Conclusion No. 195-KL/TW on the situation and performance of the political system and two-level local government apparatus

On September 26, 2025, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued the Conclusion of the Politburo and the Secretariat on the situation and performance of the political system apparatus and two-level local government (Conclusion No. 195-KL/TW).

Conclusion No. 195-KL/TW stated: At the meeting on September 26, 2025, after listening to the Report of the Central Organizing Committee on the situation and results of the operations of the political system and local government apparatus at two levels from July 1, 2025 to present and the Supervision Report of the Central Inspection Committee, the Politburo and the Secretariat concluded as follows:

Basically agree with the contents, proposals and recommendations stated in the Report of the Central Organizing Committee on the situation and results of the operations of the political system and local government apparatus at 2 levels from July 1, 2025 to present and the Supervision Report of the Central Inspection Committee.

The Politburo and the Secretariat acknowledged and commended Party committees at all levels, Party organizations, Party committees of Central Party agencies, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, provincial Party committees, city Party committees, and Party committees of communes, wards, and special zones for their promptness and efforts in fully and seriously implementing assigned contents and tasks; proactively and actively completing many tasks ahead of schedule; at the same time, overcoming difficulties, providing guidance, and promptly removing obstacles arising in the practical implementation of the activities of the political system apparatus and local governments at two levels, ensuring smoothness and efficiency.

Timely remove difficulties, especially at the grassroots level; replicate good models and effective methods.

The Politburo and Secretariat request Party committees at all levels to:

(i) Successfully organize the congresses of Party Committees directly under the Central Committee according to plan. Focus on propaganda before, during and after the congress.

(ii) Carefully study and continue to strictly implement the conclusions of the Politburo and the Secretariat on improving the operational efficiency of the political system and the two-level local government apparatus; promptly remove difficulties, overcome inadequacies, contradictions and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level; continue to promote administrative procedure reform, reduce unnecessary reports, documents and meetings; strengthen inspection, guidance and professional and technical training; continue to review and streamline the internal apparatus; focus on urgently arranging and re-arranging the team of cadres and civil servants at the commune level, ensuring that the apparatus operates smoothly, effectively and efficiently according to the motto "new must be better than old, words must go hand in hand with actions, unity and solidarity to serve the people", not to interrupt public service activities, not to miss tasks...

(iii) Urgently implement the newly issued resolutions of the Politburo; continue to innovate the work of researching, studying and thoroughly grasping the Party's resolutions; promote information and propaganda on the country's policies, guidelines, orientations, development strategies, mechanisms, policies, socio -economic achievements, and operational efficiency of local governments at two levels; strengthen the fight to prevent and refute false and hostile information on cyberspace; replicate good models, good and effective practices, creating a widespread influence and social consensus.

Carefully review and evaluate the feasibility of implementing decentralization and delegation tasks.

The Politburo and the Secretariat assigned the Government Party Committee, the Government, and relevant agencies to continue to closely coordinate with the National Assembly Party Committee in implementing tasks related to the construction and improvement of institutions assigned in resolutions, conclusions, and plans of the Central Committee, the Politburo, the Secretariat, and the tasks stated in Plan No. 56-KH/BCĐ.

Accordingly, the Government Party Committee focuses on strictly implementing Conclusion No. 192-KL/TW, dated September 19, 2025 of the Politburo and the Secretariat, especially reviewing and carefully assessing the feasibility of implementing the tasks of decentralization, delegation, and assignment of authority in management, proposing solutions to promptly handle difficulties, amending and supplementing the timely issuance of Government decrees related to the operation of the 2-level local government model, reviewing and adjusting the organization of professional apparatus of departments, branches and decentralization and delegation of authority to the grassroots. Directing and guiding the completion of the development planning of provinces, communes, wards, and special zones to be completed before October 30, 2025. Requesting ministers, provincial and municipal party secretaries, and chairmen of people's committees of provinces and cities to be responsible for directing the overcoming of shortcomings and limitations pointed out in the Report of the Central Organizing Committee and the Central Inspection Committee under the responsibility of their ministries, branches and localities. Clearly assign responsibilities, determine the time to complete, ministries, branches and localities must complete the settlement of overdue administrative procedures before October 15, 2025; directly inspect and evaluate the tasks of ministries and localities being implemented at the grassroots level to provide timely guidance and direction.

The Government Party Committee leads and directs:

(i) Ministries and branches urgently amend, supplement, and promptly and fully promulgate working processes, reform, and simplify administrative procedures for tasks that have been decentralized, delegated, and assigned authority to the provincial and communal levels to ensure ease of implementation and inspection; organize training and equip knowledge and skills for civil servants at the provincial and communal levels to effectively perform decentralized and delegated tasks.

(ii) Direct the Ministry of Science and Technology, the Ministry of Public Security and relevant ministries, branches and agencies to coordinate and support the Fatherland Front and socio-political organizations to connect the database of the Fatherland Front and mass organizations with the national database on population (in the immediate future, support the standardization of connecting the database of union members and association members according to Plan No. 02-KH/BCĐ, dated June 19, 2025 of the Steering Committee of Resolution 57), the national shared database and the open database of the sectors according to the functions and tasks of the Fatherland Front and socio-political organizations.

(iii) Direct the Ministry of Home Affairs to urgently submit to the Government for promulgation a Decree on administrative unit standards, administrative unit classification and urban classification, to be completed in October 2025; complete the Salary and Allowance Project, report to competent authorities for decision to apply generally and consistently throughout the political system.

(iv) Ministries, ministerial-level agencies, and government agencies must urgently complete proposals for restructuring public service units, state-owned enterprises, and the internal apparatus of enterprises under the management authority of ministries, ministerial-level agencies, government agencies, and localities in accordance with the new situation; to be completed by October 2025.

(v) Clarify the causes and review the responsibilities of organizations and individuals in not seriously and promptly implementing the conclusions of the Politburo and the Secretariat and delaying the implementation of regimes and policies for cases of work leave according to regulations, report to the Politburo (through the Central Organizing Committee) before October 15, 2025; guide the payment of regimes and policies for cadres, civil servants and employees who have decided to retire or quit before August 31, 2025 but have not been paid; complete the payment before October 15, 2025 for cases that have decided to leave before August 31, 2025.

The conclusion also stated: Ministries, branches and localities continue to promote the implementation of Plan No. 02-KH/BCĐ, dated June 19, 2025 of the Steering Committee for Resolution 57 on digital transformation in the political system, urgently overcome the shortcomings, limitations, difficulties and obstacles in institutions, facilities, technology infrastructure and human resources as pointed out in the Report of the Central Inspection Committee. Assign the Standing Committee of the Steering Committee for Resolution 57 to work specifically with the agencies: Party Committees of Central Party agencies, Government Party Committee, National Assembly Party Committee, Fatherland Front Party Committee, Central organizations to urge the removal of difficulties and obstacles to ensure synchronization and connectivity in the political system. Strengthen leadership and direction of the work of protecting state secrets, ensuring network security, information security and data safety.

Three tasks of the Party Committee of the Fatherland Front and Central mass organizations in the first week of October 2025

The Politburo and the Secretariat assigned the Party Committee of the Fatherland Front and central mass organizations to lead and direct the urgent reporting to the Politburo and the Secretariat for decision in the first week of October 2025:

(i) The arrangement of the organizational structure of all socio-political organizations and mass organizations assigned by the Party and State at the central and provincial levels and the establishment of corresponding and appropriate party organizations for each socio-political organization and implementation.

(ii) Review and arrange press agencies under the Central Committee of the Fatherland Front, socio-political organizations and mass organizations assigned by the Party and State.

(iii) Perfecting the organizational and operational model of the Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry in the new situation.

Arrange enough specialized staff at the grassroots level; complete digital infrastructure and digital platforms.

The Politburo and the Secretariat request that ministers, heads of ministerial-level agencies, and secretaries of local Party committees, based on the Report of the Central Organizing Committee and the Supervision Report of the Central Inspection Committee, directly supervise and direct the overcoming of shortcomings and limitations that have been pointed out under the responsibility of ministries, branches, and localities; clearly assign responsibilities and determine the time limit for completing the overcoming, including:

(i) Immediately deploy the arrangement, mobilization, and assignment of staff and civil servants; arrange enough professional staff (especially staff with experience in land management, planning, construction, finance, information technology, education management, health care, etc.) to the grassroots level, to be completed before October 15, 2025; completely implement the payment of regimes and policies for staff and civil servants, and employees who have decided to retire or quit their jobs before August 31, 2025, to be completed before October 15, 2025.

(ii) Review and evaluate the current status of the staff before and after the administrative unit arrangement and implementation of the 2-level local government model; identify shortages and surpluses, causes, and solutions, clarify the arrangement of district (old) and commune (old) staff, and report to the Politburo (through the Central Organizing Committee before October 15, 2025).

(iv) Strengthen training organization, equip knowledge and skills for local civil servants to effectively perform decentralized tasks, delegated powers, and assigned authority.

(v) Continue to pay attention to and fully arrange working equipment and means, especially conditions for transmission lines and connection signals; complete digital infrastructure, digital platforms, and digital data to ensure smooth connection between central government levels to provinces and communes; build and effectively exploit databases; enhance the application of science and technology in management and settlement of administrative procedures; integrate with the digital transformation program, administrative reform linking decentralization with administrative procedure reform and digitalization, standardizing work processes.

(vi) Timely report difficulties and problems in the process of implementing decentralized tasks, decentralization, and assignment of authority to departments, ministries, and branches to promptly find solutions to ensure smooth and effective operations.

(vii) Lead and direct specialized agencies, staff, and local authorities to actively review and report to competent authorities to issue solutions to remove difficulties and obstacles in institutions and policies, meeting practical requirements.

The Politburo and the Secretariat assigned the Central Organizing Committee to preside over and coordinate with relevant Party committees, agencies and units to help the Politburo and the Secretariat regularly monitor, grasp the situation, and give opinions (when necessary) in the process of implementing tasks of Party committees, agencies and units to ensure the progress, policies and requirements of the Party Central Committee, the Politburo, the Secretariat and the Steering Committee; adjust and supplement the contents, tasks and implementation progress in accordance with the practical situation; summarize the implementation of Resolution 18 and the Politburo's conclusions on this issue, and report to the Party Central Committee at the 14th Central Conference in November 2025.
