In 2023, the units received, reported, and exchanged 226 pieces of information related to incidents and accidents at sea. The information provided was accurate and complete, and all parties agreed on handling plans, ensuring timely rescue and minimizing losses of life and property for seafarers, especially fishermen.
According to aggregated data from various units, over 253 incidents and accidents occurred in the region, resulting in 66 deaths (due to accidents and illness), 69 missing persons, 24 injuries, 73 sunken vessels, 12 vessels on fire, and several other incidents that were resolved independently. Units coordinated search and rescue operations, incident resolution, and rescue efforts for 51 vessels of various types and 307 people. They provided initial medical care to injured crew members and fishermen, and carried out other necessary measures as required by operational procedures. Simultaneously, they provided material support and moral encouragement to the victims and their families.
However, the units also frankly acknowledged that the above results still do not fully meet the current situation. Along with the unpredictable and complex weather patterns and natural disasters, coordination, information exchange, and verification of information regarding vehicles involved in accidents have sometimes been untimely. To further enhance the effectiveness of search and rescue operations and improve coordination and information exchange between units, Colonel Vu Van Hung, Deputy Chief of Staff of the Border Guard, requested that units strictly implement the signed regulations on coordination in performing state management functions regarding maritime affairs and border defense. Within their respective areas of management, they should proactively monitor the situation at sea, collect information related to accidents and incidents, and promptly notify and exchange information to coordinate handling according to their functions, duties, and powers. They should also coordinate in effectively disseminating information to fishermen, ensuring they are familiar with the communication frequencies and phone numbers of each unit so that they can promptly report accidents and incidents at sea, thereby enabling accurate, timely, and effective coordinated search and rescue efforts. Both sides also need to have policies and mechanisms to support each other in training, equipment provision, and professional guidance.
