The effectiveness of enhanced fire prevention and firefighting.

After 10 years of implementing Directive No. 47-CT/TW of the Party Central Committee on strengthening the Party's leadership over fire prevention and fighting work in the province, significant changes have been observed. People's awareness has been raised, and many fire prevention and fighting models have proven effective, contributing to reducing damage caused by fires and explosions.

Immediately after the issuance of Directive No. 47-CT/TW, Party committees and authorities at all levels in the province organized thorough dissemination to cadres, Party members, and the people; identifying fire prevention and control as a key, regular task, linked to the responsibility of the heads of agencies, units, and localities. Departments, agencies, and mass organizations proactively developed plans and programs for coordinated implementation, leveraging the combined strength of the entire political system.

The dissemination of laws and knowledge on fire prevention and rescue has been identified as a key task, with many innovations in content and form. Functional forces have closely coordinated with mass media agencies, organizing thousands of awareness campaigns and training sessions on escape skills and the use of initial firefighting equipment for citizens, students, and businesses. From 2015 to the present, the province has produced 137 documentaries, published 115 news articles; displayed over 5,200 banners and slogans; and organized 402 training courses with over 31,000 participants.

Simultaneously, the nationwide movement for fire prevention and rescue has been strengthened, effectively promoting the "four on-the-spot" principle. Many practical models such as neighborhood fire safety groups, public fire stations, and fire-safe residential areas have been developed and replicated, contributing to raising awareness and compliance with the law among the people. As a result, many fires have been detected and handled promptly at the grassroots level, limiting the spread of fires and minimizing damage.

Fire safety inspections and monitoring have been intensified. Functional forces regularly inspect production and business establishments, markets, shopping centers, residential areas, and facilities with a high risk of fire and explosion; promptly detecting, correcting, and strictly handling violations. Many establishments have proactively invested in modern fire alarm and firefighting equipment and systems to meet safety requirements.

According to Colonel Diep Van The, Deputy Director of the Provincial Police, over the past 10 years, the Provincial People's Committee has decisively directed efforts to improve the effectiveness of fire prevention and rescue work. The fire prevention and rescue police force is maintained on duty 24/7, ensuring sufficient personnel and equipment, ready to promptly handle fire, explosion, accident, and incident situations. As a result, hundreds of fires have been effectively controlled and extinguished; many people have been guided to safety. “For major fires, especially forest fires, there is always direct guidance from provincial leaders, mobilizing the participation of many forces, thereby maximizing the combined strength in firefighting and post-fire mitigation. The fire prevention and rescue police force continues to be strengthened, improving professional skills, proactively developing nearly 5,000 firefighting plans, and organizing nearly 3,000 drills with the participation of many forces and equipment, contributing to enhancing combat readiness,” Colonel Diep Van The said.

Assessing the achievements, Central Committee member, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee Ho Van Mung emphasized that all levels, sectors, and localities have proactively and decisively implemented comprehensive solutions in fire prevention and rescue work, contributing to maintaining security and order stability and serving the socio-economic development of the province. “However, fire prevention and rescue work still has some shortcomings and limitations that need to be addressed soon. In the coming time, all levels, sectors, and localities need to continue to enhance the role and responsibility of leaders; strengthen the effectiveness and efficiency of state management in fire prevention and rescue; promote propaganda and build a movement for all citizens to participate in fire prevention; review and improve the quality of operation of fire safety neighborhood groups and public fire fighting points in accordance with the guidelines of the Ministry of Public Security ,” Comrade Ho Van Mung requested.
