Telegram application was suddenly accessible in Vietnam on the afternoon of July 9.

On the afternoon of July 9, domestic users were suddenly able to access the Telegram application after a long period of being blocked. The messaging software displayed a new notification, allowing users to send and receive content normally, without any restrictions.

“I opened Telegram this afternoon and was surprised to see message notifications from groups I had joined before. Many people connected on it were also surprised because the messaging app suddenly started working again, while there had been a notice of blocking from the authorities,” said Minh Nghia, a resident of Lai Thieu ward, Ho Chi Minh City.

On social networks, many users also posted information that they were suddenly able to use Telegram.

However, according to Tri Thuc - Znews , the use of this application in Vietnam still depends on the limitations of the network operator. On the afternoon of July 9, FPT Telecom and MobiFone mobile networks were the two units that could access Telegram. By the evening of the same day, Viettel mobile network and fiber optic cable also restored the use of the messaging app.

At 7:30 p.m., Vinaphone and VNPT network users in some locations were still blocked from Telegram.

Previously, at the end of May, the Telecommunications Department received a document from the Department of Cyber Security and High-Tech Crime Prevention (A05) under the Ministry of Public Security regarding coordination to prevent Telegram's activities in Vietnam.

Accordingly, the police agency informed about the law violations related to the Telegram application such as up to 68% of the total 9,600 Telegram channels and groups in Vietnam, many associations and groups with tens of thousands of participants, were created by anti-government and reactionary elements, spreading anti-government documents, many incidents related to fraud, selling user data, drugs; there are cases suspected of being related to terrorism...

Soon after, domestic Internet service providers quickly blocked access to the messaging app. Users of the app initially had trouble, but legal alternatives were quickly found.

After the Department of Telecommunications requested telecommunications businesses to implement solutions and measures to prevent Telegram's activities in Vietnam, the platform responded.

"Telegram is surprised by these statements. We have responded promptly to the legal requests from Vietnam. On May 23, we received an official notice from the Department of Telecommunications about the standard service notification process under the new telecommunications regulations," Remi Vaughn, a representative of Telegram, told Tri Thuc - Znews via this platform on the morning of May 24.

Telegram also said that the deadline for an official response is May 27, and that the platform is processing the request. However, so far, the platform has not provided any updates on the above issue.
