Speaking at the meeting, General Secretary and President To Lam emphasized that strategic-level personnel planning is not merely a personnel matter, not just serving one congress, one term, or one structure, but must be a part of strategic management, preparing for the future leadership of the Party and the future development of the country. Therefore, it is necessary to resolutely overcome erroneous perceptions that view planning as reserving a position, queuing up for one's turn, and as a guarantee of securing a position.
Planning must be open but not lower in standards, dynamic but not arbitrary, and must prioritize structure but absolutely not replace standards with structure. Openness means not being confined to a single sector, locality, or group of relationships; it means knowing how to find cadres at the grassroots level, in difficult areas, and in new fields... Dynamic means there is addition, entry, exit, promotion, and demotion. Cadres who develop well should continue to be trained, assigned tasks, and utilized. Cadres who stagnate, lose prestige, no longer have prospects, or violate standards must be removed from the plan fairly, transparently, and in accordance with regulations.

The General Secretary and President requested the Central Organizing Committee to promptly conduct in-depth research and summation on strategic-level personnel planning from recent terms; to research and propose new, superior, and more groundbreaking mechanisms and regulations in evaluating, selecting, planning, rotating, utilizing, and protecting cadres who dare to think and act, using measurable products, results, and genuine prestige as important criteria…
Party committees and personnel management agencies must periodically meet with and educate cadres in the planning process; listen to their legitimate concerns and aspirations; conduct assessments from multiple perspectives; exercise stricter control over power; and link the use of cadres with their protection and screening.
The General Secretary and President affirmed the general principle of ensuring that no unqualified individuals are overlooked, and that no truly ethical and talented people are missed. Collectives and individuals who nominate cadres must bear political responsibility and accountability for the quality of their recommendations. If shortcomings are concealed, achievements are exaggerated, dossiers are embellished, or favoritism is shown, accountability must be considered, especially for those in leadership positions. The requirement is to detect potential problems early and from afar, in both directions: identifying outstanding individuals early for training and utilization, and simultaneously detecting early signs of risk, declining prestige, and avoidance of wrongdoing to warn, correct, and screen for violations.
