Over 12,200 houses in Hue were flooded.

On the evening of November 17th, the Hue City Civil Defense Command reported that, according to preliminary statistics from local authorities, by 4 PM that day, more than 12,207 houses across the city were flooded with water depths ranging from 0.3m to 0.5m. Some localities were severely affected, such as Quang Dien, Huong An, Huong Tra, and Hoa Chau.

Authorities have relocated a total of 242 households/663 people from vulnerable areas to safe locations. Specifically, in A Luoi 2 commune, 47 households/132 people were relocated; in Phong Dien commune, 129 households/381 people were relocated; in Phong Dinh commune, 59 households/137 people were relocated; and in Kim Tra ward, 7 households/13 people were relocated.

On several national highways, flooding occurred, such as National Highway 1, from An Lo Bridge to the center of Hue city, with many sections submerged, making traffic difficult; on National Highway 49B, many sections were deeply flooded (including the section through Phong Dinh ward from km5+850 to km6+450, flooded to a depth of 0.2 - 0.8m...; the section through Duong No ward, from km43+300 to km48+000, flooded to a depth of 0.1- 0.2m); on National Highway 49, landslides occurred at Km67+800; Km75+070; Km76+300…

In addition, many provincial roads and urban areas in the city center were deeply flooded, making transportation difficult.

Later that evening, the Hue City Department of Education and Training announced that, due to the complex flood situation, it had issued a document requesting educational institutions and schools to allow students to continue their break from school on November 18th. For areas unaffected by floods and landslides, classes will continue as normal.

As of 4 PM on November 17th, the water level of the Huong River at the Kim Long station reached 2.99m, 0.51m below alarm level 3 (alarm level 3 is 3.5m). The water level of the Bo River at the Phu Oc station was 4.92m, 0.42m above alarm level 3 (alarm level 3 is 4.5m).

According to the weather forecast from the Hue City Meteorological and Hydrological Station, from the afternoon of November 17th to the afternoon of November 19th, Hue City will experience heavy to very heavy rain, with some areas experiencing exceptionally heavy rainfall. Total rainfall in the plains will generally be 150-300mm, with some areas exceeding 400mm; in the mountainous areas, it will be 250-400mm, with some areas exceeding 550mm.
