On June 3, 2022, the Prime Minister issued Decision No. 677/QD-TTg approving the "Program for Building a Learning Citizen Model in the period 2021-2030". Based on this, a "Learning Citizen" model was formed to encourage and create equal opportunities and favorable conditions for all individuals in organizations, units, families, and all citizens in society to participate in learning, aiming towards digital citizenship, meeting the requirements of the National Digital Transformation Program, and contributing to the successful building of a strong learning society.
Immediately after the merger, the Provincial Association for the Promotion of Learning, along with its grassroots branches, actively advised the People's Committees at the same level to issue plans appropriate to the new practical situation in order to continue implementing the "Building a Model of Learning Citizens Program giai đoạn 2021-2030".
At the same time, the Associations for the Promotion of Learning at all levels have also strengthened their efforts in disseminating information about the importance and significance of learning models, including the "Learning Citizen" model, and providing training and guidance on the use of software tools for evaluating and recognizing the "Learning Citizen" title for learning promotion officials at all levels.

To date, the province has 351,426 citizens who have achieved the title of "Learning Citizen," accounting for 55% of the total population. Many localities in the province have implemented the "Learning Citizen" model in a systematic and highly effective manner. Particularly in mountainous and coastal areas, despite challenging conditions, there is a strong emphasis on promoting education and talent development to meet the diverse learning needs of citizens. The "Learning Citizen" model has been widely implemented by units and localities down to the village level, encouraging a spirit of lifelong learning among the people.
For many years, Mr. Truong Van Hoang (57 years old), from Bac Phuoc village, Nam Cua Viet commune, has been known for his resilience, self-taught abilities, and talent in improving machinery to support his family's economic development. At the age of six, Mr. Hoang's right arm was tragically crushed by a tractor. However, with determination and consistent practice, he learned to write and perform many tasks skillfully with his left hand. At the age of 20, he decided to open a duck farm in a barren field at the end of the village. At the time, everyone doubted the effectiveness of this farming model, but less than three months later, he achieved greater success than expected. This success further motivated and inspired Mr. Hoang on his path to establishing his own business.
Having acquired a fairly spacious property and the largest duck farm in the village, Mr. Hoang expanded his business to include supplying ducklings. He invested in an egg incubator and researched, improved, and invented a system of fans and misting systems so that the eggs would hatch inside the incubator instead of having to manually incubate them outside for half the process.
"The process from placing the eggs in the incubator to hatching the ducklings takes 28 days, with the temperature consistently maintained between 37.2 and 37.5 degrees Celsius. Previously, egg incubators could only handle half of the incubation process, requiring manual incubation outside, which was laborious and inefficient. With this machine, the hatching rate is very high, and the quality of the ducklings is more uniform," Mr. Hoang shared.
To support his duck farming, Mr. Hoang modified a tractor into a multi-purpose vehicle to transport water, feed, and dry straw. Many people admire Mr. Hoang for his approach and techniques in raising laying ducks on land. "Many people still think that raising ducks requires water year-round, especially laying ducks. But in reality, raising laying ducks on land is still successful. Every day, I only let the ducks bathe once in an artificial pond for about 45 minutes. Bathing less helps keep their feathers dry and clean, and the coops don't get dirty. The important thing is to feed and water the ducks enough. If well cared for, each female duck can lay over 230 eggs a year," Mr. Hoang said.
Besides the achievements, the development of the "Learning Citizen" model in many localities throughout the province still faces certain difficulties. To overcome these difficulties, Vice President of the Provincial Association for the Promotion of Learning, Duong Thi Hai Yen, stated: "The Provincial Association for the Promotion of Learning will focus on propaganda, training, inspection, evaluation, and replication of good and effective practices of the 'Learning Citizen' model throughout the province."
At the same time, we propose that the Central Committee of the Vietnam Association for the Promotion of Learning continue to guide, train, and improve the professional capacity of the association's staff, especially at the grassroots level, to ensure the effective performance of tasks in the context of restructuring, innovation, and digital transformation; and to finalize the "Learning Citizen" software to suit each target group, especially the elderly and people in remote areas.
