High-speed railway project on the North-South axis through the province: Applying special mechanisms and policies for compensation, support and resettlement

Khanh Hoa Provincial People's Committee has just issued a document on the application of specific mechanisms and policies to implement the component projects of Compensation, support and resettlement serving the High-speed Railway Project on the North-South axis through the province.

Accordingly, the Provincial People's Committee agrees on the policy of appointing contractors for consulting, non-consulting, and construction packages to carry out compensation, support, and resettlement work to serve the North-South high-speed railway project through the province in accordance with the provisions of the Railway Law 2025 and Point c, Clause 12, Article 3 of Resolution No. 172 dated November 30, 2024 of the National Assembly on investment policy for the North-South high-speed railway project. Based on the above approved content, the Provincial People's Committee assigns investors of component projects for compensation, support, and resettlement to serve the North-South high-speed railway project through the province to proactively review and implement the following related tasks of the projects to ensure strictness, efficiency, publicity, transparency, and compliance with the order and procedures prescribed by the law on bidding; absolutely not allowing loss, waste, or negativity to occur.

The Provincial People's Committee noted that the application of special mechanisms and policies is aimed at ensuring the progress of the project. Therefore, it requires investors to focus on organizing and implementing the project to meet the progress assigned by the National Assembly and the Government . Relevant departments and branches, according to their prescribed functions and tasks, are responsible for monitoring, supervising, guiding and supporting investors in organizing and implementing the project's work to ensure strict compliance with the provisions of law.

It is known that the North-South High-Speed ​​Railway Project has a total length of about 191.8 km through Khanh Hoa. There are 3 stations in the province, including 2 passenger stations (Dien Khanh station, Thap Cham station) and 1 freight station (Ninh Hoa station) to connect and transfer goods with Van Phong Economic Zone. Along the entire route, there are 4 maintenance stations located in the communes: Tu Bong, Cam An, Xuan Hai, Phuoc Ha. The project passes through 25 communes and 4 wards of Khanh Hoa province, with the starting point from Dai Lanh commune, bordering Dak Lak province; the end point is in Phuoc Ha commune, bordering Lam Dong province. The preliminary route is divided into 3 sections, respectively assigned to the Provincial Project Management Boards as investors of the project components for compensation, support and resettlement. There are 31 resettlement areas serving the site clearance of the High-Speed ​​Railway Project through the province. Of which, there are 13 existing resettlement areas, 18 newly built and expanded resettlement areas. The total estimated construction cost of the resettlement area is 1,744.37 billion VND, the construction area is 99.25 hectares, the total number of resettlement plots expected to be invested in construction is 2,217 plots.
