Improving the quality of grassroots officials.

On March 5th, General Secretary To Lam worked with the Central Organization Department on solutions to improve the quality of grassroots cadres and with the Central Inspection Committee on the results of advising on the development and improvement of institutions in preparation for the 2nd Plenum of the 14th Central Committee of the Party.

Working with the Central Organizing Committee on solutions to improve the quality of grassroots officials, General Secretary To Lam emphasized the need to standardize the "profile of grassroots officials" according to the new functions of the two-tiered local government.

The fundamental solution is to redefine the standards for grassroots officials according to new task requirements, while simultaneously developing a competency framework based on job positions. Each province and city needs a unified standard framework for groups of positions at the commune and ward levels, along with an appendix of prioritized competencies for specific geographical areas.

Personnel deployment should adhere to the principle of "the right person for the right job in the right location"; review the staffing arrangements after administrative unit reorganization, addressing overlapping functions or an excess of familiar personnel but a shortage of new personnel; apply a time-limited probationary period for key positions, increase horizontal rotation, targeted rotation, and assign personnel according to local characteristics.

Furthermore, it is necessary to innovate cadre training, linking it to practical experience and providing guidance from experienced cadres to young people; creating motivation for grassroots cadres to dare to think, dare to act, and dare to take responsibility; encouraging and protecting dynamic and creative cadres for the common good; and at the same time clearly distinguishing between creativity that complies with regulations and careless, shortcut, or exploiting creativity for violations or personal gain.

The General Secretary also called for accelerating digital transformation in personnel management and daily public service implementation to speed up work processing, increase transparency, and improve interoperability. "For major undertakings to succeed, we must begin by building the right team of officials, especially at the grassroots level, where policies meet real life. Doing a good job in grassroots personnel management is essential to strengthening the nation's operational foundation in this new stage of development," the General Secretary emphasized.

Detecting risks before they become violations.

On the afternoon of March 5th, during a meeting with the Central Inspection Committee, the General Secretary highly appreciated the Committee's prompt research and development of three proposals to be submitted to the 2nd Plenum of the 14th Central Committee, including: the Working Regulations of the 14th Central Inspection Committee; the Report summarizing 20 years of implementing Resolution No. 14-NQ/TW dated July 30, 2007, on strengthening the Party's inspection and supervision work; and the draft Regulation replacing Regulation No. 296-QĐ/TW dated May 30, 2025, of the Central Committee on Party inspection, supervision, and discipline.

Regarding specific issues, the General Secretary proposed shifting inspection and supervision work strongly towards the goal of early and proactive prevention; controlling power during the operational process; and detecting risks before violations occur. He also called for expanding supervision to ensure that all Party guidelines, policies, and directives are implemented seriously and effectively.

The General Secretary emphasized the need to clarify the responsibilities of Party committees, Party organizations, and individual Party branches and members in the work of inspection, supervision, and enforcement of Party discipline, preventing violations from accumulating into major offenses. He stressed the importance of resolutely addressing violations without exception or forbidden zones; however, he also stressed the need to protect those who dare to innovate, dare to make breakthroughs, and dare to take responsibility for the common good, preventing the creation of a "safety first" mentality that discourages decision-making and action, thus slowing down the country's development.

At the same time, we must improve the mechanisms for controlling power within the inspection and supervision process, ensuring that all inspection activities are objective, transparent, and in accordance with principles.

Furthermore, it is necessary to continue improving the Party's inspection work in relation to the State's inspection, auditing, investigation, prosecution, and adjudication activities; to prevent situations where conclusions are reached but corrective actions are slow to be taken, or are merely superficial; and to strengthen the application of science and technology and digital transformation in inspection and supervision work.
