Construction of 72 boarding schools in border communes started simultaneously

On the morning of November 9, the groundbreaking ceremony for 72 primary and secondary boarding schools in the border communes was held in 17 provinces and cities. Prime Minister Pham Minh Chinh attended and directed the groundbreaking ceremony at the central bridge in Thanh Hoa province. At the same time, Deputy Prime Ministers and leaders of central ministries and branches attended and directed at bridges across the country.

Speaking at the ceremony, Minister of Education and Training Nguyen Kim Son said that on July 18, 2025, the Politburo issued Conclusion No. 81-TB/TW on the policy of investing in building boarding schools in border communes. This is a major decision, with profound political, social and humane significance, demonstrating the special attention of the Party and State for compatriots in the border areas of the Fatherland, especially for teachers and students.

This is a key and urgent political task in socio-economic development and implementing the policy of great national unity to improve people's knowledge, train human resources, create a source of local cadres in border areas, care for the material and spiritual life of people in border areas, and contribute to strengthening national defense and security.

According to the Minister, with the close direction of the Politburo, headed by General Secretary To Lam; the direction and administration of the Government and Prime Minister Pham Minh Chinh; the effective coordination of central ministries, branches and Party committees and local authorities at all levels; the support of the majority of people; the determination of the Ministry of Education and Training and the close coordination of the Ministries of Finance, Construction, Agriculture and Environment, National Defense, Public Security, Ethnicity and Religion, the task of building schools for border communes has been implemented quickly, synchronously, effectively and is operating in the right direction, responding to the policy of the Politburo and the Resolution of the Government, and the direction of the Prime Minister.

In order to carry out the assigned tasks, the Ministry of Education and Training has proactively coordinated with 22 provinces and cities with land borders to review, determine needs, select, develop investment plans, prepare land and conditions for investment in building inter-level boarding schools. To date, the Prime Minister has approved the investment portfolio of 100 schools, arranged and allocated capital; localities have been very active in implementing to complete the task before the opening of the 2026-2027 school year.

In the list of 100 schools starting construction this year, up to now, 28 schools have started construction and are urgently under construction.

According to the Minister, the 100 inter-level boarding schools being invested in are projects implemented in the first phase of a total of 248 schools in 248 border communes. This is a large-scale project, built synchronously and modernly, meeting the needs of studying, living, boarding and semi-boarding for students and public housing for teachers; providing a comprehensive educational and training environment. The total investment is nearly 20 trillion VND, from the central budget.

Schools are invested in a large, synchronous, modern scale, meeting the needs of education, living, training of morality, intelligence, physical fitness, and aesthetics at the same time, with the goal of comprehensive development for learners; have a system of facilities that reach the highest level (level 2 according to current regulations, some criteria exceed level 2 such as space and area).

The Minister said that, along with investing in school construction, the Ministry of Education and Training is currently presiding over and coordinating with ministries and branches to develop documents regulating policies for students and teachers; regulations on the operating regulations of inter-level boarding schools; preferential policies, recruitment and promotion of teachers; career guidance policies, selection of local cadres from students studying at inter-level boarding schools and many other synchronous policies, ensuring that the schools are models and great hopes of the Party, State, localities and people in border communes.

With certain initial results, in order to continue completing the tasks, meeting the set goals and plans, the Ministry of Education and Training recommends: Ministries and branches continue to actively coordinate with the Ministry of Education and Training in the implementation process; continue to arrange sufficient investment capital in 2026; localities focus on organizing and implementing construction to ensure safety, quality, complete on schedule and fully prepare conditions for teachers, facilities, implement enrollment for operation and use immediately after investment is completed before the school year.

Speaking at the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh commended the Ministry of Education and Training, ministries, branches, localities, construction units, teachers, students and people in border areas for their efforts in implementing the meaningful program; and sincerely thanked domestic and foreign organizations, businesses and philanthropists for their support and contributions.

In order for schools to be completed and put into use for the 2026-2027 school year, the Prime Minister requested ministries, branches and localities to closely direct, promptly resolve difficulties and problems, support contractors and supervise construction. Construction must be carried out in the spirit of three shifts, four shifts, eating and sleeping quickly, braving the sun and rain, not fearing difficulties. Consider this as a "speedy and daring Quang Trung campaign" - speedy means fast, daring means urgent, but must ensure process and quality.

The Prime Minister pointed out five mandatory requirements during the implementation process: Ensuring the quality and progress of the project; doing a good job of site clearance and materials; complying with techniques, aesthetics, environmental sanitation, and labor safety; resolutely not allowing corruption, negativity, loss, and waste to occur; and investment must bring about efficiency and practical benefits.

The Prime Minister called on the Central Committee of the Vietnam Fatherland Front and the whole society to continue to join hands and mobilize all resources: “Those who have a lot contribute a lot, those who have little contribute a little; those who have merit contribute their merit, those who have property contribute their property; wherever it is convenient, contribute there” – as we have successfully done when eliminating temporary and dilapidated houses.

On the afternoon of November 4, Permanent Deputy Minister Pham Ngoc Thuong and a working delegation from the Ministry of Education and Training inspected the response and recovery work after floods at educational establishments in Da Nang city and presented support to the Da Nang Education sector.

Storm No. 12 has caused heavy damage to the Da Nang Education sector; 1 teacher, 2 students died, 1 student was injured. As of November 3, schools under the People's Committees of communes and wards suffered damage to facilities and equipment of about 12 billion VND; schools and centers under the Department of Education and Training suffered an estimated damage of more than 2.8 billion VND.

Immediately after the flood receded, the Department of Education and Training directed units and schools to mobilize local forces to urgently carry out damage recovery work at the units; clean schools and classrooms, ensure disease prevention and control work, in order to promptly stabilize early teaching and learning activities so that preschool children, students and trainees can return to school.

For schools in flooded, low-lying areas, places with unsafe structures and bridges, etc., continue to review and check that there must be warning signs of dangerous areas and flooded areas that can be dangerous for teachers, workers, students, and trainees, especially preschool children, primary and secondary school students.

The Department of Education and Training has also directed the organization of visits, support, and encouragement to families of civil servants, workers, and students who suffered or encountered difficulties due to heavy rain and floods.

Visiting and encouraging the entire Da Nang Education sector, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong also sent greetings from Minister Nguyen Kim Son and the collective leadership of the Ministry of Education and Training to the cadres, teachers, students, teachers' and students' families and the Da Nang Education sector.

Besides sharing the difficulties, hardships, human losses, and damage to school facilities of Da Nang education after the recent storm No. 12, the leaders of the Ministry of Education and Training also acknowledged and highly appreciated the efforts of the entire Da Nang education sector to minimize the damage and quickly overcome it after the storm passed.

Permanent Deputy Minister Pham Ngoc Thuong requested the Da Nang Education Department to continue monitoring weather developments to promptly issue prevention and control instructions in the coming time. Directing the Da Nang Education Department to bring students back to school as soon as possible, Permanent Deputy Minister Pham Ngoc Thuong also emphasized the need to "ensure safety"; pay attention to encouraging and providing psychological support to teachers and students.

Regarding making up teaching hours and classes to ensure the school year schedule, the Deputy Minister noted that ensuring the school year schedule is necessary but not rigid or stressful, because at this time everyone is tired from fighting storms and floods. If it is too rushed, teachers and students will have a hard time and the results will not be good.

On this occasion, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong presented 750 million VND in support to the Da Nang Education sector, 20 million VND to visit the families of teachers and students who died due to storm No. 12, and presented 125,000 textbooks worth 2.5 billion VND to students in the flooded areas of Da Nang city.

Previously, Permanent Deputy Minister Pham Ngoc Thuong and the working delegation visited and encouraged teachers and students of Nguyen Cong Sau Primary School, Dai Loc commune - one of the localities affected and damaged by storm No. 12.

Ministry of Education and Training announced university and college enrollment plan for 2026

On November 3, 2025, the Ministry of Education and Training issued Decision No. 3037/QD-BGD&DT on implementing university and college enrollment in 2026.

The Ministry requires universities, academies, colleges and junior colleges training teachers in the field of preschool education, together with candidates and relevant parties, to proactively develop specific plans, ensuring autonomy combined with accountability in the entire enrollment process.

According to the general plan of the Ministry of Education and Training, before February 15, 2026, training institutions must complete the announcement of enrollment information on the website.

May 15, 2026: Training and testing of the general enrollment support system software. May 25, 2026: Establishment of the Admission Support Steering Committee. From June 6: Review of high school learning results on the system.

From June 17 to June 21: Candidates practice registering and adjusting their wishes on the system; review and confirm priority information, certificates, preliminary results and independent exams. By June 20: Candidates submit applications for direct admission and priority admission to training institutions. Before June 30: Training institutions complete direct admission, announce results and update the list of successful candidates on the system.

From the time candidates register for the exam until August 30, educational institutions and the Department of Education and Training will continue to support candidates to register for the first round of admission online.

Direct admission and priority admission methods will continue to be applied in 2026, however, for high school transcript admission, the Ministry has not yet decided to continue or stop.

The Department of Quality Management (Ministry of Education and Training) will unify the criteria for assessing the capacity of higher education institutions before organizing the exams. The capacity assessment and thinking assessment tests will be organized according to the principle of ensuring input quality standards between admission methods.

The Ministry of Education and Training will also supervise the organization of university capacity assessment exams, ensuring compliance with regulations, fairness and transparency in admissions.
