Reporting on the progress of two key projects, including the upgrading and expansion of National Highway 21B and the construction of a bypass road for National Highway 21B, Vice Chairman of Ung Hoa District People's Committee Nguyen Van Dinh stated that for the National Highway 21B upgrading and expansion project, the Ung Hoa District People's Committee has directed the Investment and Construction Project Management Board to carry out investment preparation work, from preparing the investment policy proposal report, conducting surveys, and preparing the feasibility study report in accordance with legal procedures. The project was approved by the Hanoi City People's Committee under Decision No. 3190/QD-UBND dated June 21, 2024, with a total investment of VND 844.98 billion from the city budget. The project implementation period is from 2024 to 2027.

The National Highway 21B bypass project involves the construction of a new 6.49km road, starting at Km24+550 (near Lien Bat gas station) and ending at Km29+144.0 (Thai Hoa commune). The roadbed will be 35m wide, including the road surface, shoulders, median strip, greenery, bridges, culverts, drainage, traffic management, and lighting. The project has an investment of VND 593.096 billion from the Hanoi city budget and is scheduled for completion between 2024 and 2025.

Speaking at the groundbreaking ceremony, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan emphasized that National Highway 21B has a total length of nearly 60km, connecting Ha Dong district, Thanh Oai district, and Ung Hoa district (Hanoi) with Kim Bang district and Phu Ly city (Ha Nam). Of this, the section through Ung Hoa district is approximately 22km long and plays a crucial role in connecting Hanoi and Ha Nam.

These routes are all included in the Hanoi Capital City's transportation planning until 2030, with a vision to 2050, contributing to the completion of National Highway 21B as planned. These two routes are of significant importance in strengthening regional connectivity between the city center and the southern districts; and also connecting Hanoi with Ha Nam province.

Both projects are designed with a 35m wide cross-section, including 6 lanes. Investing in upgrading and expanding these two roads will not only facilitate people's travel and ensure traffic safety, but also promote trade, making a significant contribution to the socio-economic development of Ung Hoa district in particular and Hanoi city in general.

To ensure the project is implemented on schedule, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan requested Ung Hoa district to focus on effectively carrying out land clearance work, promptly resolving difficulties, and creating favorable conditions to hand over the land to the construction unit as soon as possible.

Ung Hoa District needs to mobilize all resources, strive to overcome difficulties, and coordinate closely with relevant units to ensure progress. At the same time, construction units must commit to implementing the project on schedule, ensuring quality, labor safety, and environmental hygiene, and promptly completing and handing over the project for operation.

The Vice Chairman of the Hanoi People's Committee also requested that departments and agencies actively coordinate and support Ung Hoa district in the implementation of the project, especially in completing procedures and ensuring compliance.

According to Nguyen Tien Thiet, Chairman of the People's Committee of Ung Hoa District, in recent years, thanks to the attention and support of the city and its departments and agencies, Ung Hoa District has focused its resources on investing in the development of its transportation infrastructure. As a result, the transportation network in the district has been increasingly improved, creating an important impetus for the socio-economic development of the district.

The investment project to build, upgrade, and expand National Highway 21B from Xa Kieu Bridge (Quang Phu Cau commune) to the Bac Van Dinh industrial cluster road (Lien Bat commune), along with the bypass road for National Highway 21B in Ung Hoa district, are two key transportation infrastructure projects of the district. This is also the project with the largest total investment that Ung Hoa district has been assigned by the city to manage. The investment and construction will not only meet the transportation and trade needs of the people and ensure traffic safety, but also create momentum to promote socio-economic development of Ung Hoa district in particular and Hanoi city in general.

Immediately after the project was approved by Hanoi City, the district quickly implemented the contractor selection process, design drawings, and other tasks in the investment implementation phase of the project. At the same time, the district also decisively directed the land clearance work; to date, the public land area has been handed over by the communes and construction has commenced.

Following the directives from the city's leaders, Ung Hoa district will focus its efforts on land clearance in the coming period to ensure the project is implemented on schedule. The district will instruct the communes through which the project passes to intensify propaganda and mobilization efforts to encourage households to hand over land as soon as possible to accelerate construction progress.

In addition, the District People's Committee will closely coordinate with the construction and supervision units during the implementation process, determined to complete the project on schedule, ensure quality, and promptly conduct acceptance testing and put it into operation.

Immediately after the groundbreaking ceremony, the investor, local authorities, and relevant units worked together with the highest level of dedication to bring the two projects to completion on schedule.
