On November 9, along with many localities across the country, Son La province held a groundbreaking ceremony for the Primary - Secondary Boarding School for Ethnic Minorities in Phat village, Long Sap commune. The event was attended by Mr. Dao Ngoc Dung, Minister of Ethnic Minorities and Religions; Mr. Hoang Van Nghiem, Secretary of the Son La Provincial Party Committee; members of the Provincial Party Committee Standing Committee; leaders of departments, branches and a large number of teachers, students and local people.

Launching key education project in border areas

The ceremony was held in a lively atmosphere, demonstrating the deep concern of the Central Government and the province for an important area on the border.

Long Sap is a border commune with scattered terrain and difficult life. Therefore, the construction of a spacious inter-level school right in the center of Phat village has a special meaning for the ethnic people. This is also one of the projects in the series of projects implemented according to the Conclusion Notice No. 81-TB/TW of the Politburo on the policy of investing in inter-level schools for border communes.

The Long Sap Primary and Secondary Boarding School is invested by the Son La Provincial Police. This is one of 13 schools deployed in Son La province according to the Conclusion Notice No. 81-TB/TW of the Politburo on the policy of investing in building schools for border communes.

The groundbreaking ceremony for the inter-level school project in Long Sap commune demonstrates the State's deep concern for ethnic minority students. At the same time, it contributes to realizing the dream of children in particularly difficult areas to study and develop in the best environment. Along with that, it creates favorable conditions for students to study and practice in a spacious and modern educational environment... From there, it creates motivation to support students to nurture their dreams of flying far, contributing to the development of the country in the future.

Speaking at the ceremony, Minister Dao Ngoc Dung emphasized that investing in schools in border areas is not only a task of building infrastructure but also an important political responsibility to ensure the right to education of ethnic minority children. He affirmed that from now on, "small schools lying quietly in the deep forest" will be replaced by more spacious and modern schools, where students not only study culture but also practice health and develop talents.

The joy was evident on the faces of the people in the border area. Mrs. Vi Thi Nai, from Phat village, could not hide her emotions when witnessing the groundbreaking ceremony: “Since hearing the news of building an inter-level school for ethnic minority children to study, I have been very excited. Our lives are still difficult, when the school is put into use, it will help our children and grandchildren have a spacious and comfortable place to study.” These shares reflect the great aspiration of the people in the border area: hoping that their children and grandchildren will have a complete education and a better future.

Modern scale meets the needs of more than 1,000 students

The Long Sap Primary and Secondary Boarding School for Ethnic Minorities, invested by the Son La Provincial Police, is designed in a synchronous and modern direction with a total investment of 216 billion VND. The school is built on an area of ​​4.95 hectares, with a scale of 30 classrooms, enough to meet the learning needs of more than 1,000 primary and secondary school students who are children of ethnic minorities living in the commune.

The main items of the school include student dormitories, subject classrooms, multi-purpose halls, libraries, playgrounds, sports fields, etc. All are planned according to the standards of an inter-level boarding school to create a safe, friendly and suitable learning and living space for the specific conditions of the border area.

The project is expected to be completed and put into use from the 2026-2027 school year. At that time, students in remote villages of Long Sap will no longer have to travel long distances, arduously walking on dangerous mountain roads to get to school. Having a spacious boarding area will also help teachers more conveniently in management, teaching and building a comprehensive educational environment.

Vice Chairman of Son La Provincial People's Committee Nguyen Minh Tien assessed that the construction of the inter-level school in Long Sap will create a clear change in the quality of education. He said that Long Sap's terrain is rugged and people's lives are still difficult, so investing in this project will help reduce the burden on parents and create a more favorable learning environment for students. He requested the construction contractors to carry out the project seriously and responsibly so that the school can truly become a "common home" for students in the highlands.

Long Sap commune currently has an area of ​​over 211 km², a population of 9,629 people, established on the basis of merging two former communes Long Sap and Chieng Khua. In recent years, the locality has made efforts to implement many socio-economic development programs, but education is still a field that is heavily affected by infrastructure difficulties. Therefore, this new school is expected to be an important fulcrum to improve people's knowledge and create momentum for sustainable development.

Simultaneously deploying the construction of 13 schools in border areas

The groundbreaking ceremony in Long Sap is part of a series of activities to implement the Politburo's major policy on building primary and secondary schools in the border communes. In Son La, 13/13 border communes have completed investment preparation work and simultaneously organized groundbreaking ceremonies for projects in recent times.

Localities have completed adjusting the master plan for construction; taken cadastral measurements of 13/13 schools; verified the origin of the land; drafted land valuation certificates; and coordinated with consulting units to send design documents and total investment to relevant departments and branches for appraisal.

Of these, four communes, Phieng Khoai, Chieng Son, Yen Son and Xuan Nha, have approved the overall project plan in writing. Twelve out of thirteen schools have established and asked for opinions on compensation and support plans (Muong Hung commune is completing its documents). Thirteen investors in thirteen communes have also sent design documents to the relevant authorities as prescribed.

These results show Son La’s determination in concretizing the major policies of the Party and the State. The great educational project in the border area not only has the meaning of infrastructure investment but also plays an important role in consolidating security, order and sustainable development of the border area.

At the ceremony, Minister of Ethnic Minorities and Religions Dao Ngoc Dung highly appreciated the province's efforts and asked the locality to continue promoting its sense of responsibility throughout the construction process to soon put the works into use.

Minister Dao Ngoc Dung presented gifts to 10 prestigious people and 20 poor ethnic minority households; Son La Provincial Party Secretary presented gifts to teachers and students. This was a great source of spiritual encouragement for the people in the border areas on the meaningful groundbreaking day.

The joy also spread to the teaching staff. Mr. Nguyen Quang Binh, Principal of Long Sap Primary and Secondary School for Ethnic Minorities, said that the construction of an inter-level school in the border area is a policy of great significance, contributing to helping students love going to school, reducing dropouts, and at the same time creating motivation for teachers to love their jobs more and stay long-term with the difficult areas.

The groundbreaking ceremony on the morning of November 9 in Long Sap, along with 15 other schools across the country, has opened up new hope for education in border areas. The spacious and modern schools that are gradually taking shape will be places to incubate knowledge, nurture dreams and contribute to the sustainable development of the country.

Groundbreaking ceremony for 72 inter-level schools in border areas

On November 9, 2025, the Ministry of Education and Training presided over and coordinated with VTV, VNPT and 17 border provinces to organize the groundbreaking ceremony for all primary and secondary boarding schools in a combination of in-person and online formats. The program was broadcast live on VTV1, connecting 14 provincial bridges and boarding schools across the border.

According to the plan, 72/100 schools in the 2025 investment portfolio will start construction in this phase; all 100 schools will be completed before August 30, 2026, serving the 2026-2027 school year. Provinces affected by storm No. 13 such as Da Nang, Quang Ngai, Gia Lai are still connected online and will start construction as soon as the weather permits.

The groundbreaking ceremony was attended and directed by Prime Minister Pham Minh Chinh at the central bridge, along with Deputy Prime Ministers, Ministers and Government leaders at local bridges. The total investment cost for the construction of 100 schools is nearly 20,000 billion VND , which is a concrete step to realize the Politburo's policy to develop education in disadvantaged areas, narrow regional disparities and strengthen security and national defense at the border.
