19th Conference of the Executive Committee of the An Giang Provincial Party Committee

On the morning of April 18th, the Standing Committee of the An Giang Provincial Party Committee held its 19th meeting to assess the political tasks performed in the first quarter of 2025, set directions and tasks for the second quarter of 2025; and decide on several other important policies within its authority. Member of the Central Committee of the Communist Party of Vietnam and Secretary of the An Giang Provincial Party Committee, Le Hong Quang, chaired the meeting.

Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of An Giang , Le Van Nung; Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee of An Giang, Ho Van Mung, along with other members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee, and leaders of departments, agencies, and localities, also attended.

Mr. Le Van Nung, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of An Giang, reported on Party building and mass mobilization work in the first quarter and the direction and tasks for the second quarter of 2025.

Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the People's Committee of An Giang province, Le Van Phuoc, reported on the situation of implementing socio -economic development tasks in the first quarter and the direction and tasks for the second quarter of 2025, as well as the Provincial Party Committee's plan on rearranging commune-level administrative units in An Giang province.

Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department of An Giang Province, Ngo Hong Yen, presented the Provincial Party Committee's proposal on establishing Party organizations at the commune level.

The conference adopted the Report on Party building and mass mobilization work in the first quarter, and directions and tasks for the second quarter of 2025; the Report on the implementation of socio-economic development tasks in the first quarter and directions and tasks for the second quarter of 2025; the Provincial Party Committee's plan on rearranging commune-level administrative units in An Giang province; the Provincial Party Committee's plan on establishing Party organizations in commune-level administrative units; and the Provincial Party Committee's plan on establishing the Vietnam Fatherland Front and other political -social organizations and mass associations assigned by the Party and State at the commune level (new).

Simultaneously, the following documents were approved in writing: Draft regulations on the working procedures of the Executive Committee, Standing Committee, and Permanent Secretariat of the Provincial Party Committee, 11th term, 2020-2025 (amended and supplemented); Report on Party financial management in 2024 and Party financial tasks in 2025; Summary report of sociological survey results for the first quarter of 2025; Report on Party building work in politics, ideology, ethics, propaganda and mass mobilization in the first quarter and directions and tasks for the second quarter of 2025; Report on Party organization building work in the first quarter and directions and tasks for the second quarter of 2025; Report on the results of inspection and supervision work in the first quarter and directions and key tasks for the second quarter of 2025; Report on internal affairs, anti-corruption, and judicial reform work in the first quarter and directions and tasks for the second quarter of 2025; Draft Report on important matters resolved by the Standing Committee of the Provincial Party Committee between the two sessions of the Provincial Party Committee's Executive Committee.

Member of the Central Committee of the Communist Party of Vietnam, Secretary of the An Giang Provincial Party Committee Le Hong Quang delivered a speech guiding the conference.

Delivering a speech at the conference, Central Committee member and Secretary of the An Giang Provincial Party Committee Le Hong Quang requested that Party committees, government agencies, and all sectors and levels, especially leaders, uphold a high sense of responsibility, dynamism, and creativity; strictly implement the information and reporting system; adhere to regulations, work procedures, discipline, and public service ethics... "not neglecting any task because of organizational restructuring," and resolutely achieve the political tasks for 2025.

Specifically, focus on implementing the plan to streamline administrative units and the political system's organizational structure for efficient and effective operation, ensuring it adheres to the schedule and roadmap outlined in Resolution 60-NQ/TW of the Central Committee of the Communist Party of Vietnam. Pay attention to effectively implementing tasks and solutions to achieve an economic growth target of over 8.5%. Accelerate the implementation of the policy to eliminate temporary and dilapidated housing, aiming for completion by the end of June 2025 as directed by the Prime Minister. Simultaneously, organize well-planned activities to commemorate major national holidays and significant events of the country and the province, such as the 50th anniversary of the Liberation of the South and National Reunification, and the 135th anniversary of the birth of President Ho Chi Minh.

Regarding Party building and mass mobilization work, An Giang Provincial Party Secretary Le Hong Quang requested: Party committees and local governments at all levels should continue to lead and direct the strict implementation of the Conclusion of the 4th Central Committee Conference (13th term) on strengthening Party building and rectification, combined with promoting the study and emulation of Ho Chi Minh's thought, morality, and style, and the moral example of President Ton Duc Thang. Focus on propaganda, raising awareness, creating unity among cadres and Party members, and consensus within the political system and among the people on the policy of streamlining organizational structures, rearranging administrative units, and organizing local governments at two levels. Expeditiously implement Directive 45-CT/TW of the Politburo on Party Congresses at all levels leading up to the 14th National Congress of the Party. Effectively implement the Provincial Party Standing Committee's directive on surveying the aspirations of cadres, civil servants, public employees, and workers regarding the restructuring of the provincial apparatus (to be completed before April 25, 2025).

In addition, promptly address the entitlements and policies for officials, civil servants, and employees when implementing organizational restructuring. Strengthen the management and effective use of public finances and public assets; review and compile statistics on surplus public assets after organizational restructuring, linking this with inspection, auditing, and supervision, and developing plans for rational use and management, absolutely preventing loss, waste, and violations. Promote mass mobilization work within the political system; continue to innovate the content and methods of operation of the Vietnam Fatherland Front and other mass organizations…

Party committees and local authorities in the province are proactively implementing solutions to ensure a successful summer-autumn crop in 2025; strengthening support for businesses in finding and expanding export markets; accelerating the disbursement of public investment capital in 2025; and strengthening the management, exploitation, use, and protection of natural resources and minerals.

Furthermore, we will strengthen the promotion of the province's potential, strengths, and investment opportunities. We will continue to improve the investment and business environment; focus on removing difficulties and obstacles, and create favorable conditions for businesses to implement projects and conduct production and business activities in the province in accordance with the law. We will pay attention to building a digital government, digital infrastructure, and digital citizens, effectively implementing Project 06 and Action Program 32-CTr/TU of the Provincial Party Committee to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation. We will strengthen the innovation of teaching methods, prepare and organize the 2025 10th grade entrance exam and high school graduation exam well; and effectively carry out the work of protecting, caring for, and improving the health of the people. Urgently prepare the nomination dossier for the Oc Eo - Ba The archaeological site to be submitted to UNESCO for recognition as a World Cultural Heritage site in 2026.

Continue to lead and direct efforts to strengthen measures to maintain national security and social order; implement comprehensive social prevention measures, professional prevention measures, and offensive and repressive measures to reduce criminal offenses, serving the local socio-economic development tasks well….
