At the regular October Government press conference held on the afternoon of November 8, Deputy Minister of Agriculture and Environment Phung Duc Tien shared solutions and resources to prevent and combat flooding for agricultural production and support urban flooding and concentrated residential areas in the face of the complex climate change and natural disasters in recent times.
Specifically, Deputy Minister of Agriculture and Environment Phung Duc Tien said that solutions and resources to prevent and combat flooding for agricultural production and support flooding in urban areas and concentrated residential areas have been identified in irrigation plans for natural disaster prevention and control and a number of projects in large irrigation areas.
"Flood prevention within cities, urban areas, and industrial parks is not under the state management function of the Ministry of Agriculture and Environment but under the authority of the Ministry of Construction " - the Deputy Minister informed.
However, according to the leader of the Ministry of Agriculture and Environment, the Ministry has a natural disaster prevention plan approved by the Prime Minister, which is the legal basis based on the assessment of the current situation to have this plan.
“Every year, before the rainy season, the Ministry of Agriculture and Environment sends documents to localities about preparations for flood prevention and solving environmental problems. After the storm, the Ministry also sends documents directing the resolution of environmental issues and agricultural production,” said Deputy Minister Phung Duc Tien.

In irrigation planning, Mr. Tien emphasized that depending on the characteristics of terrain, meteorology, hydrology, and floods, the Ministry of Agriculture and Environment also analyzes the causes and determines appropriate solutions to prevent and combat flooding.
Accordingly, in the Northern and Central mountainous regions, Mr. Tien said that the main cause of floods and inundation is that water is concentrated in high mountainous areas, overflowing the banks of rivers, causing widespread flooding. Therefore, the solution focuses mainly on increasing the ability to drain water and build dikes to protect important areas and urban areas. In the areas of Thai Nguyen, Bac Giang and some provinces that were recently flooded, we can clearly see that this solution is very accurate and suitable for the conditions of the Northern mountainous region.
For the Red River Delta, flooding is mainly caused by rain, so the main solution is to build pumping stations to actively drain water into the river. At the same time, strengthen the dyke system to protect the area. Recently, Hanoi and some provinces have strengthened drastic measures to solve flooding.
Particularly for the vast Mekong Delta region, Mr. Tien emphasized that the flooding is mainly caused by floods from upstream, mainly concentrated towards the Cambodian border. The solution is to complete the irrigation system to control inland floods. These solutions have been approved by the Prime Minister and are suitable for reality.
Regarding the Project on Prevention and Control of Subsidence, Landslides, Floods, Droughts, and Saltwater Intrusion in the Mekong Delta by 2035, with a vision to 2050, Mr. Tien said that the Party Committee of the Ministry of Agriculture and Environment has submitted Document No. 03-TTr/DU dated June 5, 2025 and No. 05-TTr/DU dated October 21, 2025 to the Government Party Committee.
“The project has identified multi-purpose projects to consolidate and upgrade infrastructure to prevent subsidence; riverbank and coastal erosion; flooding; drought and saltwater intrusion; and at the same time propose to improve laws, policies and mechanisms, water resource management, drought and saltwater intrusion, build databases and improve forecasting and warning capacity,” Mr. Tien informed.
Resources for project implementation have been specifically identified in medium-term public investment plans and strategies and regular target tasks for the Ministry of Agriculture and Environment and relevant ministries to manage.
In addition, Mr. Tien also mentioned the Project for the Overall Development of the Bac Hung Hai Irrigation System to serve multiple purposes and protect the environment sustainably. In particular, the project proposes solutions for the overall development of irrigation work in a modern direction, serving multiple purposes; specifically, solutions related to solving the flooding situation in related areas of Bac Ninh, Hung Yen provinces and Hai Phong city.
"Currently, the Ministry of Agriculture and Environment has issued Document No. 256/BC-BNNMT dated October 22, 2025 reporting to the Prime Minister on the implementation of the project, in which it specifically proposed the assignment of implementation tasks to relevant ministries and localities. At the same time, the Ministry also proposed to invest in the 2026-2030 medium-term plan for management projects" - Deputy Minister Phung Duc Tien informed.
