The Ministry of Education and Training has announced a draft Decree regulating salary and allowance policies for teachers to widely solicit comments from relevant agencies, organizations and individuals.
The draft Decree stipulates that teachers appointed to the title of professor will apply the senior expert salary scale. Accordingly, the salary scale includes 3 levels: 8.8-9.4-10.0.
According to the Ministry of Education and Training, professor is the highest title, demonstrating capacity, scientific prestige and the role of leading expertise, exploring and creating new knowledge in the field assigned to the professor title.
This is an important factor that directly impacts activities of science, technology development, innovation and national digital transformation according to Resolution 57-NQ/TW dated December 22, 2024 of the Politburo .
Therefore, according to the standards and conditions of senior experts according to Regulation No. 180-QD/TW, professors are similar to senior experts. Therefore, although it is not confirmed that professors are senior experts, the application of the senior expert salary scale for professors is appropriate to the position and role of professors in the development of the field for which the professor title is appointed.

The Ministry of Education and Training said that currently, the title of professor is the highest title of a lecturer, but is only ranked in the same salary as associate professor and other first-class senior lecturer titles.
Although the title of professor has been ranked one level higher, the use of a common salary scale has not yet reflected the rank, position, role of leading the profession, exploring and creating new knowledge of the professor.
According to statistics for the 2023-2024 school year, the number of professors is currently 668, of which 473 are professors in public educational institutions and 195 are professors in non-public educational institutions.
This number accounts for approximately 0.79% of the number of university lecturers. These cases are currently subject to the senior specialist salary scale with a salary coefficient of 6.2 to 8.0.
Thus, if the senior expert salary scale is applied, it will be classified into a salary coefficient of 8.8 and with an average difference of 1.7, calculated based on the basic salary of 2,340,000 VND.
The Ministry of Education and Training estimates that the cost of basic salary for professors working in the public sector in a month is nearly 1.9 billion VND. However, in general, universities and research institutes with professor titles are mainly autonomous at levels 3 and 2 and will gradually increase their autonomy.
Therefore, salaries paid to professors basically do not generate much for the State budget.
The draft Decree regulating salary policy and allowance regime for teachers is open for comments until November 9.
