Comprehensive restructuring, a strategic move with VNPT's leading role

VNPT is accelerating the comprehensive restructuring process to implement its development strategy to 2030, with a vision to 2035. The focus of the plan is to put into operation a modern governance model, with clear decentralization, linking authority with responsibility.

Streamline, decentralize with responsibility

Implementing Decision No. 620/QD-TTg (dated July 10, 2024) of the Prime Minister approving the Project on restructuring Vietnam Posts and Telecommunications Group ( VNPT ) for the period 2021-2025, VNPT has been taking important steps in restructuring and innovating the organizational model, in order to meet the development requirements in the new period. This restructuring process is not only to create new momentum and new development space, but also a strategic step for VNPT to play a leading role in the national digital transformation journey.

With the Government 's permission, on August 27, 2025, the Board of Members of VNPT Group issued Decision No. 99/QD-VNPT-HDTV-NL on the official merger of Telecommunication Services Corporation (VNPT Vinaphone) and Media Corporation (VNPT Media) to become accounting units under VNPT Group.

This is a strategic move to reorganize the organizational model in a streamlined, effective, efficient and more focused direction on VNPT's long-term goals. VNPT Group officially implemented the comprehensive restructuring from October 1, 2025, marking an important milestone in VNPT's innovation process.

The restructuring of VNPT Group is not only strategic, but also an inevitable and objective requirement to meet the development requirements in the new period. The focus of this process is to reduce the number of business and technical contacts in 34 provinces and cities; streamline the intermediate levels; at the same time, strengthen decentralization, delegation of authority and clarify the responsibilities of each contact in the system.

Along with the maturity of internal digital transformation and data maturity, VNPT has gradually shifted to a digital operating model, in which all activities are operated based on data, ensuring connectivity, transparency and the ability to respond quickly to market needs.

The core objective of restructuring is to enhance customer experience, improve employee experience, and at the same time encourage innovation, creating conditions for each unit and individual to play a proactive role in operations and services. From there, VNPT aims to build a modern management model, approaching the standards of an excellent digital technology enterprise.

Data-driven , innovation-driven

From October 1, 2025, VNPT's new production and business organization model will be officially put into operation. On that basis, VNPT will comprehensively innovate both the management and administration model and the production and business organization model, towards forming a smart, streamlined, flexible and highly adaptable organization. At the same time, the new model also ensures the principle of transparent governance, optimizes the efficiency of resource use in key areas, and operates consistently and consistently from the group level to local units.

A new generation data operation center of VNPT

In the context of digital transformation taking place strongly around the world, data-based management and operation have become a new standard, a decisive factor for the sustainable development of enterprises. VNPT quickly grasped this trend and made a fundamental transformation: considering data as a core asset that "nurtures" the entire service ecosystem and management activities of the enterprise.

To realize the goal, VNPT has been converting the entire management system to a data-driven model. This means that all decisions from strategic planning, product design, to service operation are based on real-time data. Thanks to that, decisions are made faster, more objectively, minimizing the risk of depending on personal feelings.

More importantly, the data-based governance model helps VNPT improve transparency and strengthen its competitiveness. On that foundation, VNPT will gradually build a flexible, smart and modern business model, realizing the goal of becoming a key national digital enterprise as expected by the Government,” affirmed VNPT General Director Huynh Quang Liem.

On the comprehensive digital platform, VNPT applies many modern technologies such as artificial intelligence (AI), big data or cloud computing. These technologies help automate and smarten processes, from customer care, service provision to internal management. At the same time, VNPT also builds a diverse digital service ecosystem, spanning from telecommunications, IT to education, healthcare, digital government, to meet the increasingly high and diverse needs of society, serving all customer segments.

Customer-centricity is the consistent spirit in VNPT's new operating model.

The consistent spirit of the new model is “customer-centric”. VNPT aims to develop diverse and seamless services to ensure sustainable growth. Moreover, business activities will no longer passively wait for market demand, but proactively follow the leading trend.
