According to the plan, the commune basically meets all the standards for establishing a ward as prescribed. Cai Doi Vam ward will be established on the basis of maintaining the current status of the entire natural area, population size and administrative boundaries of the current commune, with a natural area of 131.06 km², a population of 36,964 people; currently has 19 hamlets and is expected to be converted into sub-hamlets according to regulations when officially established as a ward.
Mr. Le Minh Luan, Permanent Deputy Secretary of the Party Committee and Chairman of the Vietnam Fatherland Front Committee of Cai Doi Vam commune, expressed his hope that the survey team would continue to provide support so that the locality could soon be recognized as a ward.
Cai Doi Vam commune has been identified as a new urban development center for the region, linked to the development of trade, services, industry, handicrafts, and seafood processing. Many investment projects are being implemented, creating momentum to promote local socio -economic development.
The urban population ratio reached 51.7%; the proportion of industry, construction , and services reached 70% or more; the non-agricultural labor force ratio reached 78.8%. Per capita income in the last three years has been higher than the provincial average; the multidimensional poverty rate is lower than the provincial average.
The process of developing the proposal and soliciting public opinion was carried out in accordance with the prescribed procedures. As a result, 99.95% of voters representing households agreed with the policy of establishing the ward, demonstrating the high level of consensus among the people regarding the local urban development orientation.

Acknowledging and appreciating the local authorities' proactive approach in developing the proposal for establishing the ward, the Head of the Legal Affairs Committee of the Provincial People's Council, Hoang Dinh Liem, requested the commune to continue reviewing and perfecting the dossier, data, and supporting documents related to each standard as prescribed, ensuring accuracy, completeness, and thoroughness before submitting it to the competent authority for consideration.
According to Mr. Hoang Dinh Liem, the establishment of wards is not only a requirement for organizing administrative units but also creates an important foundation for improving the effectiveness and efficiency of state management, promoting urban development, attracting investment, expanding the socio-economic development space, and gradually improving the quality of life for the people.
This survey serves as an important basis for the Legal Affairs Committee of the Provincial People's Council to conduct verification and advise the Provincial People's Council on matters related to the establishment of Cai Doi Vam ward in the future.
