Accelerate land acquisition and clearance
Previously, connecting with major economic centers such as Ho Chi Minh City and neighboring provinces encountered many difficulties, affecting the ability to attract investment, develop tourism and trade. Therefore, the Tan Phu - Bao Loc Expressway project is expected to completely solve this problem. When completed, the expressway will significantly shorten the travel time between Lam Dong and other provinces and cities, creating favorable conditions for the transportation of goods and travel of people and tourists.
The public-private partnership (PPP) investment project is a national key transport project, approved by the Prime Minister in 2022, with a total length of about 66 km (11 km through Dong Nai , 55 km through Lam Dong). The total investment for the phased phase is 18,002 billion VND, of which the state capital participation is 6,500 billion VND (2,000 billion VND from the central budget, 4,500 billion VND from the provincial budget).
Accordingly, the Provincial People's Committee has approved the project and the design documents for the land acquisition and clearance stakes, and is implementing the land acquisition and clearance stakes in the field. At the same time, the investor of the land acquisition and clearance sub-project is organizing the establishment of cadastral maps and measuring and counting the current status.
In addition, the People's Committees of communes and wards where the project passes through said that localities are also organizing meetings with people to issue notices of land recovery, establish specific land valuation councils and carry out land valuation procedures.
Regarding resettlement, the province is building a 12.58 ha resettlement area (140 lots) in Da Huoai commune, expected to be completed in 2025. The remaining resettlement areas in B'Lao ward (68 lots) and Bao Lam 1 commune (101 lots) are also completing procedures to serve not only the Tan Phu - Bao Loc expressway but also the Bao Loc - Lien Khuong expressway.
Determined to reach the finish line
The project is currently facing a number of difficulties and obstacles, especially the overlapping issue between the mineral exploration and exploitation planning and the project. Lam Dong province has reported and proposed a solution to the Ministry of Agriculture and Environment for a solution.
Vice Chairman of the Provincial People's Committee Nguyen Hong Hai recently surveyed and inspected the progress of land clearance and resettlement area construction for this project in Da Huoai commune, noting that the progress is showing quite good changes. Thereby, the Vice Chairman of the Provincial People's Committee requested relevant units to continue to carefully review the resettlement needs of households affected by the project once again. Comrade Nguyen Hong Hai directed the provincial departments and branches to quickly remove difficulties and obstacles in extracting cadastral maps, adjusting necessary land plots, promptly issuing land recovery notices, urgently implementing the current status inventory work; conducting in parallel with the work of making a compensation plan for land clearance and resettlement to speed up the implementation progress and construction of resettlement areas to serve the Tan Phu - Bao Loc Expressway project, striving to complete by the end of 2025.
The Steering Committee for important national projects and key transport sector works and key transport sector projects at its 20th meeting in mid-September 2025 also requested the province to urgently select investors to start construction of component projects related to the Tan Phu - Bao Loc expressway.
The Provincial People's Committee is currently completing procedures to organize a bidding process to select an investor; it is expected to post the bidding documents in October 2025, then evaluate, select and sign a contract with the investor.
It is known that according to the original plan, the project will be implemented from 2022 to 2027, expected to be completed and put into operation in the fourth quarter of 2027.
