The application of parking ban on this section is based on the assessment of the current status of vehicle density, traffic situation, parking on Tran Phu Street and the opinions of agencies and units agreeing to ban parking on Tran Phu Street (from Phan Dinh Phung to Nguyen Van Linh) during rush hours from 6:30 to 8:30, 11:00 to 12:00 and from 16:00 to 19:00 (except for sections where parking was previously banned, which are kept in their current state). This is a measure to ensure order and limit traffic congestion on Tran Phu Street. Along with that, the Department organized a pilot plan to organize one-way traffic on Hung Vuong and Nguyen Thai Hoc streets from March 25 to 31, 2024, during 2 rush hours from 10:00 to 12:00 and from 16:30 to 18:00. For Hung Vuong Street, one-way traffic is organized from Bach Dang - Tran Phu; Nguyen Thai Hoc Street organizes one-way traffic from Tran Phu - Bach Dang. Director of the Department of Transport Bui Hong Trung said that after the pilot period, based on the assessment of the traffic situation, receiving opinions from people, local authorities and specialized agencies and units, the department has adjusted the time for stopping and parking bans on Tran Phu Street and organized one-way traffic on more reasonable routes, both to facilitate transportation, pick-up and drop-off of passengers around Han market area, and to ensure traffic safety and urban order. Currently, the parking ban on Tran Phu Street (from Phan Dinh Phung to Nguyen Van Linh) has been adjusted during rush hours from 6:30 to 8:30, 11:00 to 12:00 and 16:00 to 19:00 to 11:00 to 12:00 and 17:00 to 18:30. Hung Vuong Street organizes one-way traffic from Bach Dang - Tran Phu; Nguyen Thai Hoc Street organizes one-way traffic from Tran Phu - Bach Dang and prohibits passenger cars with more than 30 seats from entering these streets during 2 time frames from 10:30 to 12:00 and 16:30 to 19:00. At the same time, bus and tourist bus stops have been arranged on Bach Dang Street and the stopping time, pick-up and drop-off time must not exceed 5 minutes. Traffic diversion around Han Market has brought about positive results. This is an effective solution that needs to be maintained and developed to ensure traffic safety and order in this area.
