This expectation was shared by General Secretary To Lam when giving a directive speech at the 1st Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, term 2025-2030, on the morning of September 23.
The General Secretary hopes that in this term, there will be clear changes at the grassroots level: fewer meetings; more work and action; fewer slogans, more results; fewer procedures, more smiles from the people.

The Congress takes place in the context of the country entering the 2025-2030 term with new requirements for synchronous organizational restructuring associated with innovation in operating methods; restructuring the socio-economic development space by "rearranging the country" through geographical division at the provincial and communal levels with a 2-level local government model.
In the coming time, the General Secretary proposed that three guiding viewpoints need to be consistent.
One is to take the people as the center, subject, goal and driving force of innovation. Every resolution and action program must answer: What practical benefits are there for the people, for each vulnerable group, for each specific community?
Second is the combination of democracy, discipline, and rule of law. In particular, the General Secretary emphasized the expansion of democracy at the grassroots level, promoting social dialogue, along with enforcement discipline, rule of law, and respect for differences.
The third viewpoint, according to the General Secretary, is to shift from formal movements to substantive results, based on data and figures; prioritizing models that can be replicated quickly, at reasonable costs, have a great impact on life, and bring practical benefits to people.

One is to perfect the organization and coordination mechanism of "one task, one focal point, one deadline, one result". In particular, the General Secretary noted the need to decentralize and delegate powers clearly, prevent overlap, and eliminate administrative organization of the Front.
Second is to consolidate and expand the great national unity bloc, "leaving no one behind". The General Secretary requested to design a multi-layered, multi-channel network of representation and participation; promote the valuable characteristics of Vietnam, which is the absence of religious and ethnic conflicts, to develop great unity blocs; turn differences into characteristics, into resources for national development.
Third is to take care of people's lives, paying attention to issues of employment, wages, labor safety, livelihoods, social security, etc. The General Secretary also suggested establishing a provincial-level community emergency assistance fund; piloting community risk insurance for vulnerable groups, etc.
Fourth is to innovate the way unions operate. In particular, according to the General Secretary, unions must return to their proper functions: regular dialogue, substantive collective discussion, protection of workers' rights, and building union institutions at home and at work. "Absolutely avoid formalistic movements, frequent meetings, good reports but little results," the General Secretary requested.
The fifth focus, according to the General Secretary, is to institutionalize into a mandatory process the policy: People know - people discuss - people do - people check - people supervise - people benefit.
The sixth focus is on discipline in implementation, practical emulation, and thorough inspection. Along with that, the General Secretary requested to strengthen inspection, supervision, rewards, and strict discipline; not to make excuses or do things for others, not to avoid conflicts, and not to chase after achievements.
To bring the above 6 focuses into life, the General Secretary emphasized that the Standing Committee of the Party Committee of the Fatherland Front must be truly exemplary, dare to think, dare to do, dare to take responsibility; choose the right breakthrough, the right person, the right job; and establish a smooth coordination mechanism from the Central to the grassroots level.

The General Secretary also noted that Party members working in the Front and mass organizations system must be core, not formalistic, not evasive, not pushy, not doing wrong functions.
Thoroughly grasping that the Congress only passed targets that could be achieved and done well, the General Secretary emphasized: "The resolutions of the Party Committee of the Fatherland Front and the Central organizations must have the identity of the Front, and bear the characteristics of the great national unity bloc. Do not let the resolutions be beautiful on paper."
According to the General Secretary, in every period, if the people are at peace, the country will be stable. Protecting the Party's ideological foundation, strengthening people's trust, preserving cultural identity, promoting creativity and humanity, these are the soft but extremely solid defense lines of the nation.
“The Front is the place that weaves the connecting thread between the Party, the State and the people, and is the place that turns correct policies into correct actions and correct results,” according to the General Secretary.
