After nearly 10 years, the intersection between Vo Chi Cong Street - National Highway (NH) 1 and the Da Nang - Quang Ngai Expressway (Cay Coc intersection, Ha Lam town, Thang Binh district) has finally been opened to traffic.

In addition to the tireless propaganda and mobilization efforts of the entire political system from the district to the grassroots level, the Thang Binh District Inspectorate also contributed to advising on and resolving the initial complaints of citizens and conducting inspections to conclude on violations in the implementation of the National Highway 1 upgrade and expansion project.

In this case, the Thang Binh District Inspectorate was assigned the task of advising the Chairman of the District People's Committee on resolving the initial complaint of Ms. Bui Thi Nuoi's household regarding the land expropriation decisions and the approval of the compensation plan.

In the initial complaint resolution decision, the Chairman of the Thang Binh District People's Committee partially accepted the complaint's content. The citizen then filed a second complaint, which was resolved by the Chairman of the Provincial People's Committee, and is currently pursuing an administrative lawsuit at the Provincial People's Court.

It should also be added that, immediately after the first and second decisions resolving the complaints took legal effect, the citizens complied with the administrative decisions, received compensation, and handed over the land for the project's construction.

Sharing about the process of advising on and resolving citizens' complaints, according to Ms. Bui Thi Trang - Chief Inspector of Thang Binh District, the unit advised the District People's Committee to implement many solutions simultaneously to gain the people's consensus and compliance with the policies.

This involved flexibly applying the "four to the end" principle (resolving to the end; disseminating information and mobilizing support to the end; and handling to the end). The complaint resolution process adhered to the prescribed procedures and prioritized the rights of the complainants as stipulated; the entire process of land acquisition, compensation pricing, and resettlement arrangements was reviewed.

When there are differing opinions between specialized agencies and advisory bodies on complaint resolution, the sector proposes convening a complaint resolution advisory council to gather opinions, ensuring that complaint resolution results are fair, objective, in accordance with the law, reasonable, and protect the legitimate rights and interests of citizens.

"With a resolute spirit of 'seeing the matter through to the end,' the department proposed to the Chairman of the District People's Committee strong measures to organize the implementation of the administrative decision to forcibly reclaim the land. However, this case subsequently resulted in the individual voluntarily accepting the money and handing over the land," Ms. Trang shared.

Building public trust

In 2024, the Nam Giang District Inspectorate conducted 6 out of 4 socio-economic inspections (exceeding the assigned plan by 150%). These inspections uncovered economic irregularities totaling nearly 10.2 billion VND.

Specifically, the report recommended recovering and returning over 3.2 billion VND to beneficiaries; recovering over 671 million VND to be deposited into the state budget; and referring one case involving nearly 9.5 billion VND in irregularities to the investigative agency for further investigation. It also recommended disciplinary action against 7 collectives and 13 individuals. The results of the inspection showed that 100% of the misappropriated funds were recovered and deposited into the state budget.

Mr. Le Van Hien, Deputy Chief Inspector of Nam Giang District, stated that inspections have uncovered numerous loopholes and shortcomings in management mechanisms, policies, and laws, and recommendations have been made for their rectification and improvement. He also noted the proactive approach taken in preventing, detecting, and handling violations of the law.

Simultaneously, it supports agencies, organizations, and individuals in complying with legal regulations; promotes positive factors; and contributes to improving the effectiveness and efficiency of state management, protecting the interests of the State, and the legitimate rights and interests of agencies, organizations, and individuals.

According to Deputy Chief Inspector of the province Huynh Ngoc Tien, during the period 2020-2024, the emulation movement in the field of administrative and specialized inspection was closely followed by the entire sector under the direction of leaders at all levels and increasingly demonstrated proactiveness in conducting inspections.

From surveying and planning to detailed plans for implementing inspections and assigning specific responsibilities to leaders, officials and civil servants in the sector consistently uphold a high sense of responsibility, invest in studying relevant documents, and innovate methods and procedures to conduct inspections more rigorously and effectively, ensuring compliance with legal regulations.

Over the past five years, the entire sector has focused on advising and resolving complaints, denunciations, petitions, and feedback. As a result, 634 million VND and 4,367 of land have been recovered for the State, restoring legitimate rights for citizens. Nearly 2.9 billion VND and 23,336 of land have been recovered and returned to organizations and individuals who suffered losses. Administrative action has been recommended in 20 cases, and one case has been transferred to the police for investigation. To date, there have been no large-scale, complex, or protracted complaints or denunciations falling under the jurisdiction of the Provincial People's Committee.

"Inspection organizations have actively advised on the collection and verification of evidence, the preparation of initial dossiers, and the application of policies and regulations as prescribed by law. As a result, the effectiveness and efficiency of handling complaints and denunciations have been increasingly improved, limiting the number of appeals to higher levels and preventing hotspots from occurring, thus building public trust in the Party and the State," Mr. Tien observed.

Chairman of the Provincial People's Committee Le Van Dung requested that in the coming time, the provincial inspection sector continue to do a good job of political and ideological education, cultivating moral qualities, and setting a good example for inspection officials; creating trust among officials, Party members and the people.
