At the province-wide online conference on the implementation of the public investment plan using state budget funds in 2024, held at the end of October 2024, the Chairman of the Provincial People's Committee launched the "60-Day Campaign to Accelerate and Complete the Disbursement of Public Investment Capital in 2024". Responding to this campaign, all sectors and localities in the province have been actively participating with the goal of disbursing 100% of the allocated capital by December 31, 2024.

The supplementary contract for the project to build embankments to prevent erosion on the left and right banks of the Chu River in the area of ​​Van Ha Bridge, Thieu Hoa District, and the left embankment of the Len River, Ha Trung District, is being urgently implemented.

In late November 2024, nearly a month after the launch of the "60-Day and Night Campaign to Accelerate and Complete the Disbursement of Public Investment Capital in 2024," construction activities at several projects in Nga Son, Vinh Loc, and Thieu Hoa districts were very urgent. Reporters' observations at the construction sites of the Project to Renovate and Upgrade the Road from Giang Pagoda to Nam Giao Altar and National Highway 45 in Vinh Loc town (Vinh Loc district) and the Drainage System Project in Vinh Loc town and surrounding communes of Vinh Loc district showed that the construction units had mobilized all resources, from machinery to manpower, to complete the items and ensure the disbursement of capital according to the investor's requirements.

Mr. Le Anh Duy, Director of the Project for the Renovation and Upgrading of the Road from Giang Pagoda to Nam Giao Altar and National Highway 45, said: “The project started in August 2024, and the construction process faced many difficulties due to weather conditions and the project being located in a residential area, which affected the progress. However, as soon as the Chairman of the Provincial People's Committee and the Chairman of the Vinh Loc District People's Committee launched the "60-Day and Night Campaign to Accelerate and Complete the Disbursement of Public Investment Capital in 2024," the Vinh Loc District Investment and Construction Project Management Board, the consulting and supervision unit, and the construction unit held meetings to develop a plan to speed up the construction progress. From the end of October to the beginning of November 2024, the construction unit mobilized machinery and personnel to work in "3 shifts, 4 teams," so by the end of November 2024, the construction volume had reached nearly 60%. The project is expected to be completed before the Lunar New Year of the Year of the Rat. The year 2025 (Year of the Snake) is 5 months ahead of the original schedule.

Regarding the Drainage System Project in Vinh Loc town and surrounding communes of Vinh Loc district, Mr. Nguyen Hong Son, Chairman of the Board of Members of Construction and Infrastructure Development Company No. 27 – the project's contractor – stated: “After the launch of the “60-Day and Night Campaign to Accelerate and Complete the Disbursement of Public Investment Capital in 2024”, under the direction of the Vinh Loc District People's Committee, the company has reinforced its workforce with two additional construction teams with the goal of completing three more concrete and reinforced concrete drainage lines by the end of the campaign.”

The project to renovate and upgrade Provincial Road 524 in Nga Son district is being accelerated to ensure that funds are disbursed according to schedule.

Reportedly, the Vinh Loc Town and surrounding communes drainage system project in Vinh Loc district has a total investment of over 42.9 billion VND; the scale of construction includes 14 concrete and reinforced concrete drainage lines and dredging and clearing 10 existing earthen ditches. Currently, the construction unit has completed 5 out of 14 concrete and reinforced concrete drainage lines, achieving 30% of the project volume.

According to Mr. Trinh Tuan Vu, Director of the Investment and Construction Project Management Board of Vinh Loc District, the results of project and construction work are the basis for capital disbursement. Therefore, the district's priority is to focus on resolving difficulties and obstacles; and to regularly monitor and inspect the progress of project and construction work. As of November 15th, the district had disbursed 119.2 billion VND, reaching 96.6% of the plan. In particular, in response to the "60-day campaign to accelerate and complete the disbursement of public investment capital in 2024," the district disbursed an additional 26 billion VND from supplementary funds in November 2024.

In Nga Son district, immediately after the campaign was launched, the district organized a meeting between investors, contractors, and construction units to discuss solutions and plans to accelerate the progress of projects in the area, focusing on three projects that had just received additional funding. According to Mr. Nguyen Thanh Phong, Director of the Nga Son District Investment and Construction Project Management Board, along with the 101 billion VND already disbursed, the district aims to disburse 100% of the additional capital by December 31st for the Project to Repair and Upgrade the Right Bank of Hoat River from K27+700 to K43+100 in Nga Son district (16.2 billion VND) and the Project to Renovate and Upgrade Provincial Road 524 in Nga Son district (26.216 billion VND).

Not only localities, but also sectors and units assigned capital are actively implementing solutions to complete disbursement according to plan, despite difficulties and challenges, in response to the "60-Day Campaign to Accelerate and Complete Public Investment Capital Disbursement in 2024". As evidence, after much effort, by the end of November 2024, the Thanh Hoa Provincial Project Management Board for Agricultural and Rural Development Projects had disbursed 85% of the planned capital for the Project to build embankments to prevent erosion on the left and right banks of the Chu River in the Van Ha Bridge area, Thieu Hoa district, and the left bank dike of the Len River (Ha Trung). It is expected that by the end of the campaign launched by the Chairman of the Provincial People's Committee, the board will have disbursed 230/230 billion VND, reaching 100% of the project's capital needs. Currently, additional project components in the Van Ha Bridge area (Thieu Hoa) are being urgently constructed. Mr. Le Le Phong, Deputy Director of Thanh Hoa Agricultural Construction Joint Stock Company and the project manager for the supplementary contract package, stated: “With the determination to complete the contract package on schedule, the company is deploying flexible construction teams according to the tidal fluctuations, even organizing construction at night. Currently, the contract package volume has reached 80%; we strive to complete the contract package and conduct acceptance testing as per regulations before December 12th.”

Launching the campaign at this crucial time is extremely important; the campaign's objective is also very clear: by December 31, 2024, the entire province will disburse 100% of the allocated capital. With the enthusiasm and determination of the units and localities, it is certain that the set goal will be achieved on schedule, as stated by the Chairman of the Provincial People's Committee: "We have enough confidence to complete the campaign's objective based on the results achieved from the beginning of 2024 to the present, as well as the spirit, responsibility, and synchronized and decisive involvement from the province to the grassroots."
