The tree planting festival, Youth Month, and groundbreaking ceremony for the Phan Dinh Giot Hero Memorial, organized by the Ministry of Natural Resources and Environment in coordination with the People's Committee and the Youth Union of Ha Tinh province, are a series of practical activities to celebrate major political events in 2024.
On the morning of February 25th, in Cam Xuyen district, the Ministry of Natural Resources and Environment, in coordination with the People's Committee of Ha Tinh province and the Ha Tinh Provincial Youth Union, organized the launching ceremony for the Spring Tree Planting Festival of the Year of the Dragon, Youth Month 2024, and the groundbreaking ceremony for the construction of the memorial to the Hero of the People's Armed Forces Phan Dinh Giot. The program aims to respond to the government's initiative to plant one billion trees "For a Green Vietnam"; to commemorate the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024), the 70th anniversary of the sacrifice of People's Armed Forces Hero Phan Dinh Giot (March 13, 1954 - March 13, 2024); and the 93rd anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2024). Attending the program were Minister of Natural Resources and Environment Dang Quoc Khanh, Chairman of the Vietnam Senior Citizens Association Nguyen Thanh Binh, Deputy Editor-in-Chief of Nhan Dan Newspaper Phan Van Hung, Deputy Minister of Natural Resources and Environment Le Thanh Cong, and Vice Chairman of Dien Bien Provincial People's Committee Lo Van Tien. Speaking at the event, Minister of Natural Resources and Environment Dang Quoc Khanh emphasized: After three years of implementing the project to plant one billion trees, the whole country has planted nearly 770 million new trees with a total mobilized capital of nearly 9,500 billion VND. For this year's tree planting festival, the Ministry of Natural Resources and Environment and Ha Tinh province have chosen Cam Xuyen district – a locality with diverse and unique natural landscapes, including hills, mountains, rivers, lakes, plains, and coastal areas – to carry out the program.

In order to create a peak emulation campaign among the youth of the province, the Standing Committee of the Ha Tinh Provincial Youth Union launched a campaign to respond to the Spring Tree Planting Festival of the Year of the Dragon and the Youth Month 2024 with the theme "Youth actively volunteering for community life".
The Standing Committee of the Ha Tinh Provincial Youth Union requested that all levels of the Youth Union continue to innovate and improve the quality of propaganda and education work; closely adhere to the plan, targets, content, and theme of Youth Month to select and allocate appropriate content and activities at each time, target, and field; and pay attention to supporting young people in starting businesses...
Delegates witnessed and performed the ceremony of pressing the button to launch the tree planting campaign for the Spring of the Year of the Dragon 2024 and to launch the Youth Month 2024.
At the event, the Ministry of Natural Resources and Environment presented the Provincial Youth Union, Cam Xuyen district, and Cam Quan commune with 120,000 casuarina trees, 300 bauhinia trees, and 1,000 plastic baskets to build a "Model of a local market that reduces plastic waste".
The Ministry of Natural Resources and Environment presented 70 gifts to the family members of Hero Phan Đình Giót and other policy beneficiaries and meritorious individuals in Cẩm Xuyên district...
...and donated 30 bicycles and gifts to underprivileged students with good academic achievements in Cam Xuyen district.
Implementing the theme of "Year of Youth Volunteers," the Ha Tinh Provincial Youth Union, in coordination with BIDV, provided 700 million VND to build a "school for children"; collaborated with Giang Nam Petroleum Company Limited to donate 5,000 bottles of free engine oil to disadvantaged people, totaling 550 million VND; and donated a solar power line worth 125 million VND and 160 environmentally friendly trash bins worth 160 million VND to district, town, and city youth unions and affiliated youth unions.
The Ha Tinh Provincial Youth Union also awarded preferential loans from the National Employment Fund to district, town, and city youth unions totaling 1 billion VND to support young people in establishing businesses and legitimately enriching themselves in their homeland.

Delegates performed the groundbreaking ceremony for the memorial project dedicated to Phan Đình Giót, a hero of the People's Armed Forces.
Hero Phan Đình Giót (1922-1954) was born into a poor family in Vĩnh Phú village, Cẩm Quan commune, Cẩm Xuyên district. His father died of famine, and at the age of 13, Phan Đình Giót had to work as a servant, living in hardship and difficulty. After the August Revolution, he joined the self-defense forces. In 1950, Phan Đình Giót volunteered to join the main army; participating in many major campaigns such as: the Central Highlands, Hòa Bình, Northwest, and Điện Biên Phủ. This outstanding son of Cẩm Quan commune went down in history with his indomitable act of "using his body to block a machine gun nest," contributing to the glorious Điện Biên Phủ victory that shook the world.
To honor the contributions of People's Armed Forces Hero Phan Đình Giót, the Ministry of Natural Resources and Environment has called for and mobilized social resources; through the coordination of the People's Committee and the Standing Committee of the Ha Tinh Provincial Youth Union, to build a memorial. The project is being constructed on the very site of the house where Hero Phan Đình Giót was born and raised; it includes the following components: a three-bay wooden temple, a reception and exhibition building, a garden, landscaping improvements to the village well, a parking lot, and other supporting facilities.

The project has an estimated total investment of approximately 20 billion VND, mobilized from social contributions by: staff and employees of the Department of Natural Resources and Environment, Vietnam Cement Corporation (Hanoi), Xuan Truong Construction Private Enterprise (Ninh Binh), Hai Duong Petroleum Maritime Joint Stock Company (Ba Ria - Vung Tau) and a number of other philanthropists.
The project, once completed, will serve as a profound means of promoting and educating the younger generation and the people about the revolutionary traditions of our homeland; it will also be a practical way to commemorate the 70th anniversary of the Dien Bien Phu Victory and the 70th anniversary of the sacrifice of People's Armed Forces Hero Phan Dinh Giot. This will become a significant historical site attracting a large number of young people and tourists from all over to visit and pay their respects.
