Following the implementation of the two-tiered local government model, the workload at many facilities has increased significantly. Despite this, at the An Chau Commune Public Administrative Service Center, the spirit of "being close to the people, serving the people" is maintained by the collective of officials and civil servants through concrete efforts every day. According to Mr. Nguyen Duc Minh, Deputy Secretary of the Party Branch and Deputy Director of the An Chau Commune Public Administrative Service Center, the Party branch consistently instills in its members and staff the spirit of dedication, closeness, and responsibility towards their work and the people. After implementing various solutions to standardize administrative procedures, the process of receiving applications and delivering results at the Commune Public Administrative Service Center remains stable, orderly, professional, and effectively serves the administrative needs of the people.
Following President Ho Chi Minh's example in professional work, in addition to assigning staff to guide and fill out forms and declarations for citizens when they come to resolve administrative procedures, the center also assigns staff to go to the homes of vulnerable people, the disabled, and the elderly to support them in completing administrative procedures. Furthermore, the center has piloted a model of "Online Application and Administrative Procedure Submission" in Hoa Long 1 hamlet, bringing online administrative procedure support closer to the people, creating conditions for people to access, receive guidance, and complete administrative procedures right in their hamlets and residential areas, contributing to reducing travel time and costs for citizens.
Mr. Nguyen Huu Thanh, residing in Hoa Long 1 hamlet, shared: “I thought carrying out administrative procedures on the public service portal would be very difficult. But when the officials came to the hamlet to guide me, I registered for electronic authentication of documents to transfer my child to another school quite easily. Now that I know the method and process, I can do it myself at home, saving me time from having to go back and forth to complete the paperwork,” Mr. Thanh said.
According to Le Ho Ngoc Trung, Deputy Secretary of the An Chau Commune Party Committee, the commune's Party Committee emphasizes the exemplary role of cadres and Party members, especially leaders, in strictly implementing the principle of "self-motivated learning first, acting first," creating a ripple effect and persuasive power among the people. At the same time, it encourages and creates conditions for cadres and Party members to promote a spirit of innovation, creativity, and the courage to think, act, and take responsibility for the common good.
Following President Ho Chi Minh's example of caring for the people, An Chau commune has seen the emergence of many excellent models, valuable experiences, and exemplary collective and individual role models in various fields of life and society. Typical examples include the "For the Poor" Fund, the "Charitable House Construction Team," the "Free Patient Transport Service," and various scholarship funds… all implemented according to the motto "coordinated mobilization and self-contribution," contributing to improving the material, cultural, and spiritual lives of the people.
According to Ms. Nguyen Nu Kim Hoang, Head of the Front Committee of Hoa Long 3 hamlet, to do a good job at the grassroots level, one must first learn from President Ho Chi Minh in the simplest things. This means being close to the people, understanding them, listening to them, and always being exemplary in words and deeds. Throughout her work, she always dedicates time to interacting with the people, to understand the circumstances of each family, the difficulties in production and life, as well as the concerns of the people. From there, she proactively proposes and recommends solutions to help those in need, and actively propagates and mobilizes the people to effectively implement the Party's guidelines and the State's policies and laws.
According to Ms. Hoang, in order for the people to trust and agree with the activities in the hamlet, first and foremost, hamlet officials must maintain their integrity, prestige, be pioneers, role models, and be close to the people in their daily lives. “Regarding issues related to social activities and projects with contributions from the people, they must be discussed transparently and openly before the people. This will not only create consensus among the people but also awaken a sense of responsibility and solidarity within the community,” Ms. Hoang shared.
