Commencement of construction and inauguration of nationally iconic projects.

Starting at 9:00 AM this morning (December 19th), a particularly important political event is taking place simultaneously across the country: the groundbreaking, inauguration, and technical opening of 234 projects and works commemorating the 79th anniversary of the National Resistance Day and welcoming the 14th National Congress of the Party.

The central hub is located at the Olympic Sports Urban Area project (Thuong Phuc commune, Hanoi).

According to the Ministry of Construction 's summary, the construction and inauguration projects on this occasion have a total investment of over 3.4 million billion VND, many of which are nationally symbolic projects; of which, 96 projects have over 627 trillion VND of state capital, accounting for 18% of the total investment, and 138 projects with over 2.79 million billion VND from other sources, accounting for 82% of the total.

Creating a new look for Hanoi, the capital city.

Along with other localities nationwide, the two projects, the Red River Landscape Boulevard and the Southern Hanoi Sports Urban Area, which are being launched on this occasion, are of exceptionally large scale. Upon completion, coinciding with the 100th anniversary of the founding of the Party (February 3, 2030), they will open up strategic development opportunities and become symbols of the capital city in the new era.

The Red River Landscape Boulevard Project has a total investment of approximately 855,000 billion VND, covering an area of ​​about 11,000 hectares, extending from Hong Ha Bridge to Me So Bridge, passing through 19 communes and wards of Hanoi. The goal is to create a boulevard approximately 80.5 km long and 54 to 80 meters wide, running parallel to and closely following the existing dikes along both banks of the river; to build a system of parks, landscaped spaces, and recreational areas covering approximately 3,300 hectares; and to redevelop urban areas covering approximately 2,100 hectares.

In addition, the railway line, approximately 80.5km long, runs on the median strip of the road (44.8km on the Right Bank side and 35.7km on the Left Bank side); there is provision for the development of an underground urban railway line connecting Hanoi with Phu Tho and Hung Yen provinces and connecting to the city's urban railway network, thereby contributing to solving traffic problems and creating momentum for the development of modern underground spaces.

The center of the Red River Landscape Boulevard is the Hong Ha ward, an area that will be restructured and residents resettled within the project area. According to the ward's Party Secretary, Bui Tuan Anh: “The boulevard runs through the ward for over 15km, with an estimated large area of ​​land to be acquired and cleared, approximately 750 hectares of residential land belonging to about 12,500 households and individuals, with approximately 50,000 residents. However, the project will completely transform the ward's appearance.”

If the Red River Landscape Boulevard project contributes to realizing the dream of a capital city developing harmoniously with its "mother river," then the investment project to build the Olympic Sports Urban Area creates a symbolic landmark for the capital city, with great significance in terms of politics, economics, society, and foreign relations.

The project aims to create a comprehensive urban sports complex in the capital, capable of hosting major continental and international sporting events such as the Asian Games (ASIAD) and the Olympic Games. The groundbreaking ceremony was held in Thuong Phuc commune, where compensation has been paid to 54 households, covering a total area of ​​nearly 10 hectares.

Comrade Ta Huu Tho, Secretary of the Party Committee of Thuong Phuc commune, said: "The commune clearly defines the responsibility of the local government in coordinating the groundbreaking ceremony, mobilizing the entire political system to ensure the best conditions for the event to take place as planned, safely and solemnly."

The preliminary total investment capital for the project is approximately 925,651 billion VND, making it one of the largest investment projects ever undertaken in the capital city.

According to Duong Duc Tuan, Standing Vice Chairman of the Hanoi People's Committee, the project is not only about building large-scale sports facilities, but also includes the synchronized connection of social and technical infrastructure systems in the area with neighboring projects, ensuring uniformity in architectural space and landscape.

The project is located within the administrative boundaries of 11 communes in southern Hanoi, covering an area of ​​approximately 9,171 hectares, divided into 4 sub-projects corresponding to the main zones. The preliminary total investment capital for the project is approximately 925,651 billion VND, making it one of the largest investment projects ever undertaken in the capital city. Regarding the timeline, the entire project is expected to be completed by 2035.

The city government's determination and the people's consensus on the two "mega-projects" are opening up expectations for a new, modern, and sustainable development space for the capital. The implementation process needs to be systematic, transparent, and harmonious, balancing urban development with ensuring social welfare and long-term livelihoods for the people. When the common good and the legitimate rights of the people are placed side-by-side, these key projects will truly become a driving force for development and a new symbol of Hanoi.

In addition to the two exceptionally large-scale projects mentioned above, Hanoi City has also commenced many other large-scale projects, including the Metro Line 5 (Van Cao-Ngoc Khanh-Lang-Hoa Lac), which is over 39.5km long (6.56km underground and 5.21km elevated, over 27.8km at ground level), with a maximum speed of 120 km/hour (90 km/hour in the tunnel section), and a total investment of over 72,300 billion VND. The line includes 20 stations and 2 depots; of which, 8 stations are designed as transfer stations. The goal is to complete and put them into operation before 2030, with the expectation of creating a comprehensive development impetus for the western area of ​​the capital.

The driving force and growth position of the country.

Across the country, numerous key projects, which are considered drivers of growth, were also launched and inaugurated during this period. In Lao Cai province, the construction of a road tunnel through Hoang Lien Pass began. This strategic project connects Sa Pa commune with Binh Lu commune (Lai Chau province), spanning nearly 9km; the tunnel itself is over 2.6km long, with a total investment of approximately 3,300 billion VND.

According to Mr. Tran Viet Diep, Deputy Director of the Lai Chau Provincial Project Management Board for Investment and Construction of Transportation Works, the tunnel will be completed and put into operation by the end of 2027, replacing approximately 17km of winding mountain pass roads prone to landslides, opening up great opportunities for transportation, trade, and tourism between neighboring provinces.

As the initial segment of the eastern North-South Expressway, the Huu Nghi-Chi Lang (Lang Son) Expressway, nearly 60 km long and with a total investment of over 11,000 billion VND under the public-private partnership (PPP) method, is being accelerated to be completed by the end of 2025. This contributes to fulfilling the Prime Minister's "heartfelt mandate," realizing the goal of connecting a 3,000km expressway network from Cao Bang to Ca Mau.

Mr. Tran Van Chuan, Deputy Director of the Friendship-Chi Lang Project Management Board, said: “We are determined to accelerate the progress, working day and night to repay the trust of the Government, the authorities, and the people of Lang Son province.” Along with the Dong Dang-Tra Linh and Bac Giang-Lang Son routes, this road will create a strategic transportation corridor connecting the Northeast region, serving the flow of goods across the Vietnam-China border, and promoting the economic development of border trade.

In Ninh Binh, the road connecting Nam Dinh and Lac Quan with the coastal road network, spanning over 24.6km with 8 lanes and a total investment of approximately 6,400 billion VND, commenced construction at the end of 2022 and is now basically complete, being put into operation on this occasion. The road will help strengthen transportation connections between the coastal provinces of Northern Vietnam, opening up new avenues for marine economic development; maximizing the potential of coastal tourism, and making a significant contribution to attracting investment and developing Ninh Binh province.

After nearly three years of construction, the Quang Ngai-Hoai Nhon expressway, nearly 90 km long, has been completed and opened to traffic on December 19th. According to Le Thang, Director of Project Management Board 2 (Ministry of Construction - the project's investor), the project has a total investment of nearly 20,500 billion VND, the largest scale among the 12 component projects of the North-South expressway in phase II (2021-2025). Due to the urgent need for socio-economic development of the country, the Prime Minister requested that the project's construction be shortened by more than eight months. The route includes three tunnels through mountains with a total length of 4,500m; of which, tunnel number 3, 3,200m long, is a special-grade tunnel, the largest among the component projects in phase II.

On this occasion, Thai Nguyen Stadium, the largest and most modern sports facility in the northern mountainous and midland provinces, was also inaugurated. With a capacity of 22,000 seats, an area of ​​15.4 hectares, and an investment of 535 billion VND, it features a modern and integrated lighting system. In addition to football matches, the stadium also has a running track with 8 loops and 10 straight lanes for other sports competitions.

According to Do Xuan Hoa, Deputy Director of the Department of Culture, Sports and Tourism of Thai Nguyen province, this is not only a new sports facility, but also plays an important role in promoting tourism and showcasing the image of Thai Nguyen to friends both domestically and internationally.

In the Phu Quoc Special Economic Zone (An Giang province), the Duong Dong 2 reservoir project, covering an area of ​​96.5 hectares with a capacity of 4.7 million cubic meters and a total investment of 2,950 billion VND, was launched on this occasion. Of this amount, the central government will contribute 70% and the provincial government 30%.

The project not only serves the upcoming APEC 2027 Conference but also aims to ensure the long-term supply of freshwater for the special economic zone. According to Bui Quoc Thai, Director of the Provincial Department of Tourism, after completion, the reservoir will supply water with a capacity of 36,500 /day, ensuring a stable water supply for domestic use, tourism, and production in the special economic zone.

For Dak Lak province, the inauguration and commissioning of the key Ho Chi Minh Highway bypass project on December 19th, located east of the former Buon Ma Thuot city, is of paramount importance. It will synchronously connect the transportation network and promote socio-economic development, national defense, and security in the area.

In the initial phase, the road is designed to be 39.6km long, 11m wide, with a speed limit of 80km/hour, and an investment of over 1,841 billion VND; the completed phase will reach the scale of a 4-lane highway, 24.75m wide. Provincial Party Secretary Luong Nguyen Minh Triet affirmed: The investment and construction of this road is proof of the Party and State's concern for the province and the Central Highlands region, contributing to the completion of the transportation network plan and the overall plan for socio-economic development, people's livelihoods, and strengthening national defense and security in the region.
