Deputy Minister of Home Affairs Truong Hai Long emphasized the above at the 4th meeting of the Government Steering Committee on science , technology development, innovation, digital transformation and Project 06.
Deputy Minister Truong Hai Long said that administrative reform work has always received attention, close attention and regular, comprehensive direction from the Government, the Prime Minister and ministries, branches and localities; especially urgent, drastic and timely directions and instructions to remove obstacles arising in the process of organizing and operating two-level local governments and promoting decentralization and delegation of power.
Regarding the reform of the organizational apparatus and the implementation of a two-level local government, after the arrangement, the organizational structure of the Government includes 17 ministries and branches; the number of agencies under the Government is 5 agencies.
Ministries and agencies have actively reviewed and improved the functions, tasks, powers and organizational structures of internal organizations towards streamlining, transparency, and effective and efficient operations.
Based on central regulations, to date, localities have completed the arrangement and consolidation of People's Councils and People's Committees at provincial and communal levels; established 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones.
Implementing the policy of promoting decentralization and delegation of power under the direction of the Politburo, the Government has issued 30 decrees on decentralization, delegation of power, and assignment of authority. In addition, the Government's decrees issued after July 1, 2025 have continued to decentralize and assign authority to local authorities at two levels for a number of tasks and powers in sectors and fields.
Ministers and Heads of ministerial-level agencies have issued 66 Circulars under their authority to implement guidelines on decentralization, delegation of authority, and division of authority when organizing a two-level local government model.
According to statistics to date, 2,541 total tasks have been reviewed for decentralization and delegation of authority; and authority determination. Of these, 1,377 tasks have been decentralized and delegated; 1,164 tasks have been assigned authority.
Handling of administrative procedures under the 2-level local government model is gradually stabilizing.
In administrative procedure reform, some outstanding results include simplifying administrative procedures and citizen papers related to population management as prescribed in 19 Resolutions of the Government. The total number of administrative procedures implemented by ministries and agencies in the first 8 months of the year is 116 administrative procedures. Accumulated from 2021 to present, ministries and agencies have reduced and simplified 1,027/1,084 administrative procedures in 296 legal documents, reaching 95%.
Regarding the results of implementing administrative procedures under the one-stop shop and inter-connected one-stop shop mechanisms, the Government issued Decree No. 118/2025/ND-CP on implementing administrative procedures under the one-stop shop and inter-connected one-stop shop mechanisms at the One-stop Shop Department and the National Public Service Portal.
On that basis, up to now, 32/34 localities have established 3,139 commune-level public administrative service centers; Hanoi and Quang Ninh operate according to the model of one-level public administrative service centers and organize branches or public administrative service points. The total number of staff at the commune-level public administrative service centers of 32 localities is 24,382 people; on average, a commune-level public administrative service center is assigned 6 full-time staff.
The work of receiving and handling administrative procedures under the 2-level local government model has gradually stabilized. Since the previous meeting, 34 localities have handled 6.6 million administrative procedure files online, with an on-time processing rate of 91%. The system also recorded more than 3 million online payment transactions, with a total value of about 1,700 billion VND. Some localities with a large number of files are Ho Chi Minh City, Hanoi, Hai Phong, Dong Nai, Thanh Hoa...
Regarding public service reform, according to Deputy Minister Truong Hai Long, the National Assembly has passed the Law on Cadres and Civil Servants (amended) in 2025, with many breakthrough contents on the management of cadres and civil servants. Along with that, the Government has issued important decrees to restructure and improve the quality of the team, focusing on policies to attract high-quality human resources to the public sector, especially human resources serving the development of science and technology, innovation and national digital transformation.
The settlement of policies for the staff and civil servants after the reorganization has been seriously implemented and the initial restructuring has improved the quality of the staff. The work of arranging housing, supporting travel conditions and working means for staff and civil servants in many localities has been paid attention to and gradually stabilized.
Promote process restructuring, digitization of records and documents
In the coming time, the Ministry of Home Affairs requests that heads of ministries, branches and localities focus on directing strongly, prioritizing resources to implement administrative reform work comprehensively and synchronously, completing assigned goals and tasks in 2025. Strengthen inspection, monitoring, evaluation and regularly review and grasp the implementation of administrative reform tasks in the process of operating local governments at 2 levels to promptly take measures to remove obstacles and improve the effectiveness and efficiency of state management.
Ministries and branches focus on advising and proposing to remove difficulties, obstacles and legal bottlenecks that have been reviewed according to the conclusion of the Central Steering Committee on perfecting institutions and laws; urgently direct and guide the handling of obstacles directly related to the activities of local governments at two levels, especially for socio-economic development projects and programs.
Effectively implement the Government's action programs to implement the Politburo's resolutions. Focus on reviewing, approving and implementing plans to reduce and simplify administrative procedures related to production and business according to Resolution No. 66/NQ-CP dated March 26, 2025.
Promote process restructuring, digitize records and documents, and upgrade the information system for handling administrative procedures to improve the quality of online public service provision, especially procedures related to residence, household registration, driving licenses, land, and enterprises; deploy the reception and handling of administrative procedures regardless of administrative boundaries within the province.
Regularly train and guide the grassroots, especially at the commune level; check and supervise the implementation of administrative procedures in accordance with regulations, to avoid congestion.
Ministries, sectors and localities need to continue reviewing the functions and streamlining the affiliated agencies, public service units and enterprises under their management in the spirit of Document No. 59 of the Central Steering Committee on summarizing Resolution No. 18. This includes focusing resources on promoting the removal of arising obstacles to effectively implement the 2-level local government model.
Focus on seriously and effectively implementing the Law on Cadres and Civil Servants 2025 and guiding documents for implementation. Continue to research and propose the Government to issue documents amending and supplementing regulations on organizational structure, payroll, recruitment, assessment, planning, training and fostering of cadres according to the new regulations of the Politburo so that localities have a basis for unified implementation.
For localities, it is necessary to urgently complete the positions of cadres and civil servants at the commune level, ensure the quantity, learn from experience while working, promptly propose solutions to improve the effectiveness of cadre work, and ensure the smooth and effective operation of the two-level local government apparatus.
"The Ministry of Home Affairs will take the lead in advising the Government Party Committee to report to the Politburo to review and complete regulations on job positions and staffing framework for cadres and civil servants for the 2026-2030 period for implementation by ministries, branches and localities," said Deputy Minister Truong Hai Long.
