Recently, at the regular Government meeting in July, Minister of Home Affairs Pham Thi Thanh Tra said that after one month of operation, the two-level local government model has basically become stable, smooth, uninterrupted and initially recorded many positive signals, bringing satisfaction to the people.
However, the Minister also frankly pointed out many issues that need to be urgently overcome. That is, the organizational structure in some localities is still inadequate, the staff at the commune level is not uniform, both redundant and insufficient. The quality of staff, especially at the commune level, in some places is still weak, not adapting to the new requirements and authority. Meanwhile, the number of deputy heads after the merger at the provincial level is still large, and there is no specific adjustment plan.
Although the Public Administration Service Centers operate well in some places, there are still places where they are not synchronized and not effectively connected due to limited infrastructure, software and staff. In particular, the resolution of policies and regimes for officials who quit their jobs is still not drastic.
"Of the more than 95,000 people who have decided to retire, about 75,000 have had their funding approved by competent authorities. Of these, only about 42,000 have been actually paid," said Minister Pham Thi Thanh Tra.
Besides, facilities and working conditions at many new headquarters, especially in remote areas, are still difficult.
Faced with the above-mentioned shortcomings, the Ministry of Home Affairs recommends that ministries and branches focus on perfecting the institutional and policy systems to better serve the operation of the two-level local government model.
The Minister said that currently, the Ministry of Home Affairs is urgently developing a Decree on job positions, determining the payroll for commune-level administrative units based on job positions, population size, area, specific factors and functions, tasks, and authority, avoiding the situation of "wearing the same shirt".
"This is the work that the Ministry of Home Affairs is determined to do this August. After the Politburo gives its opinion, the Government may issue a Decree next month," said Minister Pham Thi Thanh Tra.
At the same time, the Ministry of Home Affairs is also consulting on amending a number of decrees and regulations to clarify administrative unit standards, classify administrative units, and supplement a number of beneficiaries of appropriate policies according to local recommendations...
Regarding the staff, Minister Pham Thi Thanh Tra emphasized: “Recently, we mainly focused on mechanical consolidation. Now that things have gradually stabilized, localities need to pay special attention to reviewing, evaluating, and screening the staff and civil servants at the commune level, combined with restructuring and thoroughly resolving policies.”
The Minister noted that the support policy under Decree 178 is unlikely to be extended. Therefore, the Ministry of Home Affairs recommends that localities “act quickly and decisively”. Officials who do not meet the requirements can be encouraged to resign on their own initiative, thereby meeting the requirements of restructuring and improving the quality of the team.
Regarding the payment of benefits, Minister Pham Thi Thanh Tra said that when units and localities have decided to let cadres, civil servants and public employees quit their jobs due to the impact of organizational restructuring, they need to promptly make payments of benefits and policies in accordance with regulations to ensure that when a decision is made to quit, it must be paid immediately.
The Ministry of Home Affairs has also agreed with the Ministry of Finance that if by August 31, any unit or locality has not completed the payment, the Ministry of Home Affairs and the Ministry of Finance will report to the competent authority to consider the responsibility of the head.
Minister Pham Thi Thanh Tra also said that on August 9, the Ministry of Home Affairs will organize training and professional development for 3,321 communes, wards and special zones nationwide, to clearly disseminate new functions, tasks and authorities, and at the same time remove bottlenecks in the practical implementation of the two-level local government model.
The Ministry also encourages localities to send provincial-level experts such as finance, justice, land administration, information technology, etc. to support and "show hands" to the commune level. This approach has been effectively implemented in some localities such as Da Nang and Lam Dong, helping the commune-level apparatus operate more smoothly and professionally right from the beginning.
The Ministry of Home Affairs will continue to closely coordinate with relevant ministries and branches to comprehensively review the institutional system, promptly amend problematic regulations on decentralization and delegation of power, and create a transparent and smooth legal corridor for the two-level local government apparatus to operate effectively, substantially and for the people.
In particular, Minister Pham Thi Thanh Tra emphasized: “The most important fundamental factor is changing the management mindset. More than ever, operating a two-level local government requires a shift from traditional administrative thinking to proactive, creative, developmental, modern and professional thinking.”
