Ministry of Education and Training proposes regulations on salary classification for teachers

Pursuant to the provisions of the Law on Promulgation of Legal Documents; Pursuant to Decision No. 1526/QD-TTg dated July 14, 2025 of the Prime Minister promulgating the List and assigning the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 9th session, the Ministry of Education and Training has drafted a Circular stipulating codes, appointments and salary classification for teachers teaching in public educational institutions (draft Circular).

According to the Draft Circular, the appointment and salary arrangement for teachers teaching in public educational institutions must be based on the job position, responsibilities, tasks, capacity and professional expertise of the teacher and in accordance with the provisions of law.

It is not allowed to combine salary increase or change of teaching title, except in cases where the teacher has a career advancement, meets the requirements of a higher teaching title and wishes to change the current teaching title;

Teachers have extensive experience in teaching and education and have many achievements in professional activities or in cases where teachers are recognized and appointed to the title of professor or associate professor according to regulations of specialized laws.

Newly recruited teachers are not appointed to a professional position higher than the one they have been selected for based on their training level.

In case there is a difference between the current salary coefficient and the salary coefficient of the teaching position, the difference coefficient will be reserved according to the provisions of the law on wages.

Regarding the cases of appointment and salary classification according to professional titles, the draft Circular proposes: Teachers are recruited according to the provisions of law; Teachers are allowed to change their teacher titles according to the provisions of the Law on Teachers and related regulations.

Salary classification when appointed to a professional title rank is implemented according to the guidance in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading, transferring ranks, changing types of civil servants and public employees and according to current regulations of law. When implementing the new salary policy, the transfer to the new salary rank is implemented according to the regulations of the Government.
