Through verification and practical observation at educational institutions, the People's Committee of Mu Cang Chai District concluded that the content reflected in the VTV1's "24h News" program regarding the lunch meals of children at Mang Mu school was not entirely accurate. The primary purpose was to solicit support for investment in building infrastructure for schools.
Specifically, for the 2024-2025 school year, Mo De Kindergarten will be allocated 15 classes with 415 children, including the Mang Mu branch school which will have 5 classes with 141 students aged 2-5 years old.
Regarding the implementation of policies and regulations, according to the People's Committee of Mu Cang Chai district, the school organizes lunch for the children at the main campus and satellite locations. The children's entitlements are paid directly to their parents once approved and funded.

Students' family circumstances: 'eating rice with ginger and salt'
On the morning of September 23rd, a team of reporters from the 24h Program of Vietnam Television arrived to film a report appealing for the construction of a kitchen for the Mang Mu school.
During the program's execution, reporters filmed and recorded the activities of parents, teachers, and students at the school, and also conducted interviews with school leaders, teachers, and parents.
The interview content relates to policies and regulations, the attention given by the Party, the State, and local authorities, and the concern of parents for their children's education...
On September 27th, a delegation from the People's Committee of Mu Cang Chai district met directly with the leaders of Mo De commune; the leaders and teachers of Mo De Kindergarten; the Party Secretary of Mang Mu village; and some parents of students in Mang Mu village to verify and gather information.
As a result, Mr. Mua A Chinh, Secretary of the Party branch of Mang Mu village, said that they have understood the regulations regarding students. The village has fully disseminated the regulations and policies of the Party, the State, and all levels to all people and parents of students in the village (including support for lunch for preschool children at 160,000 VND/month/student; support for learning expenses at 150,000 VND/month/student...).
Regarding the family circumstances of the student who ate rice with ginger and salt in the news report, the district informed that the family are farmers , have enough rice to feed the whole family for the year, and do not go hungry. The student's parent, Mr. HAD, participates in the village's security and order work and receives monthly financial support...
Mr. D. said that he had been informed about and understood the policies and regulations of the Party, the State, and all levels of government regarding his children, and that they received financial support for lunch at the end of the school term. His family also always pays attention to their children's education and ensures that they attend school regularly.
Currently, the school provides lunch for the children twice a week, so the family doesn't prepare meals for them on those two days. On other days, the family lets their children bring packed lunches containing rice, instant noodles, eggs, meat, fish, etc. Occasionally, in addition to the main dishes, the father adds a few slices of ginger for his child, as it serves as both a spice and a common everyday food for the Hmong people.
"On the morning of September 23rd, I was preparing rice and eggs to put in a lunchbox for my child to take to school. At that time, reporters came to our house and asked if I had any ginger to bring for my child. So, I went to get some ginger and sliced it to bring for my child (at first I only sliced a few pieces, but the reporters told me to slice more, so I sliced more)."
"To get my child to school on time, I was in such a hurry that I didn't have time to prepare extra eggs for him to take to school. Also, after talking and sharing, and partly at the reporter's suggestion, I mentioned that about my child bringing a packed lunch to school," Mr. D. recounted.
Account from the teacher
Teacher Nguyen Thi Yen (the teacher featured in the report) said that the reporter spoke with her for about an hour. Ms. Yen also mentioned that students' entitlements are fully and promptly implemented; and that the school has received attention and investment from all levels of government in building facilities and providing teaching and learning equipment, resulting in improved learning conditions for the children.
When talking about the difficulties and hardships that students faced in the past, the teacher couldn't control her emotions and spoke and cried like that.
According to Le Thi Yen, the principal of Mo De Kindergarten, the school is currently constructing three new classrooms, so two classes have moved to the village's cultural center.
The school ensures that students' needs are met promptly and effectively. Due to difficult circumstances, the outlying branches of Mo De Kindergarten only provide lunch for the children twice a week (Mondays and Wednesdays) using funds provided by the government.
On other occasions, students bring their own lunchboxes, and the school prepares additional hot soup for them (the hot soup for the children during lunchbox sessions is prepared through social contributions from teachers and parents).
According to Ms. Yen, since September 23rd was a Monday and reporters were filming, the school prepared extra vegetable soup and instant noodles for the children to eat.
Currently, the People's Committee of Mu Cang Chai district has requested the leaders and teachers of Mo De Kindergarten to report and explain the contents of the news report, and at the same time directed the People's Committee of Mo De commune to hold a meeting to disseminate and publicize the policies and guidelines of the Party, State and all levels regarding policies and benefits for students.
The district also directed the education sector to advise on rectifying the situation in schools regarding the acceptance of support, public statements, and implementation of regulations and policies.
The District People's Committee has focused on directing the full and timely implementation of policies from the Central Government and the province.
