Close to the grassroots, supporting sustainable livelihoods

Not only stopping at lending capital, Thanh Ba Social Policy Bank (SPP) staff regularly go to residential areas, grasp the production situation, and guide people to use capital for the right purpose and effectively.

Director of the Thanh Ba Social Policy Bank Transaction Office, Duong Anh Tuan, said that the unit is managing 17 credit programs with a total outstanding debt of more than VND500 billion, an increase of nearly VND23 billion compared to the beginning of the year, through 19 transaction points in 6 communes with 298 savings and loan groups. The capital is transferred promptly and to the right subjects, making an important contribution to the local poverty reduction effort.

Thanks to preferential capital, thousands of poor, near-poor and policy beneficiaries have the conditions to develop production, increase income, and gradually stabilize their lives. Small-scale economic models such as livestock farming, tea growing, raw material crops, clean water - environmental sanitation, etc. have brought about remarkable results, helping the local poverty rate to decrease steadily over the years.

A typical example is the family of Ms. Le Thi Phuong in Zone 2, Hanh Cu, who was formerly a poor household. Thanks to a loan of 50 million VND from the Vietnam Bank for Social Policies, she invested in raising pigs and free-range chickens. After many years of accumulating experience, her family escaped poverty and expanded their scale with a herd of cows, tea hills and intercropping plants. “Policy capital helped us overcome the most difficult period, stabilize our lives, and now we have savings for long-term investment,” Ms. Phuong shared.

Similarly, Mr. Le Tat Thang, also in Zone 2, was able to borrow 50 million VND to develop production. He invested in planting more than 3 hectares of raw materials and 1 hectare of tea, each year harvesting about 8-9 tons of fresh tea and processing hundreds of tons of dry tea. Thanks to the proper use of capital, Mr. Thang's family not only escaped poverty but also built a spacious house, becoming a well-off household in the village.

Stories like Ms. Phuong and Mr. Thang are no longer rare in Thanh Ba. With policy capital, many households have risen to take control of their lives, changing their mindset from small-scale production to commodity production, linking product consumption - proving the practical effectiveness of preferential credit policies in sustainable poverty reduction.

The fulcrum for a sustainable journey out of poverty

A new highlight in the implementation of policy credit in Thanh Ba is the application of digital transformation in the management of savings and loan groups. At Loan Group No. 2, Hanh Cu, 48 members have opened electronic accounts, helping transactions and interest payments to be quick and convenient. People who work far away can still make payments on time through the bank, reducing costs, saving time, and increasing transparency in capital management.

Director Duong Anh Tuan shared that the Transaction Office always closely coordinates with entrusted socio-political organizations such as the Women's Union, Farmers' Union, Youth Union, and Veterans' Association in the work of evaluating, checking, and supervising borrowers. Bank staff regularly go to the grassroots, grasp the situation, and guide production techniques so that people can use capital effectively, avoid waste and bad debt.

Along with expanding access to capital, Thanh Ba Social Policy Bank focuses on checking and handling overdue and overdue debts, striving to maintain the overdue debt ratio below 0.06%. The unit proactively reviews capital needs, synchronously implements solutions to increase outstanding debt while ensuring credit safety, promptly meeting the production and business needs of the people.

In addition, the coordination between banks and mass organizations has been clearly effective. Through the entrusted associations and mass organizations, the evaluation, supervision and guidance of borrowers are carried out openly and transparently, contributing to raising awareness of capital use, helping people to be more proactive in debt repayment and reinvestment in production.

Not only helping people escape poverty, policy credit capital also creates sustainable livelihoods, helping many households expand production scale, create jobs on the spot, contributing to promoting rural economic development. Loan programs to solve employment, support students, clean water - environmental sanitation, social housing... have spread widely, bringing positive effects in the area.

According to Director Duong Anh Tuan, in the coming time, the Thanh Ba Social Policy Bank Transaction Office will continue to proactively advise local Party committees and authorities in implementing credit policy programs associated with the goal of poverty reduction and new rural construction. Along with that, the unit focuses on propaganda and guidance for people to use capital effectively, improve production skills, gradually form a sustainable economic mindset, and create a spreading effect in the community.

The results achieved show that policy credit is not only an economic support tool but also a deeply humane policy of the Party and State, helping Thanh Ba people have the opportunity to change their lives and proactively escape poverty. From small but effective models, hundreds of households in the area have been actively contributing to the overall development of the commune, realizing the goal of "leaving no one behind" in the journey of sustainable poverty reduction.
