Funding for project implementation comes from Hai Duong province's budget in the medium-term public investment plan for the 2021-2025 period. Of the total investment of 600 billion VND, the cost of compensation, support and temporary resettlement accounted for more than 90,1 billion VND, construction cost accounted for nearly 431,5 billion VND and other expenses. The project implementation period is in the period of 2023-2025.
The project's starting point intersects with National Highway 18 (equivalent to about km 33+365) in the territory of Chi Minh ward (Chi Linh city); The end point is about km 3+485,47 in the territory of Nam Tan commune (Nam Sach). The route length is about 3,5 km.
This project is a group B project invested by Hai Duong Province Construction Investment Project Management Board.
The Economic and Budgetary Committee of the Hai Duong Provincial People's Council said that the provincial People's Council's decision on investment policy for this project is within its authority. The project has been determined in accordance with the current planning and investment needed.
Bridge over Kinh Mon River and the road connecting the interchange with National Highway 5 is a group B project invested by Hai Duong Province Construction Investment Project Management Board.

The investment in construction of a bridge over the Kinh Mon river and the road connecting the interchange with National Highway 5 is very necessary to synchronously connect the two works and form a traffic axis connecting Kinh Mon town with Kim Thanh district and Hai Duong province with Quang Ninh province, Hai Phong city, contributing to reducing the load on roads with high traffic density (especially for National Highway 2B).
Investment scope from the first point connecting the interchange with the national highway 5 to the end point connecting the bridge over the Kinh Mon river with provincial road 389B invested by the People's Committee of Kinh Mon town. The total length of the route is about 1,55 km, located in Thuong District commune, Kinh Mon town (Hai Duong).
Regarding the content and scale of investment, the Provincial People's Committee proposed to build a single bridge over the Kinh Mon River (on the left) with a width of 12 m. The part of the path is designed according to the standard of grade III plain road with the width of the roadbed of 12 m. Design speed 80 km/h, high-grade road surface structure A1, asphalt concrete. Items to be built synchronously are intersections (intersections), water drainage, trees, lighting, signaling systems and traffic safety organization, and return related technical infrastructure.

New Can Bridge path in Cam Giang and an extended 33m road (through Cam Giang district) connecting Vu Cong Dan street (Hai Duong city) was proposed by the People's Committee of Hai Duong province to invest nearly 469,5 billion VND in construction.
According to the Provincial People's Committee, the project investment is necessary to complete the inter-regional traffic axis connecting Vu Cong Dan road (Hai Duong city) to Ke Sat town (Binh Giang), connecting with the intersection of the Hanoi - Hai Phong highway at provincial road 392. At the same time connecting to the main trunk roads that have been built, solving traffic congestion and unsafety in the current Cau Cau area.
The total project investment is nearly 469,5 billion VND from the Hai Duong province budget in the medium-term public investment plan for the period 2021-2025.
The project investment scope consists of 2 segments. The 33-meter section of the road connecting Vu Cong Dan Street (excluding 1,79 km through Dai An Industrial Park) has a starting point connecting the project of renovation and expansion of Vu Cong Dan Street connecting Hai Duong City with Cam Giang and Binh Giang districts, invested by Hai Duong City; end point connecting with 33m road through Dai An extended industrial park. The new Can bridge section has the first point of intersection with provincial road 394 at km 6+700 in the territory of Cam Dong commune (Cam Giang province), the end point connects with the new Can bridge head (the bridge over the Sat river).
The scope of site clearance includes the area of land to be recovered for the construction of the new Can bridge road and the 33 m extension road connecting Vu Cong Dan road (excluding 1,79 km through Dai An industrial park) and the scope of site clearance for the construction of a new Can bridge investment project in the provincial bypass 394, Hai Duong province.
The Economic and Budgetary Committee of Hai Duong Provincial People's Council said that the list of project documents submitted by the Provincial People's Committee was basically guaranteed in accordance with the provisions of the Law on Public Investment. The appraisal report has determined the necessity of the project investment and has absorbed the opinions of relevant departments and agencies./.
