? That proves whether the localities and related units have fulfilled their responsibilities or not,” emphasized Chairman of the Provincial People’s Committee Ho Van Muoi.
The Chairman of the Provincial People's Committee requested that the disbursement of public investment capital must be accelerated, there is no way back. Each cadre and individual must enhance their role and responsibility in the site clearance. Specialized departments must quickly and neatly handle proposals from localities and investors. Investors must prepare detailed scenarios for the disbursement progress of each project and construction on a weekly basis to grasp, monitor and propose solutions to speed up the progress.
