
This is a highly significant meeting, not only aimed at finalizing the goals for 2025 but also at laying the foundation for development in 2026, in the context of the city continuing to operate a two-tiered government model after the administrative unit reorganization.
Mr. Vo Van Minh, Chairman of the Ho Chi Minh City People's Council, emphasized that this session plays a crucial role in concretizing the Party's resolutions and implementing many new policies and mechanisms. The decisions adopted will contribute to realizing the aspiration of building Ho Chi Minh City into a leading economic , financial, scientific-technological, and cultural center in the region.
Assessing the situation over the past period, Mr. Vo Van Minh stated that Ho Chi Minh City has recorded many positive results, especially in social welfare and the effective operation of the two-tiered government model. However, the city still faces many major challenges. The disbursement of public investment capital has not met expectations; transportation and urban infrastructure still have many long-standing bottlenecks; and the mobilization of social resources is still not commensurate with its potential. In addition, after the administrative unit reorganization process, some old mechanisms are no longer suitable and need to be reviewed, amended, or replaced to ensure consistent and effective implementation throughout the city.
At this session, the Ho Chi Minh City People's Council will discuss and decide on 43 important issues, spanning many fields: social welfare, education and training, health, environment, administrative reform, resource decentralization, urban development, public investment allocation, and improving governance quality. This is considered a crucial step in helping the city perfect its institutions, remove obstacles hindering development, and create a sustainable foundation for accelerated growth from 2026 onwards.
Alongside reviewing policy matters, the Ho Chi Minh City People's Council also carries out personnel work, including reviewing and deciding on important positions within the government apparatus. Personnel restructuring is considered necessary to ensure unity, enhance governance effectiveness, and meet the demands of the new situation.
The 5th thematic session of the Ho Chi Minh City People's Council is expected to be completed today, with the expectation of bringing about many important decisions that will help the city continue to develop its potential, promote growth, and improve the quality of life for its people.
