A multi-tiered, sustainable social safety net.

Kien Hung is one of the fastest-developing wards in the capital, with many new urban areas and high-rise apartment buildings interspersed with traditional residential areas. This reality places a higher demand on building solidarity and ensuring comprehensive and equitable social security, leaving no one behind.

According to Hoang Thi Huyen Trang, Chairwoman of the Vietnam Fatherland Front Committee of Kien Hung Ward, in 2025, the ward's Vietnam Fatherland Front Committee comprehensively implemented various campaigns and patriotic emulation movements with the overarching motto: "Focusing on the grassroots - Taking residential areas as the center - Taking the people as the main actors." This approach not only creates broad consensus but also helps social welfare policies and initiatives to be implemented naturally and sustainably.

Notably, the "All People Unite to Build a Civilized City" campaign was systematically implemented in all 36 residential areas through People's Representative Conferences, ensuring proper procedures, promoting democracy, and listening to opinions from the grassroots. From these conferences, many self-governing models and social welfare models linked to the living environment have emerged and been effectively maintained.

Streets are adorned with flowers thanks to the "Flowering Street" model; alleyways are brighter and cleaner thanks to the "Bright, Green, Clean, and Beautiful Alleyways" model; plastic waste is gradually reduced through the "Plastic-Free Neighborhood" model and waste sorting at source; security and order are maintained thanks to "Community Security Cameras" and "Safe Neighborhoods for Fire Prevention and Control"... These models not only beautify the urban landscape but also directly improve the quality of life for residents, especially the elderly, children, and vulnerable households.

Alongside the development of a civilized urban environment, social welfare and care for the poor have been identified by the Fatherland Front Committee of Kien Hung Ward as a central and ongoing task. In 2025, the ward's "For the Poor" Fund raised 393,046,000 VND; the fund was used openly, transparently, and promptly to support many households in difficult circumstances, people suffering from serious illnesses, and workers facing hardships. The overarching goal is to ensure that no vulnerable household lacks the attention of the community.

Social welfare resources are further enhanced through close coordination between the Vietnam Fatherland Front and local agencies, businesses, religious organizations, charitable groups, and volunteer clubs. Hundreds of gifts, essential goods, scholarships, and health insurance cards have been delivered directly to people and students in difficult circumstances, creating a multi-layered and sustainable social welfare network.

The spirit of responsibility towards the community is also clearly demonstrated in activities focused on the sea and islands and disaster relief. In 2025, the people of Kien Hung ward contributed 152,950,000 VND to the "For Vietnam's Sea and Islands" Fund, expressing their affection and trust in the officers and soldiers on the front lines of the Fatherland. In response to the complex developments of typhoons No. 10 and 11, the Ward Fatherland Front Committee promptly launched a campaign and mobilized over 1.7 billion VND (as of December 4, 2025) to support people in provinces affected by floods; at the same time, they visited and encouraged households affected by flooding in residential areas 9, 10, and 12 of the ward, spreading the spirit of mutual support and sharing in times of difficulty.

In addition, residents of the neighborhoods actively contribute to scholarship funds, elderly care funds, and invest in upgrading grassroots cultural facilities. More spacious community centers, equipped with tables, chairs, sound systems, and sports equipment, have become common spaces, contributing to improving the spiritual life and strengthening community bonds in modern urban areas.

Hoang Thi Huyen Trang, Chairwoman of the Vietnam Fatherland Front Committee of Kien Hung Ward, affirmed that in the coming time, the ward will continue to promote social welfare activities, foster a spirit of solidarity, and work together to implement meaningful and humane programs for the community.

A support system for those in need.

If the Vietnam Fatherland Front is the center of unity, then the Women's Union of Kien Hung Ward is the core force, persistently bringing social welfare policies deep into every family and every residential area.

According to the Chairwoman of the Women's Union of Kien Hung Ward, Le Thi Le Huyen, in 2025, the Union focused on innovating the content and methods of its activities, linking the promotion and education of traditions with rich cultural, artistic, and sports activities, contributing to improving the spiritual life of its members and the people. From participating in the "Ao Dai Week" and performing folk dances to celebrate the 80th anniversary of National Day, to participating in major events of the Capital, the image of Kien Hung women emerges as dynamic, confident, and rich in identity.

Environmental protection models spearheaded by women, such as "Exchanging scrap materials to keep the city green," "Green House," "Battery House," and campaigns to clean up the environment and renovate flower gardens, not only contribute to beautifying the city but also generate resources for humanitarian and charitable activities, supporting disadvantaged members.

In implementing the theme of the year, 100% of the branches summarized their work and deployed new tasks; 100% of cadres and members registered for emulation with the spirit of "Unity - Responsibility - Innovation - Creativity," linking the Association's activities with the local political tasks. The movements to build the image of Hanoi women as "Loyal - Creative - Capable - Elegant" were implemented synchronously, creating clear changes from awareness to action.

In particular, the Association focuses on building happy and safe families for women and children. 100% of member households registered to participate in the "Five No's, Three Cleanliness" campaign; five families that did not meet the criteria were reviewed and supported. Over 200 members received cancer screening and testing; the "Godmother" program continues to support three orphaned children in difficult circumstances, helping to compensate for their material and spiritual deficiencies.

Most recently, in early December 2025, the Association provided funding and gifts to three underprivileged children under the Sponsorship Program, totaling over 60 million VND; and donated 10 gifts to female members facing particularly difficult circumstances in the ward.

Humanitarian and charitable work is a prominent highlight. During the Lunar New Year of the Year of the Snake 2025, the Women's Association of the ward and its branches distributed 340 gift packages worth a total of 200 million VND to members, women, and children in difficult circumstances. Charitable groups maintained their activities, distributing over 15,000 free bowls of porridge and donating gifts to seriously ill patients at K Tan Trieu Hospital, spreading the spirit of sharing and compassion.

Beyond caring for social welfare, the Association also serves as a bridge to support women's economic development. In 2025, the Association effectively managed over 42 billion VND from the Social Policy Bank, providing loans to nearly 500 households; outstanding loans from the TYM fund (Tinh Thuong Microfinance Limited Company) reached over 5 billion VND for 330 members. These funds have contributed to helping many women stabilize their lives, escape poverty, and become financially independent.

Regarding social welfare tasks in the coming period, the Party Secretary and Chairman of the People's Council of Kien Hung Ward, Nguyen Tien Quyet, emphasized that the Party Committee, government, Fatherland Front, and political and social organizations of the ward need to coordinate closely in caring for the lives of the people, especially during the New Year and Lunar New Year 2026, with the spirit of leaving no one behind, so that everyone can celebrate the holidays happily and fully.

Through concrete and practical actions in each residential area and each family, Kien Hung is gradually building a sustainable and humane social welfare system – where each citizen not only benefits but also becomes an active participant in creating cohesion, sharing, and harmonious development in a civilized urban environment.
