According to statistics from the Department of Industry and Trade, the province has nearly 600 livestock and poultry slaughterhouses; on average, these facilities supply the market with approximately 600 head of livestock and about 3,500 head of poultry (slaughtered products) each day.

For example, at the Gieng Vuong market area, on average, the market sells about 300-400 poultry and 60-70 pigs (slaughtered products) to consumers each day. However, from March 1, 2025 to the present, there has been almost no agency responsible for controlling slaughtered livestock and poultry at the Gieng Vuong market.

Specifically, from March 1, 2025, after the dissolution of the Provincial Department of Animal Husbandry and Veterinary Medicine, the slaughter control stamp (veterinary stamp) was withdrawn as per regulations. The lack of a standardized veterinary stamp prevented veterinary officers from the former Lang Son City Agricultural Service Center (at that time) and currently from the veterinary officers of the Ky Lua Ward Public Service Center from inspecting and stamping products to certify their quality at slaughterhouses before they were released to the market.

Mr. Tran Tuan Anh, Deputy Head of the Gieng Vuong Market Management Board, said: "Without dedicated veterinary officers to inspect slaughtering activities and the quality of slaughtered products at the market, the Market Management Board has had to regularly conduct visual inspections. If any livestock or poultry products at any stall show signs of not meeting quality standards, the Management Board will immediately report to Market Management Team No. 1 to send officers to inspect and handle the situation."

According to Ms. Loc Thi Quynh Hoa, the veterinary officer at the Ky Lua Ward Public Service Center, the center only has two veterinary officers. On average, we visit the markets in the ward to conduct visual inspections about twice a month, focusing on controlling livestock and poultry diseases. However, we cannot inspect slaughtered products at the stalls because there are no veterinary markings. Similarly, we cannot inspect slaughterhouses in Ky Lua Ward for the same reason.

Similar to the Ky Lua Ward Public Service Center, other ward and commune public service centers in the province also face many difficulties in inspecting and controlling livestock and poultry slaughterhouses within their jurisdiction. The main reasons are a shortage of specialized staff and the fact that the function of controlling livestock and poultry slaughterhouses is no longer assigned to them (according to the establishment decision).

Currently, the majority of livestock and poultry slaughtering facilities in wards and communes are managed by households on a small scale and are scattered throughout residential areas.

According to Mr. Tran Van Ngan, Deputy Director of the Provincial Agricultural Extension Center, the revocation of the slaughter control seal after the abolition of the Provincial Department of Animal Husbandry and Veterinary Medicine has caused significant difficulties in slaughter control. The lack of veterinary markings has disrupted the verification of the quality of livestock and poultry products at slaughterhouses.

Recognizing the shortcomings in slaughter control, the Department of Agriculture and Environment advised the Provincial People's Committee to propose to the Ministry of Agriculture and Environment to consider re-establishing a specialized veterinary sub-department, thereby "standardizing" the function of inspecting and controlling slaughtering activities in the province.

In addition, the People's Committees of communes and wards have proposed to the Provincial People's Committee to increase the staffing of public service centers to increase the number of veterinary specialists at these centers, thereby strengthening the management of livestock and poultry slaughtering in the area.
