The private sector plays a crucial role, accounting for a large proportion of the economy and creating many jobs. However, difficulties related to capital, markets, administrative procedures, and digital transformation are becoming major obstacles to its development. Recognizing the potential for growth and the bottlenecks encountered, the province is currently proposing and implementing various solutions to promote the sustainable development of the private sector.

Quang Ninh province organizes numerous "Business Cafe" programs and dialogue meetings with businesses to support and resolve difficulties and obstacles to the fullest extent, ensuring the legitimate rights and interests of private sector businesses.

According to the Department of Finance's report, as of early March 2025, the province had 12,021 operating businesses and affiliated units. Of these, the private sector accounted for 97.84%, reflecting the key role of the private sector in local economic development. In 2024, the province saw the establishment of 2,085 new businesses, achieving 104% of the plan. However, the total registered capital only reached VND 21,073 billion, a decrease of 36.2% compared to 2023; while the number of businesses increased, the ability to raise capital remained limited. On the other hand, the number of businesses temporarily ceasing operations last year was 1,655 (an increase of 9% compared to 2023), while the number of businesses dissolved also increased by 12%. The main difficulties these businesses are facing include: Access to preferential loan capital remains difficult due to complex procedures and high collateral requirements; Many businesses face competitive barriers, especially in the wholesale and retail sectors (accounting for 38.1% of the total number of businesses); the number of private businesses capable of applying technology and digital transformation remains low… Although improvements have been made, businesses still have to repeatedly petition regarding obstacles in planning, land use, and business licenses…

Recognizing the crucial role of the private sector, the province has implemented numerous support measures and policies to promote its development. The province has identified its most important task as focusing on improving the business environment and removing obstacles for businesses. Currently, provincial departments and agencies are concentrating on reviewing and resolving 95 out of 153 outstanding business requests from 2024, especially those related to land, land clearance, and business licensing. Simultaneously, the province is determined to strongly reform administrative procedures, minimize cumbersome processes, and improve the quality of online public services to better serve citizens and businesses. In 2025, the province will collaborate with the Provincial Business Association to organize thematic dialogues between provincial leaders and businesses to listen to and address specific difficulties in various sectors.

The province proposed specific solutions to support and accompany businesses, addressing issues such as financial difficulties and access to loans. The province directed relevant departments and agencies to strengthen the connection between banks and businesses, promote preferential credit programs for small and medium-sized enterprises (SMEs), and support businesses in accessing the Credit Guarantee Fund, enabling businesses without collateral to still obtain loans. Simultaneously, it encouraged businesses to develop cooperative and integrated supply chain models to enhance their ability to mobilize capital. To improve business management capacity, building on the momentum of 2024 with 43 training courses for 1,443 businesses on management and digital technology , the province will continue to expand its digital transformation support programs in 2025, both in scale and quality. The goal is to support businesses in applying technology to their production and business operations to improve productivity and reduce operating costs. The province also quickly completed the procedures for establishing and putting into operation the Startup and Innovation Center to support startup businesses in their development process.

Regarding market development and enhancing competitiveness, the province is maximizing the advantages of free trade agreements to support businesses in connecting with export markets; promoting e-commerce to help businesses expand distribution channels and reach new customers; and supporting key manufacturing businesses to create sustainable supply chains. In supporting human resource development and meeting the labor demands of businesses, the province is gradually improving the quality of labor training, fostering collaboration between businesses and educational institutions to train human resources according to practical needs; and implementing policies to attract high-quality labor, with a focus on developing housing support programs for workers and experts working in Quang Ninh.

In the first two months of 2025, the province saw the establishment of 309 new businesses (a 10.7% increase compared to the same period in 2024) and the resumption of operations of 269 businesses (a 5.5% increase compared to the same period in 2024). This is a positive sign indicating that the province's business environment is gradually improving.
