
This is a very important meeting, not only to complete the goals of 2025 but also to lay the foundation for development orientation for 2026, in the context of the city continuing to operate a two-level government model after the administrative unit arrangement.
Mr. Vo Van Minh, Chairman of the People's Council of Ho Chi Minh City, emphasized that this session plays a key role in concretizing the Party's resolutions and implementing many new policies, mechanisms and strategies. The approved decisions will contribute to realizing the aspiration of building Ho Chi Minh City into a leading economic , financial, scientific - technological and cultural center in the region.
Assessing the situation over the past time, Mr. Vo Van Minh said that Ho Chi Minh City has recorded many positive results, especially in social security work and the operational efficiency of the two-level government model. However, the city still faces many major challenges. The progress of disbursement of public investment capital has not met expectations; traffic and urban infrastructure has many long-standing bottlenecks; the mobilization of socialized resources is still not commensurate with the potential. In addition, after the process of rearranging administrative units, a number of old mechanisms are no longer suitable and need to be reviewed, amended or replaced to ensure unified and effective implementation throughout the area.
At this session, the Ho Chi Minh City People's Council will discuss and resolve 43 important issues, covering many areas: social security, education and training, health care, environment, administrative reform, resource decentralization, urban development, public investment allocation and improving governance quality. This is considered an important step to help the city perfect its institutions, remove obstacles that are hindering the development process, and create a sustainable foundation for the acceleration period from 2026 onwards.
In parallel with reviewing policy contents, the Ho Chi Minh City People's Council also carries out personnel work, including reviewing and deciding on important positions in the government apparatus. Personnel restructuring activities are considered necessary to ensure unity, improve operational efficiency and meet task requirements in the new situation.
The 5th thematic session of the Ho Chi Minh City People's Council is expected to be completed within the day, with the expectation of bringing many important decisions to help the city continue to promote its potential, promote growth and improve the quality of life of its people.
