Hundreds of recommendations and problems in the land sector in localities

The Department of Land Management ( Ministry of Agriculture and Environment ) informed that there have been hundreds of recommendations and problems in the land sector in localities that were compiled by the working delegation of the Department and the Departments of Agriculture and Environment during the process of working directly in the localities.

Specifically, in the last two weeks of August and the beginning of September (August 26 to September 5), officials of the Department of Land Management joined working delegations from the Departments of Agriculture and Environment to work directly at 101 communes and wards in 24/34 provinces and cities.

Accordingly, civil servants have coordinated with local departments and branches to provide training and guidance on building land price tables, deploying a 90-day campaign to clean up land data, implementing Decree No. 151/2025/ND-CP of the Government on the delimitation of authority of two-level local authorities, decentralization and decentralization in the land sector and Decree No. 226/2025/ND-CP of the Government amending and supplementing a number of articles of decrees detailing the implementation of the Land Law.

The results showed that the working group had compiled 243 recommendations and problems from localities. Of which, 47 were on planning, land allocation, land lease, and land use conversion; 88 were on land measurement and registration; 11 were on controlling land management and use, and handling land violations; 40 were on land prices, compensation, support, and resettlement; 12 were on land statistics and inventory, land databases, and administrative procedures; and 45 were on land user rights.

Previously, in the first week of coordinating with localities to go to specific areas (from August 18 to 25), civil servants compiled 675 recommendations and problems in the land sector. Of which, 251 recommendations were related to land measurement and registration; 179 recommendations on planning, land allocation, land lease, and land use purpose conversion; 123 recommendations on land prices, compensation, support, and resettlement; 84 recommendations on administrative procedures and land user rights; and many other issues such as statistics, inventory, land database, and management and handling of land violations...

Mr. Dao Trung Chinh - Director of the Department of Land Management commented that compared to the first week (August 18 - 25), the number of petitions has decreased to only about 1/3. The petitions and problems above have been answered and directly guided by civil servants at training conferences and direct working sessions at communes and wards. Some of the petitions and problems sent back have been urgently directed by the Department of Land Management to be coordinated and handled by specialized units and guided by civil servants to answer and handle them during their work at the locality.

However, in addition to the achieved results, Director Dao Trung Chinh also pointed out some difficulties at the local level such as the coordination in handling land records between the Land Registration Office Branch, the Tax Department and the Ward People's Committee still has many shortcomings. The provision of information is not complete, along with having to operate on many different software such as the National Public Administration Service Portal, VBDLIS (land management software), Eoffice (electronic office) but has not been guided and trained synchronously, causing the records to be pending and not completely processed...

Currently, many localities report a shortage of personnel, with each ward only assigning 1-2 civil servants to be in charge of the land sector, while the land database is not complete and synchronous. This is a major difficulty when the commune level is assigned to undertake an increasing amount of work. It is recommended that there should be a policy to supplement personnel for the ward and commune levels, especially in land management at the local level - Mr. Chinh informed.

To support localities in implementing the two-level local government model, the Ministry of Agriculture and Environment has sent 34 officers to perform tasks in the area. During that process, many issues were promptly handled by the Department of Land Management in coordination with specialized units, providing direct guidance at the grassroots level, contributing to solving difficulties for localities. Notably, the number of petitions decreased by about 1/3 compared to the first week, showing the initial effectiveness in supporting localities to contribute to the effective operation of two-level local government in the land sector.
