Press Release on the Agenda of the 50th Session of the National Assembly Standing Committee (October 2025)

As planned, the 50th session of the National Assembly Standing Committee will take place over 6 days: the afternoon of October 8, October 9 and from October 13 to the morning of October 17, 2025 (reserve the afternoon of October 17 and October 18, 2025) at the Tan Trao meeting room, National Assembly House. National Assembly Chairman Tran Thanh Man delivered the opening speech and together with the Vice Chairmen of the National Assembly took turns presiding over the content of the session.

At this session, the National Assembly Standing Committee will consider and give opinions on the following contents:

1. On law-making work

The National Assembly Standing Committee will give opinions on the following contents: (i) draft Law on Press (amended); (ii) draft Law on Population; (iii) draft Law on Disease Prevention; (iv) draft Law on amending and supplementing a number of articles of the Law on Prices; (v) draft Law on amending and supplementing a number of articles of the Law on Statistics; (vi) draft Law on amending and supplementing a number of articles of the Law on Technology Transfer; (vii) draft Law on Construction (amended); (viii) draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning; (ix) draft Law on amending and supplementing a number of articles of the Law on Insurance Business; (x) draft Law on amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciation; (xi) draft Law on Tax Management (amended); (xii) draft Law on Personal Income Tax (amended); (xiii) draft Law on Planning (amended); (xiv) Draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals; (xv) Draft Law on amending and supplementing a number of articles of laws in the fields of agriculture and environment; (xvi) Draft Law on amending and supplementing a number of articles of the Law on Anti-Corruption; (xvii) Draft Law on Digital Transformation; (xviii) Draft Law on High Technology (amended); (xix) Draft Law on amending and supplementing a number of articles of the Law on Public Debt Management; (xx) Draft Law on amending and supplementing a number of articles of the Law on Defense Industry, Security and Industrial Mobilization; (xxi) Draft Law on Investment (amended).

The National Assembly Standing Committee will also consider and approve: (i) Resolution guiding the determination of the expected structure, composition and allocation of the number of candidates nominated to run for People's Council deputies at all levels for the 2026-2031 term; (ii) Resolution of the National Assembly Standing Committee on environmental protection tax rates for gasoline, oil, and lubricants in 2026.

2. On supervision work

The National Assembly Standing Committee will give opinions on the following contents : (i) Report on the results of monitoring the settlement and response to voters' petitions sent to the 9th Session of the 15th National Assembly; results of receiving citizens, receiving and handling citizens' petitions and results of monitoring the settlement of citizens' complaints and denunciations sent to the National Assembly in 2025 (combined with reviewing the National Assembly's report on people's petitions in September 2025); (ii) (1) Government report on the summary of 5 years of implementing the National Assembly's resolution on approving the investment policy of the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2025; (2) proposed content of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2026 - 2030; (iii) Government reports on the results of implementing the 2025 socio-economic development plan, the projected 2026 socio-economic development plan; results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: socio-economic development, economic restructuring; (iv) Government reports on the implementation of the state budget in 2025, the state budget estimate, the central budget allocation plan in 2026 ( including the 3-year state budget-finance plan 2026-2028; the implementation of the state budget public investment plan in 2025, the expected state budget public investment plan in 2026; the implementation of the 2025 financial plan, the expected 2026 financial plan of the non-budget state financial funds managed by the central government ) ; the results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021-2025: medium-term public investment; national finance and borrowing and repayment of public debt; expected plans: national 5-year finance for the period 2026-2030; Medium-term public investment for the period 2026 - 2030.

At the same time, the National Assembly Standing Committee will give opinions on the draft report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly.

3. On deciding important issues

The National Assembly Standing Committee will give opinions on the following contents: (i) Handling of land rent arrears of public service units; (ii) Adjusting the National Master Plan for the period 2021 - 2030; (iii) Submission No. 40/TTr-CP dated September 11, 2025 of the Government on seeking opinions on the draft Decree of the Government stipulating a number of specific policies for the development of the rocket industry; (iv) Submitting to the National Assembly for ratification of the Agreement in the field of foreign affairs at the request of the President; (v) (1) Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; (2) Proposing investment policies for the National Target Program on modernization and improvement of the quality of education and training for the period 2026 - 2035; (vi) Personnel work under authority.

At the same time, the National Assembly Standing Committee will consider, decide and approve the following contents: (i) Allocation of estimates and plans for public investment using central budget capital in 2025 for projects using increased central budget revenue in 2022 and 2023 that have completed investment procedures; (ii) Adjusting and consolidating the central budget public investment plans in 2025 of localities after the merger.

4. At the meeting , the National Assembly Standing Committee will give opinions (for the third time) on the preparation for the 10th Session of the 15th National Assembly.
