Ministry of Construction requests to speed up progress of key projects and works

According to Minister of Construction Tran Hong Minh, by the end of the first 9 months of 2025, the Ministry's public investment disbursement rate was low, only reaching about 37.7%. In addition to objective reasons, some main reasons came from the investor side, leading to slow disbursement.

To speed up the disbursement of public investment capital, Minister Tran Hong Minh pointed out that currently, works and projects are in the final stage, peak, requiring investors and project management boards to direct contractors to speed up progress, determined to complete key works and projects according to the set plan to organize the groundbreaking and inauguration on December 19, 2025, especially the North - South expressways, Bien Hoa - Vung Tau, Long Thanh International Airport... according to the direction of the Prime Minister .

In particular, it is important to note that projects must ensure quality, safety, savings, environmental sanitation and fight against negativity, waste, corruption... Heads of agencies and units, especially Directors of Project Management Boards, focus on thoroughly grasping and strictly implementing the direction of the Minister of Construction at the Conference to review the progress of implementation and disbursement of key transport projects (Conclusion Notice No. 424 dated September 30, 2025) to ensure that the disbursement rate of the Ministry of Construction is not lower than the average disbursement rate of the whole country - Minister Tran Hong Minh emphasized.

In addition, Minister Tran Hong Minh pointed out that Party Secretaries and Heads of agencies are fully responsible for delays and failure to complete assigned plans, and that the results of disbursement of plans are used as criteria to evaluate the level of task completion of each individual and organization.

Specifically, the Economic Department, as the standing agency monitoring key projects and works, needs to be more proactive in monitoring and urging project progress; synthesizing the implementation status of projects, periodically reporting to the Ministry's leaders and the Prime Minister for timely direction.

The Department of Financial Planning continues to monitor, urge, and advise the Ministry's leaders on effective solutions to promptly direct and ensure the completion of the disbursement plan assigned by the Prime Minister.

Minister Tran Hong Minh said that the progress of project implementation, disbursement, and removal of difficulties and obstacles has continued to be accelerated in recent times. The Ministry's leaders have resolutely directed and directly and regularly inspected the scene, worked with localities to resolve issues, especially those related to the 3,000 km expressway project, Long Thanh Airport project; Lao Cai - Hanoi - Hai Phong railway...
