According to the Official Dispatch, storm RAGASA has strengthened into a super typhoon and is active in the eastern part of Luzon Island (Philippines). The strongest wind near the storm center is at level 16-17 (184-221 km/h), gusting above level 17. According to forecasts, this could be the strongest storm in the East Sea since the beginning of the 2025 storm season. It is forecasted that around the evening of September 22, super typhoon Ragasa will enter the East Sea and become storm number 9. After entering the East Sea, the storm will move in a West-Northwest direction at a speed of 15-20 km/h and continue to strengthen.
This is forecast to be a very strong storm, moving at a very fast speed, with a similar intensity to the YAGI storm in 2024. To proactively respond to the storm's developments, ensure the safety of people's lives, and limit damage to people's and State's property, the Minister of Industry and Trade , Head of the Ministry of Industry and Trade's Civil Defense Command, requested units in the industry and trade sector to focus on directing and responding to the storm with the highest spirit and responsibility under the direction of the Prime Minister and local authorities.
At the same time, strengthen the work of disaster prevention on duty, closely monitor the storm's developments from the National Center for Hydro-Meteorological Forecasting to promptly deploy response measures to natural disasters caused by storms.
The Department of Industry and Trade of provinces and cities from Quang Ninh to Da Nang directs hydropower dam owners in the area to seriously implement the inter-reservoir operation process, single-reservoir operation process, dam protection plan, and emergency response plan approved by competent authorities.
At the same time, deploy plans to reserve goods, supplies, and essential necessities, focusing on areas frequently affected by natural disasters, remote areas, and areas prone to isolation; closely coordinate with local authorities at all levels to effectively implement on-site reserve plans, market stabilization plans/plans to ensure essential goods, necessities, and goods with high consumer demand when natural disasters occur; urgently synthesize and report to the Ministry of Industry and Trade before September 24, 2025 on the results of inspections and safety assessments of dams and hydropower reservoirs in the area under management to serve the direction and operation of storm response.
The Vietnam National Oil and Gas Group (PVN) has notified ships and offshore oil and gas projects in the storm-affected area to immediately deploy measures to ensure safety for people, property and projects.
Vietnam Electricity Group directs units managing and operating hydropower projects to strengthen safety inspections of the power grid system and power projects under their management. Timely detect and fix weak points that pose a risk of electrical safety loss such as grounding locations, lightning protection, circuit breakers, insulation, etc.
The National Electricity System and Market Operator (NSMO) develops scenarios for operating the national electricity system to respond to major incidents that may occur due to the impact of natural disasters. Directs subordinate units to raise their sense of discipline and strictly comply with regulations and rules in the operation of shifts.
Hydropower dam owners must strictly comply with the operating procedures for inter-reservoirs and single-reservoirs approved by competent authorities, especially when unusual situations arise.
In the Official Dispatch, the Ministry of Industry and Trade requested that industry and trade units prepare forces, equipment, means and materials to promptly respond to natural disasters; closely coordinate with authorities at all levels in disaster response and participate in rescue when requested. Organize 24/24h duty, regularly report information to the Standing Office of the Civil Defense Command of the Ministry of Industry and Trade.
