Cao Bang province has 10 district-level administrative units, of which 7 are border districts; and 161 commune-level administrative units, of which 40 are border communes. Thanks to investment resources from the National Target Program for socio -economic development of ethnic minority and mountainous areas in the period 2021-2030 (National Target Program 1719) and ethnic policies, the border region of Cao Bang has seen many changes in all fields; the appearance of rural, mountainous, and border areas has improved, the lives of the people have been enhanced, and national defense and security have been maintained. In recent times, Cao Bang province has undertaken many activities to effectively promote ethnic policies, including the National Target Program for socio-economic development in ethnic minority and mountainous areas.


Ha Quang is one of the seven poorest districts in Cao Bang province, according to Decision 353/QD-TTg dated March 15, 2022, of the Prime Minister. The district has 21 commune-level administrative units, including 8 border communes. In the period 2021-2025, Ha Quang has 16 communes classified as Category III; 161 out of 195 hamlets are classified as particularly disadvantaged. The total population of the district is over 60,000 people, comprising five main ethnic groups living together.

During the period 2021-2025, Ha Quang district will benefit from investment resources under all 10 component projects of the National Target Program 1719, with a total projected allocated capital of over 655.7 billion VND; of which over 652.2 billion VND comes from the central budget and over 3.5 billion VND from the local budget. In 2024 alone, the district will be allocated over 240.3 billion VND from the central budget (including both carried-over and newly allocated funds for 2024).

From that capital, the district allocated investment to 40 transportation projects, 23 centralized water supply projects, 6 irrigation canals, renovation and repair of 5 ethnic boarding schools, 2 electricity projects, 1 market project, 2 support projects, and investment in tourist destinations, etc. At the same time, the district also invested more than 35.3 billion VND to implement 47 projects supporting community production development (18 projects supporting breeding cows, 15 projects supporting breeding buffaloes, 8 projects supporting building livestock shelters)...

As a result, the district has 3 out of 21 communes meeting the standards of new rural areas; 99% of households have access to electricity; and the poverty rate has decreased by 4-5% annually. National defense and security have been maintained, and political and social stability has contributed to the achievement of socio-economic development goals in the district.

According to Mr. Duong Mac Kien, Chairman of the People's Committee of Ha Quang district, based on the achievements already made, the district aims to strive to achieve the following goals by 2025: average income of ethnic minorities in the district reaching 29 million VND/person/year; reducing the number of poor households by 7.75%/year; 98% of ethnic minorities participating in health insurance; 100% of ethnic minorities having access to clean water and electricity...

Similar to Ha Quang, the rural, mountainous, and border areas of Bao Lam district have also seen significant improvements. With 98% of its population being ethnic minorities, including over 52% of the Mong ethnic group, Bao Lam district has also received attention from Cao Bang province, which has allocated resources to implement socio-economic development programs and projects.

According to Mr. Ma Gia Hanh, Chairman of the People's Committee of Bao Lam District, the field of ethnic affairs has always been a priority for the locality, thus focusing all resources on effectively implementing programs and policies investing in ethnic minority areas of the district. Specifically, under the National Target Program 1719, from 2021 to 2024, the district received nearly 477 billion VND to implement 10 out of 10 component projects. Along with investing in infrastructure serving production and daily life, the district has implemented 198 projects supporting production development along the value chain, contributing to creating sustainable livelihoods for beneficiary households, and subsequently replicating these initiatives throughout the district.

With flexible approaches, ethnic policies implemented in the province have truly become a part of daily life, contributing to raising the province's average per capita income to an estimated 46.98 million VND/person in 2024, exceeding the target set by National Target Program 1719 in the province.

Similar to Ha Quang and Bao Lam districts, other border districts of Cao Bang province have been experiencing significant changes in socio-economic development, contributing to a new look for the ethnic minority and mountainous areas and border regions of Cao Bang province. Infrastructure has been invested in, the poverty rate has decreased by over 4% per year, the material and spiritual lives of the people have improved, and social order and security have been maintained, further strengthening the trust of the ethnic minority people of Cao Bang province in the Party and the State.

According to Mr. Be Van Hung, Head of the Ethnic Affairs Committee of Cao Bang province, where nearly 95% of the population are ethnic minorities and the lives of the majority of the people are still difficult, Cao Bang has received timely resources from the central government to implement ethnic programs and policies. Specifically, for the National Target Program 1719, giai đoạn 2021 - 2024, Cao Bang was allocated 3,851.614 billion VND from the central budget to implement all 10 component projects.
