More than 2,200 projects are in backlog, with investment capital of 5.8 million billion VND.

(PLVN) - On the afternoon of May 15, Deputy Prime Minister Nguyen Hoa Binh chaired a meeting of Steering Committee 751 (according to Decision No. 751/QD-TTg dated April 11, 2025 of the Prime Minister) with leaders of a number of central ministries and branches on principles and expected solutions to resolve difficulties and problems of backlogged projects.

At the working session, Permanent Deputy Prime Minister Nguyen Hoa Binh and leaders of relevant ministries and branches reviewed and gave specific opinions on the principles and solutions expected to resolve difficulties and problems of backlogged projects as proposed by the Ministry of Finance .

Emphasizing that the removal of investment projects with current difficulties, obstacles, and backlogs has important economic and social significance, the Deputy Prime Minister said that the remaining resources are still very large. According to statistics, there are currently more than 2,200 backlogged projects, "covered with blankets and blankets" with an investment capital of up to 5.8 million billion VND, equivalent to 230 billion USD.

“A huge amount of resources is stagnant. If we focus on overcoming the difficulties of these projects, we will be able to unleash a significant amount of resources to put into the economy, promote economic and social development, and effectively serve the growth target,” the First Deputy Prime Minister said, while welcoming and appreciating the Ministry of Finance and relevant ministries and branches for their practical, realistic and very specific advice and proposals in removing difficulties and obstacles for the projects.

Basically agreeing with the principles and solutions proposed by the Ministry of Finance at the meeting, Deputy Prime Minister Nguyen Hoa Binh said that based on the principles and solutions proposed by the Ministry of Finance and the opinions of leaders of ministries and branches at the meeting, the Steering Committee will submit to the Government a joint resolution of the Government on principles and solutions to remove difficulties.

Before submitting the Government's resolution for promulgation, Deputy Prime Minister Nguyen Hoa Binh proposed sending the draft content on principles and solutions expected to remove difficulties and obstacles for projects to localities so that localities can once again give their opinions and contributions to the proposed principles and solutions; in addition, for projects with difficulties in any locality, it is recommended that that locality use this set of rules and solutions to proactively propose plans and solutions to remove difficulties and obstacles for each specific project of the locality, and report to the Steering Committee.

“When the Government has a resolution, we will organize a national conference to disseminate and implement; clearly publicize the principles, tasks, and specific solutions in removing difficulties for projects. This is the country's general policy, removing difficulties for the economy as a whole, not removing difficulties for any individual, business, or organization, and must ensure publicity and transparency. At this conference, we also request the Fatherland Front and mass organizations to participate, so that we can monitor later,” the First Deputy Prime Minister said.
