Homes filled with warmth and affection.
Looking at the house under construction, expected to be ready for occupancy before the Lunar New Year 2026, Mr. Duong Van Tinh, from Dong Ang hamlet, Phu Binh commune, excitedly said: "Without the joint efforts and help of the commune leaders and philanthropists, I don't know when I would have had the means to build this house."
Mr. Tinh's house is 30 meters from the Cau River. The river water rose rapidly, and in an instant, the entire four-room wooden house, which had been home to his family for over 25 years, along with many other possessions, were swept away. After the flood, Mr. Tinh's family received over 200 million VND in aid. Mr. Tinh borrowed more money from relatives to build a new house.
Next to Mr. Tinh's house, Mrs. Duong Thi Bo's single-story house is also being urgently completed by a group of construction workers. The local Party committee, government, and philanthropists have supported her family with 400 million VND.
"I am very grateful to the Party, the State, philanthropists, and the Fatherland Front of the commune for their care and support. Many organizations have visited, given gifts, and provided financial assistance to rebuild my house. This new house is the greatest encouragement for me right now," Mrs. Bo said, her eyes welling up with tears.
In Phu Binh commune, 8,430 households (32,720 people) were affected by Typhoon No. 11 and its aftermath, resulting in the destruction of over 1,500 hectares of rice and other crops, nearly 40,000 livestock and poultry; and the collapse of nearly 5,000 meters of river dykes and many roads. Notably, 12 houses in the commune were completely destroyed or swept away.

Efforts to comprehensively achieve all targets.
After more than three months of operating the two-tiered local government system, natural disasters caused severe damage, posing a significant challenge to local officials. However, with proactive and flexible leadership and management from local Party committees and governments, they overcame the challenges and strived to comprehensively achieve the targets for 2025.
According to the assessment of the Linh Son Ward Party Committee - an area heavily affected by the recent storms and floods - in 2025 the ward focused on directing the work of building a strong Party in terms of politics , ideology, ethics, organization and personnel; striving to comprehensively fulfill all socio-economic development targets.
Accordingly, the ward's budget revenue in 2025 is estimated at 607.18 billion VND, exceeding the assigned plan by 51.1%; the value of products per hectare of agricultural land reached 160 million VND/ha, higher than the provincial average. The poverty rate after preliminary review is only 0.55% (86 households); the near-poverty rate is 0.56% (68 households).
Mr. Nguyen Anh Tuan, Permanent Deputy Secretary of the Linh Son Ward Party Committee, emphasized: Linh Son Ward has promoted the spirit of solidarity and mutual support, mobilizing the strength of the entire political system and the people to overcome difficulties together, quickly stabilize life and restore production. The results in Party building and socio -economic development of the ward after 6 months of merger show the efforts of the local Party committee and government to overcome difficulties and the unity of the people, thanks to which most of the set targets have been completed and some targets have been exceeded.

| On December 3, 2025, World Vision International (WVI) - USA Representative Office in Vietnam donated 500 million VND in cash to 125 households in Van Lang commune severely affected by storms and floods. |
In Van Lang commune, the impact of two typhoons (numbers 10 and 11) and heavy rains after the storms caused significant damage to houses, inter-commune, inter-village, and intra-village roads, irrigation works, and agricultural and forestry production, with estimated losses of approximately 40 billion VND.
Under the decisive leadership and guidance of the Party Committee, the administration's management, and the involvement of the entire political system, the commune has made concerted efforts to implement tasks related to socio-economic development, national defense, security, and Party building, achieving many important results.
Comrade Hoang Thi Dung, Permanent Deputy Secretary of the Party Committee of Van Lang commune, emphasized: The economy continues to maintain stability; agricultural and forestry production in the commune has basically met the plan, and national target programs have been implemented on schedule. In particular, administrative reform has been accelerated, with the commune's document digitization rate reaching 98.5%. The commune has completed the program to eliminate temporary and dilapidated houses by 2025 for 139 households.
Although some targets for 2025, including those for agricultural production in communes and wards severely affected by storms and floods, were not met, overall, considering the relatively short history of the two-tiered local government and the repeated heavy rains, floods, and landslides causing significant damage to lives and production, this represents a remarkable effort.
In that challenging time, the Party committees and local authorities clearly affirmed their roles and responsibilities, demonstrating the solidarity and determination of the people of Thai Nguyen to overcome any difficulties.
