Mr. Phan Viet Dien, Chairman of the People's Committee of Cat Hai Special Economic Zone, delivered the opening speech for Cat Ba tourism in 2026.

In his opening remarks, Mr. Phan Viet Dien, Chairman of the People's Committee of Cat Hai Special Zone (the administrative unit managing the Cat Ba archipelago), stated that President Ho Chi Minh's visit to Cat Ba and Cat Hai in 1959 was a special historical milestone, demonstrating his profound concern for the nation's frontier islands and seas.

Following President Ho Chi Minh's teachings, Cat Hai has experienced strong development, achieving comprehensive, outstanding, and breakthrough results in many fields, increasingly affirming its position as a leading attractive destination for tourism in Vietnam and the region. Transportation infrastructure, accommodation facilities, and services are increasingly invested in a synchronized and modern manner; the tourism environment is gradually improving; and tourism products are becoming more abundant and diverse. In particular, the development of "green tourism," environmentally friendly, linked to nature conservation and the preservation of cultural identity, is becoming the dominant trend in the Cat Hai Special Economic Zone.

According to Mr. Phan Viet Dien, Hai Phong city is currently focusing on completing the dossier to submit to the competent authorities for recognition of Cat Ba as a National Tourist Area. This is not only a significant milestone but also a great opportunity for Cat Ba to make a strong breakthrough, developing tourism in a professional, modern, sustainable, and internationally-oriented direction.

The highlight of the opening ceremony was the art program "Green Cat Ba," commemorating the 67th anniversary of President Ho Chi Minh's visit to Cat Ba and Cat Hai. The opening ceremony was a particularly important event for the tourism industry of the Cat Hai Special Economic Zone; contributing to the introduction and promotion of the outstanding, unique, and distinctive potential and strengths of the Cat Ba archipelago – a World Natural Heritage site – to a wide audience of domestic and international tourists, thereby stimulating demand and ushering in an attractive and successful Cat Ba tourism season.

Neejar Malveya, a tourist from India, said he had seen many pictures of Cat Ba on various media outlets. Upon experiencing it firsthand, he was particularly impressed by its pristine, majestic beauty, different from other coastal and island areas he had visited. He also appreciated the friendliness and hospitality of the local people. The opening ceremony helped him learn more about the local history and admire many beautiful sights of Cat Ba that he hadn't been able to see during this trip.
