The road leading to Hang Son Prison is nearly 9 meters wide, paved with smooth asphalt, connecting the ward center with residential areas. Not long ago, this road was very narrow and dilapidated, making it difficult for residents to transport goods. In response to this situation, the local government implemented a project to upgrade and expand the road, both to serve the urgent transportation needs of residents and to improve urban infrastructure in the area.

To provide space for construction, dozens of households in Thuong Thong area voluntarily donated land and dismantled their fences and gates, making a significant contribution to the project's timely completion. Mr. Le Van Thanh, one of the pioneering households to donate land, said: "At first, I was a little hesitant because besides donating land, my family also had to demolish and rebuild the fence. But realizing the common good of the project, I agreed to donate the land so that my children and grandchildren could walk on a wider, cleaner road in the future."
According to statistics, this road expansion project affects 64 households in the Thuong Thong and Tan Lap areas. Of these, dozens of households have voluntarily donated hundreds of square meters of land along with many auxiliary structures. The People's Committee of Hoang Que Ward has mobilized over 400 man-days of labor and nearly 250 million VND from social contributions to rebuild the affected fences and gates.
To achieve such a high level of consensus, the propaganda and mobilization work carried out by the ward and neighborhood was thorough and close to the residents, leveraging the core role of the Party branch and grassroots organizations. Ms. Tran Thi Mui, Secretary of the Party branch of Thuong Thong neighborhood, shared: “We determined that this project serves the common good, so before implementation, the Party branch, the people's mobilization team, and the Fatherland Front committee went to each household and held meetings to disseminate information and mobilize support. The people knew, discussed, and participated in everything. Once they understood the policy, the people not only agreed but also voluntarily donated land and helped each other dismantle and transport materials.”
Beyond the story of donating land for road construction in Thuong Thong area, the "State and people working together" movement in urban infrastructure renovation and upgrading has become a prominent feature in Hoang Que ward in recent times. In many other residential areas, when there is a plan to renovate and expand roads, build drainage ditches, pave sidewalks, or install lighting systems, people have shown a spirit of consensus, readily contributing their labor, donating land, and dismantling auxiliary structures to ensure the projects are implemented smoothly. Thanks to this, the ward has implemented many infrastructure upgrade projects, contributing to the completion of the urban transportation network and improving the living environment for residents.

Reportedly, in implementing the Provincial People's Committee's Plan 272 on improving the quality of urban areas and residential zones, Hoang Que Ward is continuing to promote the spirit of "the State and the people working together" in all activities of infrastructure development and beautification. The ward has reviewed and selected 62 priority investment projects for the 2026-2030 period with a total budget of nearly 943 billion VND, focusing on transportation, drainage, lighting, green spaces, and welfare infrastructure. In 2025, the first 10 projects have been allocated funding for implementation, creating a starting point for a new development phase.
Notably, in all projects, the ward places the people at the center of the implementation process. Local authorities actively promote awareness, publicly disclose planning information, and mobilize the people to participate from the discussion and monitoring stages to contributing labor, donating land, and providing working days. This spirit of consensus and voluntariness is becoming the foundation that helps Hoang Que ward gradually improve its socio-technical infrastructure, enhance the quality of life, and improve the urban landscape.
Mr. Le Van Do, Chairman of the People's Committee of Hoang Que Ward, affirmed: "Plan 272 is not only a goal for infrastructure development but also an opportunity to awaken the spirit of solidarity and unity among the people. We always determine that all projects and works are for the people and are undertaken with the people's participation. This joint effort is a crucial factor in helping Hoang Que achieve its goal of building a civilized, modern, and distinctive urban area."
