According to the Da Nang Department of Information and Communications, one of the obstacles on the path to digital transformation is the shortage of IT human resources in city agencies, which lack the capacity to advise, implement, and operate smart application systems. The rate of IT staff resigning from city agencies is on the rise. Meanwhile, attracting and recruiting IT personnel into the public sector is increasingly difficult due to competition with the private sector, despite the city's policies to attract talent such as project-based and program-based work. Therefore, the Department of Information and Communications proposes solutions to promote the deployment of digital transformation offices, develop community -based digital technology teams, and outsource some IT services to meet the current demands and workload of digital transformation.

At the workshop, Mr. Tran Ngoc Thach, Deputy Director of the Department of Information and Communications of Da Nang City, stated that currently, the city has approximately 100,000 people using 2G phones, accounting for about 9% of the population. To achieve the goal of digital transformation, create conditions for people to access and use public services and digital technology applications in the city, and form a digital society, Da Nang City has provided various forms of support to its citizens, such as establishing community digital technology groups. These community digital technology groups are spearheaded by the Youth Union at the commune, ward, and residential area levels, in collaboration with other associations and organizations, to guide residents (primarily the elderly and households in difficult circumstances) in accessing technology.

Specifically, the Da Nang City People's Committee also sent document No. 2594 dated May 14, 2022 to the Ministry of Information and Communications proposing support for selecting Da Nang City as a pilot project to achieve 100% smartphone usage among its residents. This includes researching policies to support people in using smartphones, especially those in poor, near-poor, and particularly disadvantaged households, in order to equip them with the means to access digital technology.

In reality, despite the advantages and achievements gained over nearly two years of implementation, the city's digital transformation efforts still face many obstacles and challenges related to policies, legal frameworks, infrastructure, data, and human resources. According to Mr. Luong Nguyen Minh Triet, Permanent Deputy Secretary and Chairman of the People's Council of Da Nang City, the city's digital data is still fragmented, lacks reliability, has low quality, low usability, and limited data sharing.

In 2023, the National Committee for Digital Transformation designated it as the Year of Digital Data, and its action plan assigned Da Nang City the key task of organizing and implementing a model of a typical digital transformation city. Da Nang City chose the theme for digital transformation in 2023 as "Unlocking data sources to create new value" and issued an action plan with 40 targets and 35 priority tasks for implementation.

Mr. Luong Nguyen Minh Triet shared that the goal of Da Nang's digital transformation is to have solutions for all citizens to access digital technology, to implement a typical digital transformation city model, to unlock data sources to create new value, and to deploy a digital financial center to serve the digital economy ... "Digital transformation is a comprehensive and holistic change process for individuals and organizations. If we continue to approach it in the old way, considering it the responsibility of one or a few sectors, it will be difficult to achieve breakthrough changes, and opportunities will be missed. Therefore, Da Nang City is focusing on specifically identifying barriers and obstacles; listening to ideas, advice, and suggestions; and proposing directions and solutions to overcome obstacles and effectively implement digital transformation," said Mr. Luong Nguyen Minh Triet.
