Regarding the leadership, direction, and management of the Government and the Prime Minister .
The Government has issued Resolution No. 04/2025/NQ-CP dated August 20, 2025, on removing difficulties and obstacles in the implementation of information technology application projects and tasks using state budget funds.
The Prime Minister requests Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and centrally-administered city People's Committees to effectively implement the Politburo 's resolutions on science and technology, innovation, and national digital transformation; and to issue Decision No. 1751/QD-TTg dated August 18, 2025, approving the data strategy at the National Data Center.
The Ministry of Science and Technology issued Circular No. 15/2025/TT-BKHCN dated August 15, 2025. Regulations on technical requirements for digital signature software, digital signature verification software, and the Public Digital Signature Certification Service Gateway; Circular No. 16/2025/TT-BKHCN dated August 20, 2025 Regulations on the authentication of samples; Framework guidelines on the orientation of science, technology, innovation and digital transformation to serve local economic development.
Regarding national digital transformation
Regarding digital infrastructure development
99.6% of villages have mobile broadband connectivity; 99.8% of the population has 4G mobile coverage; Mobile broadband access speed is 151.69 Mbps; 5G coverage rate reaches 26%. The percentage of households using fiber optic cable (28.14 million households) reaches 86.6%. Fixed broadband access speed (July 2025) is 250.45 Mbps.
Regarding the provision of online public services and the development of digital government.
The percentage of online applications processed across the entire administrative procedure in August 2025 reached 39.71%, with ministries accounting for 52.45% and provinces 15.79%. Compared to the same period in 2024, the percentage of online applications processed across the entire administrative procedure nationwide in August 2025 increased by 3.26%.
The percentage of administrative procedure dossiers processed correctly or ahead of schedule, based on the number of dossiers synchronized on the National Public Service Portal, reached 2.16% (5,160/238,904 dossiers) at ministries and agencies; and 73.85% (1,814,806/2,457,423 dossiers) at localities.
Results of online public service delivery: From July 1, 2025 to August 28, 2025, the National Public Service Portal processed 7.5 million applications (of which, localities: 5.5 million online applications, accounting for 73.3%; ministries and sectors: 2 million online applications, accounting for 26.7%) and over 2.6 million successful online payment transactions totaling more than 1.5 trillion VND.
Results of document digitization and administrative procedure resolution: The rate of digitization of documents and resolution results of administrative procedures at ministries and agencies reached 52.57% (144,857/275,571 documents); localities reached 65.01% (1,597,570/2,457,423 documents). The rate of documents with legally valid electronic results for reuse at ministries and agencies reached 52.72% (145,277 resolution results/275,571 results needed); localities reached 68.13% (1,674,242 resolution results/2,457,423 results needed). The rate of exploitation and reuse of digitized data at ministries and agencies reached 4.18% (11,520/275,598 documents). Local authorities achieved 40.71% (1,254,728/3,082,112 records).
Regarding management and administration in the digital environment
In August 2025, the Government Meeting and Work Processing Information System served 2 meetings, processed 88 Government member opinion polls, and replaced approximately 11,757 paper files and documents. To date, the system has served 130 Government conferences and meetings, processed 3,444 Government member opinion polls, and replaced approximately 1,117,852 paper files and documents.
Seventy-three ministries, agencies, and localities have reported on data-driven governance indicators as stipulated in Decision No. 1012/QD-TTg; 40 ministries, agencies, and localities have issued data-driven governance indicator sets; and 67 ministries, agencies, and localities have built reporting systems and connected them to the Government Office's system.
Regarding the development of the digital society and digital citizenship.
The total number of digital signature certificates issued as of August 2025 reached 22,390,613. The percentage of the adult population with digital signatures or personal electronic signatures reached 36.11% (Total number of digital signature certificates or personal electronic signatures issued / Total adult population).
