From July 1, 2025, in line with the policy of streamlining the organizational structure of the political system and implementing a two-tiered local government model, Quang Tri province has identified grassroots officials as playing a key role, being the force directly responsible for organizing and implementing the Party's guidelines and policies, and the State's laws and regulations in residential areas.

Currently, after review, the total number of civil servants at the commune level is 5,354. Basically, the staff has adapted to the new organizational structure, staying close to the people, ensuring smooth operation of administrative procedures, and promptly addressing legitimate needs and serving citizens and businesses. Some communes and wards have actively sought, selected, and proposed the recruitment of specialized personnel from the provincial level to work at the commune level. Through the arrangement, placement, and transfer of personnel, the number of civil servants at the commune level has been strengthened, especially in remote, disadvantaged, and particularly difficult areas of the province.

For example, in Phu Trach commune, after nearly a year of implementing the new government model, many civil servants in the commune are not only performing their professional duties but also actively participating in digital transformation, resolving administrative procedures, advising on documents, receiving citizens, and handling many arising tasks at the grassroots level, with the highest goal being to be close to the people, listen to them, and serve them well.

“The commune is continuing to review and assign sufficient staff to positions that match their actual capabilities; strengthening rotation and rational assignment to maximize the capacity of each official and civil servant. At the same time, we are promoting training and professional development, practical skills, and digital skills for the team of officials and civil servants, in conjunction with continuing to promote administrative reform and digital transformation, using the level of citizen satisfaction as a measure to evaluate the quality of public service,” emphasized Pham Minh Canh, Chairman of the People's Committee of Phu Trach commune.

In the communes located in the southern part of the province, the achievements over the past period are not only reflected in administrative reform indicators but also clearly demonstrated through the satisfaction of the people and the effectiveness in mobilizing resources for local development.

When Mr. Nguyen Van Chinh, from Ha Thuong village, went to the Gio Linh Commune Public Administrative Service Center to handle administrative procedures, he was surprised that it was completed in less than 5 minutes. The staff were helpful, and the paperwork was processed quickly and efficiently, eliminating the need for multiple trips as before. "I find the current way of working very convenient for the people and I am truly satisfied with the quality of service in the locality," Mr. Chinh shared.

Besides the positive results, the biggest challenge currently arising from the practical situation at the commune level is the rapidly increasing workload, while each official and civil servant has to take on many additional professional responsibilities. According to the Director of the Department of Internal Affairs, Le Thi Thanh, major policies on socio -economic development, institutional reform, digital transformation, building a modern administration, or improving the quality of public services… only truly come to life through the organizational capacity of the officials at the level closest to the people. However, reality also shows that the quality of officials in many localities still does not meet the requirements of the tasks; they are still hesitant, not truly bold in innovation and creativity...

In the context of continuing to streamline the organizational structure for greater efficiency and effectiveness, and significantly decentralizing power to local levels, grassroots officials are increasingly being given more authority and responsibility. This also requires that each grassroots official cannot simply be someone who performs official duties and carries out administrative orders from superiors.

More than anyone else, they must be the ones immersed in practical experience, "standing" on the practical ground of their locality, finding the most appropriate and effective ways to bring policies, laws, and regulations into life, and conversely, from practical experience, they will "breathe life" into life so that policies, laws, and regulations become increasingly perfect.

A breakthrough solution in the "Year of Grassroots Cadres"

The functions of the grassroots level are expanding and continue to expand, creating demands for high growth and sustainable development, while also requiring a strong shift in working methods towards a proactive, constructive, and developmental approach. In this context, improving the quality of grassroots officials must be a regular, strategic task, of decisive importance to the province's capacity for governance, administration, and political task implementation.

To realize this goal, according to the Director of the Department of Internal Affairs, Le Thi Thanh, the work of arranging, assigning, training, and developing the team of commune-level officials needs to continue to be identified as a key and central task. In particular, the province will continue to effectively implement the transfer, rotation, and reinforcement of officials between localities, and between the Party and government sectors, to ensure a balanced human resource pool.

Furthermore, the directives of the Prime Minister in Directive No. 18/CT-TTg will be strictly implemented, assigning and transferring deputy-level leaders and managers currently exceeding regulations at the provincial level to the commune level. Priority will be given to assigning officials and civil servants with strong character, the ability to withstand pressure, and experience in handling situations to work in complex areas with large workloads, especially in fields requiring in-depth expertise such as land, construction, ethnic groups, religion, complaints, and denunciations. At the same time, training and development of grassroots officials and civil servants will be promoted towards standardizing public service performance, digital skills, and modern management capabilities, meeting the requirements of building a professional and modern administrative system.

“The Department of Internal Affairs hopes that the Provincial Party Standing Committee will consider and submit a written request to the Central Organization Committee to promptly allocate additional civil servant positions so that localities can promptly arrange personnel for commune-level positions, especially for specialized jobs that are currently lacking. At the same time, we request continued attention and approval for the recruitment of non-specialized personnel into civil servant positions in some specialized fields at the commune level that are experiencing serious shortages,” Ms. Thanh suggested.
