The Prime Minister has directed decisive measures to increase supply and reduce housing and real estate prices.

(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 190/CD-TTg dated October 7, 2025 on drastic implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.

The Prime Minister directed the vigorous implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.

Recently, the Government and the Prime Minister have issued many decisive directives and timely solutions to overcome difficulties, accelerate the progress of real estate projects, control and stabilize the real estate market; resolve obstacles in land management and use, land valuation; and promptly rectify the land use rights auction process. However, in some areas and localities, real estate and housing prices have continuously increased, far exceeding the financial capacity of the people. This is partly due to a lack of information about housing and the real estate market, the practice of "price manipulation" and "creating artificial prices," a shortage of affordable commercial housing, and the fact that the number of social housing projects being implemented vigorously is still insufficient to meet the needs of the people…

Promoting investment projects and increasing the supply of housing and real estate products.

To promptly promote investment projects, increase the supply of housing and real estate products, strengthen control, rectify and promptly handle manipulation, price gouging and real estate speculation, stabilize the market, and ensure the right to housing for the people, based on the first meeting of the Central Steering Committee on Housing Policy and Real Estate Market on September 22, 2025, and preparing the content for the second meeting on "Breakthrough Development of Social Housing" scheduled for Saturday, October 11, 2025, Prime Minister Pham Minh Chinh requests Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairmen of People's Committees of provinces and centrally-administered cities:

a) Focus on perfecting institutions, policies, and laws on housing, real estate business, land, planning, investment, construction, credit, and taxation to ensure consistency and uniformity; continue to minimize administrative procedures and further strengthen decentralization and delegation of power; research and adjust regulations on land use fees reasonably, so that they do not become a cause of real estate, housing, and land prices exceeding people's income.

b) Urgently research, develop, and promulgate groundbreaking, open, and favorable mechanisms to attract resources for the stable, healthy, open, and transparent development of the real estate market, especially promoting the development of housing segments with prices suitable for the average income of the people to improve the spiritual and material lives of the people.

c) Focus on and decisively direct and urge the development of social housing to exceed the target of 100,000 social housing units in 2025 as assigned by the Government and the Prime Minister.

d) Strengthen the management of the real estate market, business activities, and real estate transfers; continue to monitor and gather market information to promptly issue solutions and mechanisms for managing the real estate market to develop in a stable, safe, healthy, and sustainable direction.

d) Urgently implement the tasks assigned by the Prime Minister in document No. 9557/VPCP-CN dated October 6, 2025, and document No. 9631/VPCP-CN dated October 7, 2025, from the Government Office to prepare for the second meeting of the Central Steering Committee on housing policy and real estate market regarding breakthrough development of social housing.

Urgently develop policies for renting and rent-to-own housing for low-income groups.

The Prime Minister has assigned the Minister of Construction to lead the research, review, and improvement of legal documents on housing, real estate business, urban and rural planning, and construction to promptly address difficulties and obstacles arising in practice; including researching and proposing solutions to control prices to ensure both market principles and state management, while guaranteeing the people's right to housing; researching specific breakthrough solutions for the development of social housing; and urgently developing policies for renting and rent-to-own housing for low-income groups.

At the same time, promptly report the results of the 05 Task Forces that inspected, supervised, and resolved difficulties and obstacles for real estate and housing projects nationwide, especially social housing projects; guide localities in determining the number of completed social housing units in accordance with the Law on Real Estate Business.

The Minister of Construction, in coordination with the Ministry of Agriculture and Environment, the Ministry of Finance, and other relevant agencies, shall urgently finalize the pilot project for the model of "State-managed real estate and land use rights transaction centers" and submit it to the Government and the Prime Minister for consideration and decision in October 2025.

Strengthen guidance to localities to promptly update and publish construction material prices and construction price indices within their jurisdiction, ensuring they accurately reflect the cost components of material prices and are consistent with market prices; strictly prohibit and severely punish speculation and exploitation of state policies on common raw materials to hoard goods, inflate prices, and profit illegally.

Strengthening the role of the state in controlling land prices.

The Prime Minister requests the Minister of Finance to urgently report to the Prime Minister before October 15, 2025, on real estate tax policy, as directed by Deputy Prime Minister Ho Duc Phoc in document No. 3642/VPCP-KTTH dated August 14, 2025.

In coordination with the Ministry of Construction and other relevant ministries, research and implement digital transformation to streamline procedures related to real estate transactions, notarization, taxation, and land transaction registration into electronic systems.

The Minister of Agriculture and Environment is tasked with finalizing legal documents related to land, especially land use planning, land allocation, land leasing, land valuation, etc., to address difficulties and obstacles related to land prices, and submitting them to competent authorities for promulgation in October 2025. This includes strengthening the role of the state in controlling land prices and regulating land use fees to ensure compliance with land laws, practical realities, and especially people's incomes.

In addition, it is urgent to complete the national land database, connecting and synchronizing it with the population database and other relevant specialized databases to contribute to improving the efficiency of online public service delivery and state management of land.

The Ministry of National Defence and the Ministry of Public Security are proactively coordinating with localities to invest in the construction of housing for the people's armed forces, ensuring the completion of the target set by the Prime Minister to complete housing for the people's armed forces by 2030.

Carefully assess when granting credit to real estate projects with high product prices or signs of price manipulation or artificial inflation.

The Prime Minister requested the Governor of the State Bank of Vietnam to proactively manage monetary policy flexibly and effectively, control, inspect, and supervise credit directed towards priority areas, including credit to investors and homebuyers in projects such as social housing, worker housing, renovation and reconstruction of apartment buildings, and commercial housing with prices suitable for people's access...; to research and implement solutions for strict management, appraisal, and careful evaluation when granting credit to real estate projects with high product prices or signs of "price manipulation" or "price pushing"; and to regularly and seriously monitor and inspect credit institutions lending with real estate as collateral, ensuring that the valuation is objective, reasonable, and compliant with regulations to ensure credit efficiency and safety. Directing banks to reduce costs, enhance digital transformation, and streamline procedures and input costs to further lower lending interest rates for production and business activities and stimulate consumption.

Continue to coordinate with relevant ministries and agencies to revise loan eligibility standards and procedures to make them more favorable, and vigorously promote the disbursement of the 120 trillion VND credit program for social housing, worker housing, and housing for the armed forces.

Promote the effective implementation of credit packages supporting social housing policies, preferential loan programs for young people under 35 to buy commercial housing for the first time or social housing with appropriate interest rates and terms, ensuring timely disbursement to the right beneficiaries.

Provinces are reviewing their organizational structures and consolidating a single Provincial Steering Committee on Housing Policy and Real Estate Market.

The Prime Minister requests that the Chairpersons of the People's Committees of provinces and centrally-administered cities focus on directing and accelerating the implementation of projects, completing the social housing targets assigned by the Prime Minister on schedule, setting the highest goal of completing the assigned social housing targets to ensure timely implementation, with the spirit of "only discussing and doing, not discussing and delaying," and being accountable to the Government and the Prime Minister for the results of social housing development in their respective areas.

Urgently review the organizational structure of the Steering Committees (at the provincial level) on housing and real estate market, with a view to rearranging and merging them into a single Provincial Steering Committee on Housing Policy and Real Estate Market, ensuring synchronized and consistent management from the central to local levels; direct research and development of social housing models suitable to the specific conditions and circumstances of each locality.

Urgently direct relevant units to review, organize the preparation and publication of project information and the location of land plots planned for investment in social housing construction; publicly announce and select investors in accordance with the regulations in Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly and Resolution No. 155/NQ-CP dated June 1, 2025, and Decree No. 192/2025/NĐ-CP dated May 29, 2025 of the Government; strictly implement regulations on allocating land for worker accommodation in industrial zones and 20% of residential land in commercial housing projects and urban areas for investment in social housing development as prescribed by law.

Prioritize land allocation for social housing projects and affordable commercial housing projects.

Major cities and key areas such as Hanoi, Hai Phong, Ho Chi Minh City, Da Nang, Hue, Can Tho, and provinces and cities with many industrial zones… should prioritize land allocation according to planning to implement social housing projects and affordable commercial housing projects to increase the supply of products suitable to people's incomes. A summary of the situation and proposals for breakthrough solutions to promote the development of social housing should be submitted to the Ministry of Construction by October 10, 2025.

Chairpersons of People's Committees of provinces and centrally-administered cities shall immediately implement the reduction and reform of administrative procedures; allocate a sufficient number of civil servants to ensure the effective performance of functions and tasks that have been delegated and decentralized in the fields of planning, land, construction, housing, real estate, investment, etc., and prevent delays in handling administrative procedures due to a shortage of personnel.

Urgently develop and publicly disclose plans for new urban areas and housing projects, especially social housing projects in the area; at the same time, strengthen inspection and supervision of real estate brokerage activities in the area to prevent the spread of rumors and market disruption.

The Ministry of Construction - the Standing Agency of the Central Steering Committee on Housing Policy and Real Estate Market - will preside over and coordinate with the Government Office, according to its functions and duties, to urge ministries, agencies, and localities to implement the tasks assigned in this Official Dispatch./.
