As a province with numerous investment projects involving land and land clearance, Quang Ninh province places great importance on land management.
First and foremost, the province focuses on land use planning and plans. Quang Ninh has completed the adjustment of land use planning for the period 2021-2030 at the district level for all 13 districts, towns, and cities. At the same time, departments, agencies, and localities have also developed and finalized their 5-year land use plans (2021-2025).

Annually, the Provincial People's Committee also approves the land use plans of districts, towns, and cities within the province. It promptly reviews and updates projects and works into the annual land use plan, especially public investment projects, key projects, and projects that drive the socio-economic development of the province.
To implement the 2024 Land Law, Quang Ninh province is focusing on completing the regulations of the Provincial People's Committee to concretize the law, such as: Regulations on land allocation and recognition limits for residential land; limits on allocating unused land to individuals for use according to approved land use plans and schemes for agricultural , forestry, and aquaculture production; limits on recognizing self-reclaimed agricultural land; limits on receiving transfers of agricultural land use rights; and land area for constructing facilities directly serving agricultural production...
In addition, Quang Ninh has also developed regulations on compensation and resettlement support when the State reclaims land in the province, in accordance with Government Decree No. 88/2024/ND-CP dated July 15, 2024; and developed a set of compensation rates for assets attached to land when the State reclaims land in the province…
To ensure efficient land use, the province directed relevant agencies to inspect and assess the capacity of organizations and individuals leasing land. In the first nine months of 2024, the province leased land to nine organizations with a total area of 228.86 hectares; allocated land to 17 organizations with an area of 14.43 hectares; extended land use periods for 11 organizations with an area of 183.33 hectares; and reclaimed land from eight organizations with an area of 81.22 hectares.

The province, its departments, agencies, and localities are also focusing on comprehensively reviewing, inspecting, and auditing the allocation and leasing of land, the management of forest land, and aquaculture land for households and individuals; and reviewing and handling investment projects using land and water that are behind schedule or in violation of the law within the province.
From 2022 to the end of August 2024, the province issued comprehensive inspection conclusions for 175 investment projects using land in the area; handled issues related to land funds and state investment costs when projects had land acquisition decisions; reviewed projects that had not yet completed procedures for converting rice land and forest land to other purposes; resolved and removed difficulties and obstacles related to land clearance in the implementation of projects...
As of August 2024, a total of 71 projects that had been allocated or leased land were behind schedule for two years or more. The province is implementing and directing decisive action, and strictly handling projects that are behind schedule and violating the law.
The province also prioritizes land tax management. During the period 2022-2024, the Provincial People's Committee issued seven decisions on the tax assessment price list for various types of resources exploited within the province. Compensation, support, and resettlement are always ensured to be transparent, fair, and to harmonize the interests of the State, landowners whose land is expropriated, and investors, in accordance with the Constitution and laws.
Authorities at all levels are implementing land and real estate market management to prevent speculation and price manipulation that could affect social security, order, and the province's economic development. The province is also promoting the role of the Vietnam Fatherland Front, political and social organizations, and the people in land management and use; promptly reporting any difficulties, inadequacies, or violations in the implementation of land policies and laws, so that competent authorities can handle them promptly and effectively.
The province's focus on and strengthening of land management contributes to stability and promotes socio-economic development in the area.
